The National Labor Relations Board was established in 1935 to administer the National Labor Relations Act, which is a primary law that governs relations between unions, employees and employers in the private sector. The board works to prevent and rectify unfair labor practices and ensures labor organization representation for unions for collective bargaining purposes. It is governed by a five-member board and General Counsel, all of whom are appointed by the president with the consent of the senate. The General Counsel acts as a prosecutor and the board acts as an appellate judicial body from decisions of administrative law judges. The National Labor Relations Board s jurisdiction is limited to private sector employers and the U.S. Postal Service.

Cascap, founded in 1973, is a nonprofit organization with expertise in the development and management of housing, as well as the delivery of residential and educational supportive services to elderly and disabled adults. The organization s Consumer Provider Program assists individuals with psychiatric disabilities to enter and pursue careers in the health care field. Its training and education department provides employees with various educational opportunities, from specialized skill building to skills and aptitudes common to all professions. The organization provides social work services and service coordination to more than 1,300 individuals in its elderly and family housing programs through partnership with the Cambridge Housing Authority. Real estate operations of Cascap specialize in the development and management of residential communities for people of low and moderate income. Cascap is headquartered in Cambridge, Mass.
