The handicapped person independence support bill including the reform of the Welfare-of-handicapped-persons system was passed by a lot of agreements of the government party in the House of Representatives plenary session on the 15th, and it was sent to the House of Councilors.
As for the government party, the desire was shown to the approval at the early stage, and approval in the current Diet session became certain as long as the situation such as cutting at time by the influence of the discussion on the bill related to privatization of postal services did not occur though the opposition party such as the Democratic Party that worried about handicapped person's load increase had not destroyed an opposite posture.
Content to request individual payment of principle 10 percent from user while bill obligates public expense load to administrative divisions to secure necessary cost for welfare service as country. The principle 10 percent also of the present system promoted so that the individual payment may end cheaply when the handicapped person receives the medical treatment at public expense is a self-load rate. Enforcement is January next year excluding part.
The correction of the postponement from October this year to January next year etc. was done as for the bill at time when the individual payment when consulting a physician in the House of Representatives public welfare Labor Relations Commission was improved.
In the House of Councilors, the problem etc. when the couch case decreases the frequency of going to hospital regularly by a concrete content, the income security measures, and the self-load increase of the load reduction intended for the low income earner seem to become issues.

Diet member's constant is reduced more than the law that increases the load to the handicapped person is made or the number of people of civil servants is reduced, ahead that the budget in the country is made proper, and it thinks.
障害者福祉制度の改革を盛り込んだ障害者自立支援法案が、１５日の衆院本会議で、与党の賛成多数により可決され、参院へ送られた。
障害者の負担増を懸念する民主党など野党が反対の構えを崩していないが、与党は早期成立に意欲を見せており、郵政民営化関連法案の審議の影響による時間切れなどの事態が起きない限り、今国会での成立が確実となった。
法案は衆院厚生労働委員会で、受診時の自己負担を引き上げる時期を、今年１０月から来年１月へ延期するなどの修正が行われた。
参院では、低所得者を対象とした負担減免の具体的内容や、所得保障対策、自己負担増で精神障害者が通院回数を減らした場合の問題などが、争点となりそうだ。

障害者への負担を増やす法律を作るよりも、国会議員の定数を削減したり、公務員の人数を削減して、国の予算を適正にする方が先だと思います。
