Countries like Portugal, Spain, and Greece continue to attract American retirees looking to spend their golden years abroad, but a new survey shows more and more senior adults are looking beyond the established locales.
These retirees seeking better value, a slower pace of life, and uncrowded spots are finding them in Central and Eastern Europe, according to a report from International Living . And that's especially true for the country of Montenegro, which was named the top up-and-coming destination for 2026.
The results reflect a "growing interest in a country that offers many of the qualities readers love about the Mediterranean, without the crowds found in some of Europe's better-known hotspots," per the company.
One of Europe's youngest states (it separated from its union with Serbia in 2006), Montenegro is located along the Adriatic Sea and is a little larger than the state of Connecticut. Because of its compact size, the country is easy to navigate and explore. And there is plenty to explore: from its glittering Adriatic coastline to medieval cities like Budva (with one of the best beaches in Europe ) and Kotor, mountainous communities like Rožaje, and more.
"In a single day, you can travel from the mountains to the coast, stopping in historic villages, hiking scenic trails, or lingering over fresh seafood beside the Adriatic," International Living wrote. "It's this rare mix of variety, accessibility, and untapped charm that has made Montenegro the country generating the most excitement among readers this year."
The cost of living is another important factor. A couple can live comfortably on just $2,000 per month, per the report.
Neighboring Albania ranked No. 2 on the list. The country, which has emerged as a popular beach destination, is a particular draw for Americans as U.S. citizens can reside there for up to a year without needing a visa.
"Albania offers the chance to enjoy Mediterranean living in a country that's still writing its next chapter—one where welcoming communities, beautiful scenery, and everyday affordability come together in a way that's becoming increasingly rare elsewhere in Europe," International Living wrote.
Retirees can live comfortably in Albania on $1,500 to $2,000 per month, according to the report.
Argentina , the only non-European country on the list, came in at No. 3. While the capital, Buenos Aires, attracts much of the attention, other regions like Mendoza—famous for its vineyards—and Bariloche and Patagonia—which draw outdoor enthusiasts—are among popular areas for retirees.
"For Americans earning in U.S. dollars, Argentina can also represent exceptional value, although the country's economic conditions continue to evolve," the report stated, adding a couple can expect to spend between $2,000 and $2,500 per month.
Cyprus and Czechia came in at No. 4 and No. 5, respectively. Cyprus is the perfect spot for beach lovers, while Czechia—a country bordering Germany, Poland, Slovakia, and Austria—is a great choice for history buffs and those seeking easy access to the rest of Europe. International Living reported couples can live comfortably on under $2,500 per month in both countries.
