- 2025 NFL draft order: Browns will pick No. 2 as Patriots win gives Titans No. 1 pick
The Tennessee Titans are officially on the clock for the 2025 NFL draft.
The Browns moved up to the No. 2 pick by virtue of the New England Patriots beating the Buffalo Bills backups in Week 18. Tennessee is at No. 1 after losing 23-14 to the Houston Texans .

The last time the Browns used the No. 2 pick in the draft was 1991 when they selected UCLA safety Eric Turner. The Browns owned the No. 2 pick in the 2016 draft but traded it to the Philadelphia Eagles for multiple picks. The Eagles used No. 2 to take quarterback Carson Wentz . They won a Super Bowl. The Browns' highest pick from that trade ended up being wide receiver Corey Coleman . He was out of the NFL after his third season.
At the start of Week 18 the Patriots held the No. 1 overall pick. By winning they fell from first to third. But it shouldn't be an issue for New England as the team took franchise quarterback Draye Maye in the first round of the 2024 draft.
Why don't the Browns have the No. 1 pick in the draft?
Although the Browns and Titans have the same record, Tennessee gets the higher pick due to the strength of schedule tiebreaker. Unlike playoff seeding where head-to-head results and conference results come first, the first draft order tiebreaker is strength of schedule.

In short, the Titans are considered the worse team because they played an easier schedule and finished with the same record. Browns fans can blame the strength of the AFC North for missing out on the top pick.
