Roughly speaking, premium rate is higher for hazardous industries,

If employers don't want to pay higher Employees' accident compensation insurance premium rate, they have to take practical measures to protect employees.
Incidentally, not paying premium unfairly is illegal, and labor accident concealment is crime!
