The TargetingTemplates: insert method is used to create a new targeting template.
The HTTP request for this method is a POST request to a specific URL that includes the user's profile ID as a path parameter.
The request body requires an instance of a TargetingTemplate object.
The response body, if successful, will contain a newly created TargetingTemplate object.
This method requires the https://www.googleapis.com/auth/dfatrafficking
authorization scope.
