Tanking in the NBA has become a hot topic , as the league is seemingly working on ways to potentially fix the issue. On Tuesday, new reports claim that one proposal is gaining momentum that could affect the NBA Draft Lottery.
The “3-2-1 lottery proposal” adds a few new rules to the guidelines of the lottery, according to ESPN’s Shams Charania . First, the lottery would expand from 14 teams to 16 teams, which would include the teams that participate in the Play-In Tournament. Additionally, there is a proposed “relegation zone,” along with other rules preventing teams from winning the NBA Draft Lottery in back-to-back seasons or having a top-five pick in three consecutive years.
“The ‘3-2-1 lottery’ proposal, named to represent the number of lottery balls per team, would expand the lottery from 14 to 16 teams,” reported Charania. “Teams that do not qualify for the playoffs or Play-In Tournament but stay out of the relegation zone (spots four through 10) would receive three lottery balls each.
“Teams with a bottom-three record, the relegation zone, would have just two lottery balls but have a floor of the 12th pick, while the rest of the 13 lottery teams could fall as far as the 16th pick,” continued Charania. “The 9th and 10th play-in seeds in each conference receive two lottery balls each, while the losers of the 7-8 play-in games receive one lottery ball each.
“In addition, no team would be able to win the top pick in consecutive years or be able to win three consecutive top-five picks. Teams also would not be able to protect picks in the 12 to 15 slots going forward,” finished Charania.
Commissioner Adam Silver claimed that the NBA wants teams to hate losing , and that losing puts them in an “uncomfortable” position, per Charania. Essentially, the league wants to implement a sort of punishment for losing.
“We should have a system where you should hate to lose,” said Silver. “It shouldn’t be a badge of honor. Losing should be uncomfortable.”
Nothing is set in stone just yet. The league will have to vote on the proposed plan. But it does seem as though this “3-2-1 lottery” proposal is gaining momentum. It sounds like the NBA thinks this proposed plan could be an “overcorrection,” but it also believes it to be necessary,” per Charania.
“The new change is not as drastic as relegation to a lower league, but a penalty for being at the bottom,” said Charania. “Many league executives understand this may be an overcorrection, but one that the majority believes is necessary.”
