Remove scratches strict system about what fandoms can and can’t be allowed
For a while now, projects I’ve made with Hazbin characters have been getting banned. I feel like that fandoms like this and others should be allowed on scratch if the project is not inappropriate. Example: some people including me would want to make a game or animation with the characters we like without worrying of it getting taken down. There should be a new rule where characters that are banned can be allowed as long as the project is very appropriate and doesn’t mention the name and or names of the characters of the game/show, so people who want certain characters in their projects can. <:]

From what I understand, for most “banned” franchises this is how it works. For example, FNAF could be considered “banned”, though when it is used appropriately it is fine.
The fandoms that are banned completely are usually because either:
a) it is simultaneously something children should never be shown, and something many children are interested in (eg, hazbin hotel)
b) it was previously not completely banned, but inappropriate content was still produced en masse (eg, sprunki)
Both of these scenarios are not ones in which it is safe to leave it as being allowed in some circumstance.
The fandoms that are banned completely are usually because either:

They already have a policy of not banning a franchise unless it proves to be an issue.
3.3 Ban certain franchisesAll things considered, their current policy is pretty lax for a site aimed predominantly towards children. Removing reasonable policies that actually do something to protect minors (unlike many of the policies that are being implemented/legalized elsewhere) is out of the question.
Generally, the Scratch Team does not censor projects based on a certain franchise unless a large number of inappropriate projects were made with the franchise. In general, it is usually possible to make appropriate projects based on a certain franchise. Depending on the franchise itself and the types of projects made with it, the Scratch Team may choose to ban a franchise from Scratch if they need to, but that is at their discretion. Of course, you should always use the Report button on inappropriate projects of any kind.

I see one, maybe two, grammatical/word use mistakes. Other than that, your post is pretty solid. It is especially clear that you are saying to post content from a particular fandom elsewhere, rather than posting on Scratch.I mean yeah. I'm not familiar with the details of fandoms / IPs that are “banned”, but I know FNAF, for example, is only partially banned and recently something called ‘Sprunki’ has been completely banned. The way the Scratch Team has responded to stuff like this in the past makes me think it depends on both the type of content the fandom typically produces and the target audience of the IP itself.

When it comes to fandoms, it's more practical to evaluate fandoms on a case-by-case basis for both moderation and engineering reasons. For one thing, not all inappropriate fandoms are inappropriate in the same way. Secondly, we don't want our filters to become unreasonable lag monsters, I doubt anyone wants the website to go bonkers because we were checking for a whole bunch of fandoms that may appear to crop up in maybe only one or two projects in a blue moon (those cases are better off handled by traditional reporting).
Overall, this make the policy on Scratch actually quite less strict than elsewhere - if a fandom got banned from Scratch, it wasn't a decision taken lightly. We have good reason to ban Hazbin Hotel fandom from Scratch. I won't enumerate those reasons because of the inappropriateness of the subject matter, but I will end this note on something for your consideration: Sometimes, when we think of something not appropriate, we do frequently think about kids, but you may want to expand the thinking of not appropriate for everyone in general regardless of age and background. If a fandom hits that sort of scope that it could make many others uncomfortable, that should be a sign that talking about it with others should be taken with caution in general.
