Creating or Updating a Policy

Policy Principles

Pursuant to the Dartmouth By-Laws, ultimate institutional authority is held by the Board of Trustees. The Board may delegate its authority to other institutional officers, including without limitation the authority to adopt institutional policies.
Dartmouth's president, as the institution's chief executive officer, is responsible for all educational, financial, operational and managerial affairs of Dartmouth, and has the authority to execute all documents on behalf of the institution (subject to any limitations imposed by the Board). The president is further charged with the duty to organize the faculties of Dartmouth, as well as responsibility for the internal order and discipline of the institution.
The president discharges their duties with the aid of the faculty and the administrative staff of Dartmouth, to whom the president may delegate their duties and authority under the Bylaws.
Dartmouth policies are subject to the approval of the appropriate faculty and/or administrative staff of Dartmouth and its schools. Questions on how to establish an institutional policy shall be directed to the Provost and the Executive Vice President in the first instance, who shall consult the President and the Board of Trustees as necessary to establish the appropriate approval authority.

Quick hints for creating policies for the Portal:

Avoid underlining; it can be confusing if underlining looks like web links. Using boldor italics to emphasize text are better options.

Web Accessible Links – Best Practices
- Use clear, short, and descriptive link names.
- When possible, use the title of the destination web page.
- Do not use vague titles such as, "Click Here", "More", "Info," or "Follow" because these link names tell a screen reader nothing about the content of the link.

- Use a simple layout.
- Use a title (caption) for the table.
- Use descriptive and concise row and column heading labels.
- Use each table cell to relay only one piece of information or data.

An additional policy title field for situations when you want a more detailed title than the official Policy Name. The field is not displayed to the public.

The date on which the policy became effective, not necessarily the posting date or publication date of the policy. Once a policy takes effect, this date never changes. It remains the same throughout the life of the policy, no matter how many revisions are made. An effective date of 12/13/1769 indicates a more recent effective date is being researched.

The date on which the policy was most recently updated. It is never earlier than the Effective Date.
