TAMUNING, Guam —The Guam Visitors Bureau Board of Directors has approved a $28.97 million operating budget for fiscal year 2027, along with several measures supporting the agency’s tourism marketing, international outreach and community partnerships.
The budget, approved during the Board’s regular meeting, will fund GVB’s core areas of marketing, destination development, administration and research as the agency continues efforts to promote Guam as a visitor destination.
According to GVB, Guam’s tourism industry generated a total economic impact of $1.6 billion in 2025, supported more than 15,000 jobs and produced $163 million in local government revenues.
The Bureau said its $28.97 million FY2027 operating budget represents approximately 2% of the Government of Guam’s overall budget for the fiscal year.
“The FY2027 budget allows GVB to continue delivering on our core programs and supporting Guam’s visitor industry,” GVB President and CEO Régine Biscoe Lee said.
Lee said tourism’s economic impact extends throughout the island by supporting businesses, employment, household income and government revenues.
“Through our marketing, destination development, research, and partnerships, we continue to work toward strengthening the visitor economy and creating opportunities for Guam,” Lee said. “We appreciate the Board’s continued guidance and support as we move forward into the new fiscal year.”
Board approves travel, Korea market procurement
In addition to adopting the budget, the Board approved official travel for the first and second quarters of FY2027.
The travel authorization will allow GVB representatives to participate in tourism trade shows, travel fairs, roadshows, educational programs, industry meetings and other official activities in key visitor markets.
The Board also authorized GVB to contract with the highest-rated offeror under RFP 2025-018 for legal services. Under the authorization, current rates will be maintained for the first six months.

Directors also authorized procurement under RFP 2026-003 for a Korea Country Manager to support GVB’s representation and engagement in the South Korean market.
Funding supports community events
The Board approved support for the Humatak Mayor’s Office Humatak Village Festival and the Guam History and CHamoru Heritage Festival.
Directors also approved up to $60,000 for GuamTime’s Jingle Bell Block Party, including coordination of a school chorale competition.
All of the Board actions were approved without opposition.
The next regular meeting of the GVB Board of Directors is scheduled for Oct. 22, 2026.
