Monday 24 December 2007-General Assembly $4.17 billion budget for 2008-2009総額$4.17 billion、賛成１４２カ国、反対１カ国。反対は米国のみ。The UN General Assembly on Saturday morning approved a two-year $4.17 billion dollar budget for the organization.
The Assembly worked through the night Friday to break a diplomatic deadlock that threatened to leave the Organization without a budget for the 2008-2009 biennium.
The vote was 142 in favor to 1 against-the United States.
The negative vote was due to a special fund of more than $6 million dollars in the budget for a follow-up to the 2001 World Conference against Racism.
The representative of the United States said the activities being done in preparation for the follow-up conference were duplicative.
米国は、予算案の中の$6.7 millionが、2001 World Conference against Racism のフォローアップに費やされるに反対で、予算案に反対票を投じた由。もっと有効な使い道があると米国国連大使は主張するのですが、本音は、2001 World Conference against Racism 自体が反イスラエルと言う点にあるのでしょう。この国際会議では、イスラエルに人種差別国家の烙印を押した由。
国連事務総長が国連総会に求めた予算案総額は、$4.2 billion だったらしいですが、ほぼ満額に近い額で決まりました。
米国に次ぐ２番目の高額拠出国日本としては、もっと積極的に日本国民にPR、説明してもよさそうに思うのですが、福田内閣は、小泉内閣ほど国連外交積極的ではないようです。福田首相は、これから中国を訪問する日程を抱えていますが、中国往訪のさいには、中国にも日本が国連に対して負担する拠出額と中国のそれとをわかりやすく、特に中国国民に対して補足説明をしてくるのが良いですね。
