READING BY 3RD GRADE   


Outcomes  

● The percentage of students in grades K-3 meeting or exceeding the VALLSS screener benchmarks will increase by 5 percentage points from fall 2024 to spring 2025.


Strategies  

● Increase the efficiency of instructional delivery to ensure all students have access to both explicit instruction and daily practice in reading and writing (ex. classroom walkthroughs, CT planning, coaching).
● Ensure fidelity of implementation in tier 3 intervention programs to maximize student progress (ex. fidelity toolkits, program matching, intervention effectiveness protocol, intervention walkthroughs).
● Increase teacher pedagogical skills in evidence-based literacy instruction to improve implementation of the core curriculum (ex. explicit instruction, student discourse).     

ELEMENTARY SCHOOL MATH


Outcomes   

● By spring 2026, the percent of students with disabilities demonstrating expected screener within year growth in math will increase 9 percentage points from 51% to 60%. ● By spring 2026, the percent of students in grades 1-6 demonstrating expected screener within-year growth in math will increase by at least ten percentage points from 60% to 70%.  


Strategies    

● Increase teacher implementation of explicit instruction and other components of effective mathematics intervention.
● Improve alignment of instructional planning based on analysis of common assessments.                                       

ENGLISH LANGUAGE PROGRESS  


Outcomes  

● By the end of Spring 2026, the percentage of multilingual learners making VDOE WIDA Growth as measured by the WIDA ACCESS will increase by five percentage points from 58% to 63%. 

Strategies    

● Increase collaboration and co-planning between ESOL and special education teachers to plan for and deliver joint services (ELD and Special Education) and to collaboratively develop IEP goals, accommodations, and instructional strategies that address both the language and learning needs of identified students.● Increase the use of language-focused strategies, scaffolds, and supports in content and classroom instruction that match the students’ English language proficiency and promote oral language development and peer to peer interactions. 

SCIENCE

Outcomes  

● By spring 2026, simple, unadjusted science SOL pass rates will increase by at least 3 percentage points from 82% to 85%. In addition, the pass advance rate will increase by ten percentage points from 15% to 25%. 

Strategies   

Increase student access to high quality science instruction through sufficient time on the master schedule and use of centrally-developed curriculum.

Increase content and/or pedagogy knowledge in science for all teachers (advanced, general, ESOL, special education).
