About Us Thrive Child Care and Family Resource Center will begin caring for children in the fall of 2018 to meet the needs of families in Rochester, Minnesota. Creative Stars Academy is a Faith-based Child Care & Preschool facility that embraces every family, every background, and every heart. Creative Stars Academy is derived from the idea that children progress and learn through monitored and intentional play. Head Start is a child care program that emphasizes a range of educational and recreational activities that focuses on the growth and development of children. It features parenting training that offers opportunities to enhance the understanding of child care practices and knowledge for caregivers and parents. Head Start is a program of Child Care Resource & Referral, which is a Minnesota-based organization that provides several health care and educations programs to serve young children and families from all income levels. Child Care Resource & Referral also offers information and child care referral services and scholarships for meritorious students. Head Start is offered at one of the facilities of Child Care Resource & Referral located in Rochester, Minn.
