The words "study skills" pretty much answer the first question; they are skills used for studying.
Learning study skills just means learning the means to learn something, be it getting a good grade at your school, doing an excellent job at your work, saving the world, etc..
Imagine building a house.
You prepare various tools in order to complete it.
If you have just one excellent tool, you will never finish the house.
If you have a complete set of tools but of poor quality, the house won't look great.
If you have a complete set of excellent tools but don't know what kind of house to build, you can't even start using those tools.
A set of tools is study skills; you want to use them to complete your knowledge.
If you have one good skill but lack others, or have no idea what you want to do with it, it's a nice but useless tool.
Many English learners are confused at this point.
Is English a tool, a set of tools or a house to be completed??
In order to write a composition in English (=build a house), you obviously have to have a good knowlege of English (=a tool or tools).
In addition, you have to know the effective way to organize your thought, some rhetorical techniques to get reader's attention, and other "writing-a-good-essay" skills (don't forget the typing skill!).
Most importantly, you have to have an idea what you will write about (=a design of the house). And the idea must be really good.
As we know from this example, study skills are useful and neccesary in order to learn something, but can't do much by themselves without a major learning goal.
