It all began in 1964, when Richard Kelly, Sr. and his partner wanted to build some apartments in the Ocean View area where Richard lived as a young married man in the Navy. He saw a vision of affordable housing for low income families. They started a business and built apartments. In 1975 Richard wanted to continue with his vision and started a management company, Dick Kelly Enterprises, Inc. to manage his own properties with his children Karen, Richard and Jean. As word spread, and his properties gained a solid reputation, Richard was being asked to manage property for others and Dick Kelly Real Estate Co. was born. In 1990, his daughter Jean became the President and began handling the business while Richard started his retirement under a watchful eye to ensure the business was run with his vision. Today, after years of guidance from the now late Richard Kelly, Jean is continuing with the family business. Dick Kelly Real Estate Co. manages property in Norfolk, Virginia Beach, Chesapeake, Suffolk and Portsmouth in all price ranges.
