日本政府がフィリピン人の訪日ビザ申請を制限する措置を取ったのは、中国へのビザ緩和と対照的な対応だ。円安の影響でフィリピンからの観光客が急増しているとはいえ、制限の背景には何があるのか疑問が残る。オーバーツーリズム対策であれば、訪日外国人向けに価格差を設けるなど、他の手段も考えられるはずだ。
特に、日本は中国人観光客に対してはビザ要件を緩和し、一方でフィリピン人には厳格な制限を設けるというのは、政策の一貫性に欠ける印象を受ける。フィリピンは中国と対峙しながらも日本と協力関係を強めている国であり、こうした対応が日本とフィリピンの関係に悪影響を与えないか懸念される。

The Japanese government’s decision to restrict tourist visa applications for Filipinos is in stark contrast to its recent move to ease visa requirements for Chinese visitors. While the surge in Filipino tourists can be attributed to the weak yen, the reasoning behind imposing stricter entry limitations raises some questions. If the concern is overtourism, a more effective approach could be adjusting pricing for foreign visitors rather than restricting entry.
The inconsistency in policy is particularly striking−China, which has ongoing geopolitical tensions with Japan, sees relaxed visa rules, whereas the Philippines, a key regional partner aligned with Japan, faces tighter restrictions. This move could potentially strain Japan-Philippines relations, which have been growing stronger in recent years.
If the objective is to manage tourism-related congestion, restricting visa issuance may not be the most efficient solution. Countries in Europe, for example, have addressed overtourism by implementing differential pricing for international visitors rather than outright limiting access. Given the significant economic benefits of tourism, a more balanced and strategic approach would be preferable rather than imposing sudden and strict limitations.
