Missing daughter of Worcester woman arrested by ICE has returned to Brazil, attorney says
Two teenage daughters of a Brazilian mother of three arrested by federal immigration officers in Worcester have been reported missing — but a family lawyer said Thursday that one of them has moved to Brazil to be with her other sister.
Meanwhile, the youngest daughter, aged 13, is still currently missing, according to the Worcester Police Department.
The 13-year-old daughter was last seen in the custody of the Department of Children and Families (DCF) on July 20, a spokesperson for the Worcester Police Department said. Her 17-year-old sister was also in the care of DCF after the Eureka Street incident, according to the spokesperson.
The older teen is now living with her older sister, Augusta Clara Moura, in Brazil, according to attorney Andrew Lattrulo.
Lattrulo said the 13-year-old daughter is still missing.
Both teens are listed as missing through the National Center for Missing and Exploited Children .
The teens' mother — Rosane Ferreira de-Oliveira — was arrested by Immigration and Customs Enforcement (ICE) agents on Worcester's Eureka Street on the morning of May 8.
Worcester police officers arrested the 17-year-old daughter after she ran toward a moving SUV, where ICE agents placed her mother inside. She was charged with the reckless endangerment of a child, disturbing the peace, disorderly conduct and resisting arrest but Police Chief Saucier requested the judge to dismiss her case on May 16. It is not known whether the case was dismissed.
Lattrulo said he spoke with Clara Moura on Monday and Thursday, and she confirmed to him that her sister is back in Brazil. He told MassLive that the family did not wish to disclose when the sister arrived in Brazil and how she got to the country.
The spokesperson confirmed that police are searching for the 13-year-old and are concerned for her safety.
A member of the DCF could not be reached on Thursday afternoon.
A chaotic Eureka Street arrest
More than 30 people, including District 5 Councilor Etel Haxhiaj, approached, confronted and protested the ICE agents who arrested Ferreira-De Oliveira in May.
After 11 a.m., members of the Worcester Police Department arrived on Eureka Street following 911 calls that were made by ICE agents requesting police assistance and other calls from people at the scene.
Body camera footage from Officer Joseph Atchue shows Ferreira De Moura running towards the SUV as it tries to leave the area.
The daughter runs up to the vehicle and appears to reach out to it on the passenger side door. A Worcester Police Officer and a masked man wearing a vest that reads "Police ICE" on it move her away from the SUV, with someone yelling at the girl, "you're going to get injured!"
The girl then runs to the sidewalk, yelling, "don't touch me!"
At the 9:18 mark in Atchue's footage, the daughter is surrounded by several officers as she is placed under arrest, being moved to the ground by officers.
In separate footage from Officer Timothy Watts' camera, Augusta Clara Moura can be seen running to the arrest of her sister. At the six-minute mark, the adult daughter of Ferreira-De Oliveira can be seen screaming with her infant son in her arms. Yelling no, she reaches out an arm near the scene. The officer wearing the body camera appears to touch her arm. She then suddenly shouts "my baby" while pointing a finger at the officer who touched her arm.
As this is happening, another officer can be seen moving Clara Moura away from the arrest by putting their arms around her stomach and moving her out of the way. Bystanders can be heard yelling, "don't touch the baby!"
It is not clear whether the officer touched the baby.
Clara Moura and her infant son moved back to Brazil in June to be with her partner, Samarone Alves Ferreira-De Souza. Lattrulo said that ICE agents signed a document in Ferreira-De Souza's name, without his permission, to authorize his deportation .
Federal immigration officials claim Ferreira-De Oliveira entered the country illegally in August 2022 , which led to ICE taking her into custody.
Toland, however, maintains that the mother of three was paroled and allowed into the country by ICE as she pursued asylum.
The mother is currently detained at the Strafford County Corrections facility in Dover, New Hampshire.
