Looking out for the rise of "protectionism" which keeps its own country industry by raising of a customs duty etc., a Japanese trade promotion mechanism (JETRO) strengthens information gathering in the overseas center and office which has 73 in the world. It analyzes mainly by the overseas Research and Planning Department or the Institute of Developing Economies, and it is said that it cooperates with the government and an offer for the foreign government is also performed positively.

　After the financial crisis of autumn, Russia pulled up the car and India pulled up the customs duty on a steel product last year. There is also a country which introduces or expands a licensing system and a license system about a specific import. The motion which supports publicly specific industries of its own country, such as the auto industry, also shows a spread to the U.S., Europe, and a newly emerging country.

　Protectionism may stagnate the flow of the monochrome in a world scale. In a private cabinet-members meeting of the World Trade Organization (WTO) opened on January 31 according to World Economic Forum (Davos Congress), criticism occurs one after another for the "バイアメリカン provision" which gives priority to and uses a their own country iron-manufacture steel product in the U.S. as business stimulating measures to have surfaced. The cabinet members of each country were in agreement by expansion of the structure which supervises a protectionism-measure.

　However, there is no country which carries out by declaring it as " "protectionism", and the case where another purpose is officially held up is seen." (JETRO management) For example, although the harbor which Indonesia hangs up "smuggling prevention" and can enter the customs was restricted, this leads to reduction of an import total amount. Purchase promotion of a its own country product also leads to the discriminatory treatment of an overseas product as a result.

　JETRO supposes "that it is necessary gaze from the planning process of a policy and to appeal to prevent before a policy is set forth."
