The Rio Grande Council of Governments, also known as RGCOG, is a voluntary association of local units of government. It provides a regional forum through which local governments can address issues and develop solutions that contribute to intergovernmental cooperation. The organization operates as a service organization to local governments providing competent, professional and responsive assistance for local and regional needs. In addition, the Rio Grande Council of Governments acts as a regional coordinating body for the promotion of comprehensive plans for growth and development. It also develops and promotes cooperative policies on state and national issues. The organization is staffed with administrative and finance personnel. The Rio Grande Council of Governments additionally offers regional and environmental services.

The Department of Community and Human Development works to enhance human services, expand housing opportunities, and improve the quality of life for low- and moderate-income individuals. It works with a team of more than 60 staff members. The department is responsible for improving facilities, such as parks, libraries, streets, and community and senior citizen centers. The Department of Community and Human Development administers the Emergency Shelter Grant program. The department also conducts the Retired and Senior Volunteer Program, which serves over 100 nonprofit organizations and agencies. The Department of Community and Human Development is governed by the city of El Paso in Texas.
