Marcia's Message

April is a meaningful month across our community as we recognize the Month of the Military Child, National Arab American Heritage Month, School Library Month, and Autism Acceptance Month. Each of these observances highlights the diversity, strength, and unique contributions of our students, families, and staff. We are reminded of our shared commitment to ensuring every student feels seen, supported, and valued.

This month has been filled with opportunities to connect with our community and engage in important work, from the Franconia District Budget Town Hall and School Board work sessions to the Lewis HS Meet Your Legislators event and the Lewis Leadership Program Exhibition of Learning. I also enjoyed visits with Principal Ebony Opie at Lane ES and Principal Mary Duffy at Bush Hill ES, as well as conversations with constituents at Greenspring.

The recent student-led Mock School Board Forum was especially inspiring. I am proud of our student leaders for their thoughtful work and the strong proposals they developed to address key issues within FCPS.

Congratulations to Newt Shosteck, the Franconia District Student Representative, for his leadership in advancing the Student General Assembly forum topic during the forum. I continue to be inspired by the voice, leadership, and promise of our students.

As we continue conversations around the FCPS 2027 budget, I want to share a simple but important message: our schools are an investment in our future. FCPS serves more than 177,000 students who speak nearly 200 languages, supported by a dedicated team of professionals who work every day to create welcoming, safe, and engaging learning environments. The majority of our budget goes directly into classrooms: supporting instruction, student services, and the staff who make it all possible while also strengthening family engagement through expanded translation services and meaningful partnerships.

At our recent Governance Committee meeting , we continued important work to strengthen and streamline our policies, particularly those related to technology in our schools. I emphasized the importance of ensuring our policies are clear, cohesive, and accessible for both staff and families. This includes exploring ways to better align and consolidate overlapping technology policies into a more unified framework, while maintaining clear distinctions between instructional guidance and operational or information technology functions.

We also discussed the importance of using consistent, student-centered language and ensuring that policy documents remain concise and user friendly. As technology continues to evolve, it is critical that our policies reflect a comprehensive approach that incorporates the broader landscape of digital learning with evidence based data aligned with best practices.

At the April 9th regular meeting discussion was had on the school calendar and my work on developing a thoughtful calendar policy continues in the Governance Committee. Unique circumstances impacted the calendar this year, including special elections, mid-week holidays and severe weather conditions. Next year’s calendar reflects a reduction in days off that by comparison to this year has 33 days off instead of the unusually high of 40 this year. Moving forward it is important to me to balance competing priorities that consider our diverse community regarding holidays, increased consistency in instructional time and honoring the need for professional development and planning time that complies with our collective bargaining commitment while incorporating community feedback. I will continue to work with my colleagues and the Superintendent to find a path forward that benefits as many students as possible, which is always my goal. I encourage you to be involved in the process and give in person feedback at the Superintendent’s scheduled Community Conversations  Wednesday, April 22, at Crestwood Elementary School and/or to respond to the electronic calendar survey when it is distributed.

After 26 years in our schools, I know firsthand that the impact of FCPS goes far beyond numbers. It is seen in the opportunities we create, the relationships we build, and the futures we help shape.

Thank you, as always, for your continued partnership and support.

Kind Regards,

This Grant-award winning musical is about some of our favorite Greek Gods, and some you may not know about. Here is a note from the student writer & director! “Things are getting chilly on Olympus as Boreas, the God of the Winter Wind, continues to steal days from spring. Demeter, Goddess of Harvest, has a big issue with this because it means her daughter, Persephone, the Goddess of Spring, cannot come home. Demeter and Boreas cannot find common ground, so Zeus demands that they vote to see who wins: Boreas or Demeter.”

Marcia's Message Dear Franconia Friends and Neighbors,

The month of March is packed with celebration and recognition, and serves as a reminder for us to lean in to our commitment to ensuring every student and staff member feels seen, heard, and supported.

I started this month by celebrating the Franconia 2026 Student Peace Award recipients: Rachel Yousaf, Annalise Richardson, and Aaya Ali.These three remarkable young women are putting their passion for peace into action and building unity in our community. I am inspired by the thoughtful leadership demonstrated by every one of this year’s recipients.

On March 18, it was truly a privilege to partner with Providence District Supervisor Dalia Palchik and her team for the Spanish Budget Townhall .I am especially grateful to reporter Andrea Sarralde, community member Annie Arollo Peña, and the Channel 16 teamfor helping create a welcoming and accessible space for our Spanish-speaking families.

During this important conversation with our Spanish speaking community, I shared key facts about Fairfax County Public Schools—including that we serve more than 180,000 students, represent over 200 languages, and employ more than 41,000 staff, 92.6% of whom work directly in our schools. I made it a priority to explain what these numbers mean in real, everyday terms— because behind every number is a child, a family, and a story.

My hope is to continue creating spaces where every member of our community feels informed, included, and connected. Your voice matters, and I remain committed to listening, sharing, and working together for the success of all our students and families.

Just two days later, on March 20, I was reminded once again why this work matters. At the Edu-Futuro Gala, I had the honor of sitting with the parents of a former Mount Vernon Woods Elementary student. As they were recognized for completing their GEDs, their daughters beamed with pride. It was a moment that truly stayed with me, reminding me of the resilience, sacrifice, and hope that drive so many of our families.  Seeing that family celebrate together was a beautiful reminder that when we invest in our communities, we change lives in ways that last far beyond a single moment.

On March 26, the School Board will celebrate Youth Art Month with a proclamation on Music, Theatre, & the Arts.I had the pleasure of taking in a fantastic musical performance put on by the Rose Hill Elementary School Playersat Edison High School. Their original musical, Rock Bottom , was an absolute blast! I appreciate teacher Danny Adamsand all those who supported this production. Go Rockets! I’d also like to recognize the Key Middle School Theatre classand their theater arts director, Ashley Promisel, for performing a preview of their student-written play, “The War of Winter” at Gatehouse. And a shout out to the Greater Springfield-Franconia Area Honor Band, whose recent performance at Lewis High Schoolshowcased nine Franconia Elementary students.

Best Regards,

Franconia District: February 2026 Service, Leadership, and Community Highlights

Marcia’s Message

The past several weeks have been full, productive, and deeply inspiring across the Franconia District. I am grateful for the opportunity to continue engaging with students, families, educators, and community partners as we work together to strengthen our schools and our broader community.

Since the last newsletter I have participated in Governance Committee meetings, Regular School Board Meeting, the SCYPT Meeting, the MSAOC Meeting, a Joint Budget Hearing, All-Day Work Sessions, and the Public Hearing on the FY 2027 Proposed Budget. These meetings reflect our ongoing commitment to transparency, thoughtful planning, and ensuring that every decision keeps students at the center while honoring our responsibility to the community.

It was also a joy to see student leadership in action during the School Board Student Leadership Development Program and to witness inclusion and opportunity at the Adaptive Baseball Camp at TJHSST. These moments remind us that when we invest in young people, we invest in a stronger future for all.

February, though the shortest month of the year, was filled with meaningful reflection and celebration. As we observed Valentine’s Day, we were reminded to lead with compassion and kindness. During Black History Month, we honored the strides of civil rights leaders whose courage and sacrifice continue to shape our nation.

In the Franconia District, we were fortunate to host extraordinary activist Dolores Huerta, who was a contemporary of leaders reminiscent of Coretta Scott King, Jesse Jackson, and John R. Lewis whose messages echoed the spirit of — calling us to action, unity, and service.

At Lewis High School , students had the opportunity to hear directly from Ms. Huerta as she encouraged them to take charge of their future, use their voices, and recognize their power to create change. Her message to students was clear: leadership is not reserved for a select few, it belongs to those willing to stand up, speak out, and organize for what is right.  I spoke with Ms. Huerta after an amazing day at Lewis and she was encouraged to take part in the Lewis Student Leadership Program, it reminded her of what it means to start “Good Trouble”.

Supervisor Rodney Lusk gave a tour of the transformative WISH Center to Ms. Huerta. I am deeply honored to have worked alongside him and community leaders to host a Meet and Greet after the tour at the Hybla Valley Community Center. Ms. Huerta, who coined the powerful rallying cry “Sí Se Puede” — “Yes We Can” — has shaped generations of leaders through her unwavering commitment to justice, equity, and community empowerment. To welcome her into our community was more than an event; it was a moment of intergenerational connection, civic engagement, and collective inspiration.

Her presence reminded us that real change is built through courage, organized action, and a deep belief in the power of everyday people. It was especially meaningful to create a space where young leaders, families, and community members could hear directly from someone whose legacy continues to influence movements across the nation.

This collaboration reflects what is possible when local leadership, community organizations, and public servants come together with shared purpose. “Sí Se Puede” is not just a slogan,  it is a responsibility we carry forward in our work every day.

Grateful for the partnership. Grateful for the wisdom shared. And grateful to continue building communities where every voice matters.

It is a privilege to serve you, and I remain committed to advancing excellence, equity, and opportunity for every student and every family in our district.

Best Regards,

Riverside Elementary School Linneall Naylor: Discovering Her Ancestors and Sharing Their Stories

For decades people have been exploring their family history through genealogical research, but when mail-in DNA ancestry test kits were introduced over 20 years ago, everything changed. Her results put her on a path of research and discovery, igniting a passion to uncover her family history and share the stories of her ancestors. Marcia’s Message

I hope you had a restful and joyful Winter Break, filled with meaningful moments shared with family, friends, and loved ones. I am continually grateful for the strength, resilience, and diversity of our Franconia District community. The many religious and cultural observances celebrated during the break—and throughout this season—beautifully reflect the richness of our shared community.

In my family, we share the Mexican/American cultural tradition of coming together and partaking in a slice of “La Rosca de Reyes.” This year it was a joy to share it with staff members in the Superintendent’s office, School Board office Clerk staff and School Board Staffers. The sweet bread is made in the shape of a crown, signifying the day the Three Kings arrived with gifts for the newborn baby Jesus. A baby is baked into the bread and whoever receives it will be blessed with good luck for the entire year!

This month, we also honor the legacy of Dr. Martin Luther King Jr., whose unwavering commitment to justice, equity, and service continues to inspire us. His vision reminds us of the power of compassion, courage, and collective action in building stronger, more inclusive communities.

Whether you marked special holidays, honored cherished traditions, or simply took time to rest and recharge, this season reminds us of the values that connect us all: kindness, gratitude, and togetherness. As we begin a new year, I look forward to continuing our work together to support one another and further strengthen the Franconia District community.

Best Regards,

1/5/2026 - FCPS School Board Audit Committee Meeting

As a member of the School Board Audit Committee, we reviewed the Office of the Auditor General’s (OAG) annual report and discussed the important role the office plays in promoting accountability and continuous improvement. Board members noted that an increase in hotline reports reflects growing awareness and confidence in the reporting process. When concerns fall outside fraud, waste, or abuse, OAG ensures callers are thoughtfully redirected to the appropriate offices for support.

1/6/2026 - FCPS School Board Governance Committee Meeting

As a new member of the School Board Governance Committee Meeting, I was able to take part in the discussion of several policies related to capital improvement programs, facilities, and human resources.

Focus on Franconia John R. Lewis HS

On January 14, I was honored to participate in a student-focused listening session at Lewis High School. Representatives from Military OneSource, Military and Family Life Counselors (MFLCs), and the Fairfax County Public Schools (FCPS) Department of Special Services (DSS) will present and share information during this workshop.

This virtual event will be held via Zoom on Tuesday, January 27, 2026, from 6 to 7 p.m. Please fill out this Google form to register and receive the Zoom link.

January is National Mentoring Month

Imagine a world where young people feel empowered, encouraged, and understood. Mentors can make that world a reality by helping young people find and follow their passions, excel in school, and thrive wherever they are. Learn more about Mentoring Month .

Research has shown that young people with at least one trusted mentor are less likely to skip school, less likely to use illegal drugs or drink alcohol, and more prepared to enter college or the workforce. Yet one in three children lack a mentor.

All it takes is one person to serve as a trusted adult to help change a young person’s path in life. Mentors provide attention, support, and enrichment, and help connect their mentees to resources that may help them on their journey in life.

The FCPS MentorWorks program matches mentors with students in schools near where they live or work. They meet for at least 30 minutes a week. Learn more about how to become a mentor for an FCPS student. Contact Martha Macdonald, mentoring specialist, for additional information at [email protected]

FCPS School Boundaries Changes Timeline

School Board Policy 8130 requires that a comprehensive, division-wide review of school boundaries be conducted at least every five years by the Division Superintendent, and that any recommended adjustments be submitted to the School Board for approval.

Through the process FCPS has conducted extensive community engagement as required by Policy 8130. The process also included feedback from the Superintendent’s Boundary Review Advisory Committee, as directed by the School Board.

Community meetings were held in Fall 2024/Winter 2025 as part of Phase 1 to inform data analysis and draft scenarios. Community meetings were also held in Spring and Fall 2025 for Phase 2 to collect feedback on the draft scenarios and to inform the development of a final recommendation.

The Superintendent’s recommendation was informed by feedback received throughout the comprehensive boundary review process from the community, the consultant, staff and the Superintendent’s Boundary Review Advisory Committee.

During this process, the School Board was provided updates at four Work Sessions (10/8/24, 6/17/25, 8/26/25, and 11/12/25). The School Board also modified Section VII, “Phasing of Adjustments” of Policy 8130, on 7/17/25.

  • At the January 8, 2026 Regular Meeting, Division Superintendent Dr. Reid presented the Comprehensive School Boundary Review and detailed her proposed boundary changes.
  • On Saturday, January 10, 2026 and Tuesday, January 13, 2026, the School Board heard comments on the Superintendent's recommended boundary adjustments at public hearings.
  • At the School Board meetings on Tuesday, January 13, 2026, Dr. Reid detailed her amended recommendation for the proposed School Boundary changes.
  • On Thursday, January 22, 2026 at 6:15 p.m., the School Board will hear final comments on the Superintendent's recommended boundary adjustments at a public hearing.
  • At the January 22, 2026 Regular Meeting, the School Board is scheduled to take final action on the proposed school boundary adjustments.
Upcoming School Board Meeting

The next regular board meeting will be held Thursday, January 22, 2026, at Luther Jackson Middle School , at 7:00 p.m.
