(下記の文章は、去年、国連人権弁務官事務所に送った「嘆願書」の最後の部分です)There are official organizations involved in my case recent events which can contact. But do remember this, on your investigative mission, please don't leave the job of solving my problem to these two politicians who hold very important positions in the current ruling party. ① One is SI. 。。。。。。。 The Minister of Defense from 2007 to 2008.② The other is IO.. 。。。。。He was the Minister of Defense from 2012 to 2014. And another period from2017 to 2018. (何故か、その在任の期間中、私の故郷・花蓮には、何度もとんだ地震が発生した) Call attention to:The Minister of Defense is the person in charge of the affairs of the Self-Defense Forces. The Public Security Police continue to persecute me with the cooperation and using the Self-Defense Forces. One day, when I suffered some serious abuse and consulted to the police,The police told me, "Police wouldn't do something like that. That was the Self-Defense Forces did." During I's term as Minister of Defense (2007 to 2008), I was in the midst of a series of unfair dismissals.Whenever I boarded a JR train, it would immediately come to a halt and not move, or train service would be suspended. Every morning, as I headed to the station, the train would be suspended even before I entered the station, causing people heading to work to spill outside the station, and the number of passengers unable to board the train, then, increased more and more. Only because they want to deprive my right to work and prevented me from commuting, but all other third parties became victims as well. This terrible train service suspension was the reason why I decided to resign the trade company which at near the Ueno Station. Mr. O. is the cruel villain. From 2012 to 2014, he was the Minister of Defense. My son's "execution" in 2012, is more suspicious of the Defense than the police. The following year, and the year after that, my multiple lawsuits were all suppressed by people with national power. On that day the court was scheduled to hear my loss in a lawsuit to collect child support for my children's university fees, several Self-Defense Force helicopters appeared on the roof of my Tokyo apartment building, early in the morning, flying back and forth recklessly like fighter jets. Cause they just want to let me know:“Hey, you lost your case. You can't win. We won.”In fact, for several weeks prior, helicopters had frequently been circling over my roof, almost every day, sometimes flying very low with loud roar. When I inquired with the Ministry of Land, Infrastructure, Transport and Tourism(国土交通省), they told me that it was not police plane, but they are all Self-Defense Force plane. It seems that it is precisely because people are capable do cruelty that they can rise to such high political positions. Mr. Ono. will eventually become the Prime Minister of Japan, I think. After the Great Tohoku Earthquake on March 11, 2012, I wrote a deeply moving comment on my blog in response to comments made by the then-Governor of Tokyo.I wanted and need to help my eldest son with all my might, but I was repeatedly unfairly fired. One of the people, told me as "dismissed for disciplinary reasons" who was also come from Iwate Prefecture, same place as Ozawa, so, I felt some kind of indignation when I wrote my comment. One day in March, someone claiming from a government agency and calling from Miyagi Prefecture scolded me, saying, "What are you writing on your blog?" and threatened, saying, "I'll do something to you." This person is undoubtedly O..He is from an area that was severely affected by the disaster, and many of his relatives died. However, just because he is the Minister of Defense, isn't it the kind of thing a democratic country should do to boldly "execute" my eldest son?The National Police Agency Commissioner General may have been involved in instigating my eldest son's suicide, but without O.'s orders, I can't see any reason why he should be so easily protected by the "Act on the Protection of Specially Designated Secrets."The current ruling party leaders are all people who had become Minister of Defense, and I was horrified when they came to national power. In the end, their intention was to use an ambulance again, in the same way as with my eldest son, to do something to me. Mizuho Bank Mizuho Bank issued false transaction statements in connection with my lawsuitseeking the collection of child-support payments. During the trial period, a senior executive at Mizuho Bank approached me. Every time we met, he always said after our date, “I’m going to Minami-Senju.” (南千住). It was subsequently revealed that the residence of the Commissioner General of the National Police Agency is located in Minami-Senju.(I found out that afterwards.) That executive also told to me:"It breaks my heart to see the wife of my colleague of Mizuho Bank. She wept bitterly after her husband committed suicide."As for why that colleague took his own life—wasn't it because he refused to yield to pressure from the police? On the contrary, I suspect that the Mizuho Bank Group executive—General Manager Kawai—issued a fraudulent transaction certificate to aid the group involved in that oppression.I wondered that the oppression against me affected many other people, some of whom may have been driven to suicide or werekilled. It has been reported that, following the death of my eldest son, a large number of police officers in Saitama Prefecture resigned in succession.I was shocked to learn that so many people had become victims in connection with the persecution of me and my sons. I could not understand why such a frightening situation existed. April–June 2007 – English school near Omiya Station, Saitama PrefectureI was hired as a manager and English teacher at an English school near Omiya Station in Saitama Prefecture. Also I was hired as a full-time employee. One day, a man claiming to be a salesman from Okinawa appeared at the school.A few days later, the company president came to the school and asked the academic director whether money had been transferred to his account. After />At that time, I had been introduced to the school through Hello Work. The school paid me the appropriate severance pay. July–August 2007 – Sumida Ward, TokyoI was hired by a company engaged in trade with Taiwan. The president had filed for bankruptcy, so the company was operating under another person's name. The accountant told me that the company had repeatedly been unable to pay salaries.Because I had already been unfairly dismissed from employment many times, I decided to learn as much as possible about the business and eventually establish my own trading company.Around this time, whenever I took the train to work, there were frequent delays and service suspensions.Whenever a train problem occurred, a particular man would come to my company. He appeared to be having a business meeting with the company president in the reception room.He then purchased a large amount of expensive cut glass (切子), which nobody appeared willing to buy because it was so expensive. One day, I changed trains at Akihabara Station. When I got off the train, someone pushed me forcefully, throwing me a considerable distance and causing serious injuries.I tried to report the incident at the local police station.Although there was a photo studio available where photographs of my injuries could have been taken, the police officer told me that his superiors had instructed him to photograph my injuries using his personal mobile phone. The police superiors also said that they would not inspect the security-camera footage inside Akihabara Station. One day, the man mentioned above came to our company and handed an attaché case to our president.Afterward, even though the company had an accounting department, the president said that he would go to the bank alone. The case appeared to be full of money. It seemed unusual that the accounting department would not handle such a transaction. To me, the scene looked like something from a television drama in which a large amount of cash is handed over as a bribe. The following day, a man who appeared to be Okinawan came to our company, sat at another desk in the office, answered the telephone, and spoke fluent English. At the same time, the computer on my desk disappeared. That day, the president told me:“You don't need to come to our company anymore.” September–October 2007 – Ikebukuro, TokyoI worked at a trading company that imported food from mainland China. At first, nothing seemed unusual, and I often spoke with the president's sister. One day, I was asked to rent a conference room in an office building and interpret at a meeting.I attended the meeting, but I did not know anyone there.Suddenly, a man told me:“Your interpretation was wrong.”I majored in Japanese at university in Taiwan. Before coming to Japan, I worked for a very large Japanese company.I then married a Japanese man and came to Japan.By that time, I had already lived in Japan for more than 20 years.Having worked and lived in an environment immersed in Japanese for more than two decades, I found it extremely unlikely that my interpretation was incorrect.A few days later, the president called me to the same conference room.He looked at his watch and said:“You were dismissed at this time, at ___ hours and ___ minutes, today.”His wording sounded to me almost like the announcement of the exact time at which a criminal suspect had been arrested. January–February 2008 – Company near Ueno Station, TokyoI worked for a company near Ueno Station that traded food and other goods with Taiwan and Hong Kong. After I started working there, the situation involving train delays and service suspensions became even more serious.Trains sometimes failed to stop at station platforms and suddenly suspended service between stations, making it impossible to transfer to another line.It seemed as though, by some strange coincidence, the trains would finally resume operation after my working hours had ended.I still have a record of a letter of protest that I wrote and sent to JR East in 2008.I eventually told the company that I would resign. After experiencing repeated unfair dismissals, I became extremely mentally exhausted.I believe that many people would have considered suicide under the same prolonged circumstances and pressure. Right to a Fair Trial (Article 14) / Alleged Judicial Misconduct「公正な裁判を受ける権利」 (国際人権規約(ICCPR)第14条) At the end of that year, after my eldest son died, I returned to my hometown in Taiwan for a short period from Tokyo.Unexpectedly, the police quickly informed my husband, who lived in Okinawa, that I had already left Japan on December 26.My husband then filed for divorce in court on December 28, immediately before the beginning of the year-end and New Year court holiday.Under Japanese law, a divorce cannot ordinarily be filed immediately without first completing the required mediation process.Mediation must normally take place before a divorce lawsuit can proceed. In other words, I believe that my husband skipped a required step.I had wanted to divorce in 2004, but the mediation failed. At the same time, I had obtained a legal determination concerning the university expenses of my children without divorcing my husband, and I subsequently moved to Tokyo with my sons. Therefore, I had documentation showing that the mediation had failed, which meant that I could proceed to a divorce lawsuit. My husband did not have the same documentation. My eldest son had just died, and I had no time to think about filing for divorce immediately. If my husband wanted a divorce, I could have filed for divorce in Saitama Prefecture rather than having to return to Okinawa. However, after this tragedy, when I began to suspect that my eldest son's death was not a normal suicide, I came to understand why I believed the police had hurried to encourage my husband to file for divorce. I believe that they were attempting to prevent the discovery of suspicious circumstances surrounding my eldest son's death by dividing my attention and creating additional difficulties through multiple legal proceedings between my husband and me. I also believe that the police contacted various law firms and attempted to prevent lawyers from accepting my cases.Returning to the matter mentioned above, I filed for divorce at Saitama Family Court in 2013 using the documentation showing that mediation had failed. The Saitama court had already scheduled a hearing for February of that year.Suddenly, without my consent, my case was transferred to Naha Family Court in Okinawa, even though the hearing date had already been scheduled in Saitama. This forced me to travel repeatedly to Okinawa by airplane, creating severe financial and emotional hardship. In addition to the divorce proceedings, there was a simultaneous lawsuit seeking payment of university expenses for my children. The most serious problem was that the same court clerk was repeatedly assigned to my case at Naha Family Court. The clerk tampered with evidence and concealed or withheld important evidence that was favorable to me, making it impossible for me to defend my rights properly. As a result, although approximately seven million yen in university expenses remained unpaid, the judgment reduced my claim to only 30,000 yen. This was a serious miscarriage of justice.

Regarding the divorce, my former husband was not required to divide his assets with me, nor was he required to provide mewith alimony or other financial support. While these proceedings were taking place, I came to believe that the police had gained improper influence over the courts through the orders or influence of powerful political figures. I believe that the proceedings had become unlawful and fundamentally unfair, and that individuals within the legal profession had engaged in serious misconduct. During the proceedings, I was extremely confused and distressed. That lawyers in Okinawa and Saitama were contacted and discouraged from accepting my case. I contacted more than 20 law firms seeking legal representation, but not a single one agreed to represent me. Finally, a lawyer in Tokyo agreed to meet with me.(須田啓介弁護士/池袋在)(防衛省航空自衛隊で12年間勤務)I went to his office. After our meeting, a young lawyer from the firm followed me outside and told to me “It would be better if you do it yourself. The personal lawsuits.” At the time, I could not understand what he meant because, under normal circumstances, there would be no reason for me not to trust a lawyer. However, I understood that I had been betrayed by this lawyer. I reported the matter to the Tokyo Bar Association. After that, I pursued the matter through my own proceedings and eventually brought it before the Supreme Court. Because the Supreme Court is located in Tokyo, I was finally able to examine the court documents more easily, and I went there personally. I discovered that the transcripts of the court recordings had been substantially altered. I complained to a clerk at the Supreme Court about this. 翌日、私の訴訟は直ちに最高裁に却下された。The following day, my lawsuit was /> The following day, my lawsuit was /> I therefore filed a disciplinary complaint against the judge. However, I believe that the disciplinary complaint was completely ineffective. By that time, I had come to believe that Japan's judicial system was no longer functioning properly and that I had no effective domestic remedy available to me.

Two published books I have written:1. ISBN: 978-4-86641-088-3 「息子よ さようなら」This book provides a glimpse into Okinawan society. 2. ISBN: 978-4-86584-371-2 「極秘指令」From Chapter 3, the reader can see what I believe triggered the oppression against me.The end of Chapter 1 and all of Chapter 2describe how I believe the Okinawa Prefectural Police engaged in political complicityand exercised improper influence over the courts in Naha. They completely undermined my cases, including both my lawsuits seeking the collection of child-supportand university expensesand my divorce proceedings. This mystery novel records what I believe were fraudulent court proceedings.I believe that a court clerk failed to submit important evidencethat I had provided and engaged in evidence tampering. I believe the clerk acted improperly and unlawfully in favor of the opposing party. Amid the chaotic circumstances surrounding these trials,my eldest son became a victim.I believe he was made to bear responsibility for a crime committed by the policeand was ultimately assisted in committing suicide by the police. What happened? The origins and triggers of the oppression. One day in May 2004, I was driving my car while following the traffic signs. Nevertheless, the police issued me a traffic violation ticket in Naha, Okinawa, Japan.I was familiar with the traffic signs, so I returned the following day to check the sign in question.I became convinced that the police had made a mistake.Because I believed that the police could not lawfully penalize a citizen without a proper basis,I notified the police of the problem. The police officer responsible for the traffic sign came to the scene with me.The head of the traffic department also expressed his gratitude to me.However, this was the beginning of what became a long tragedyfor me.After that, whenever a police car encountered my car, the officers followed me with their sirens on, frightening me.My second son's cram school was near the Okinawa Prefectural Police Headquarters.Every evening, I parked my car on the side of the roadwhile waiting to deliver a bento box to my son. However, police cars repeatedly came toward me in the opposite lane at extremely high speed, with their sirens blaring, sometimes appearing to come close to hitting my car head-on.The police apparently learned that I was waiting for my son there every day.My second son subsequently became a victim as well.On his way from school to his cram school, someone struck my second son, and he appeared in front of me covered in blood.I believe this was retaliation by the police. In my view, it was highly unusual for someone to hit a young boy wearing a high-school uniform and simply flee the scene.I believe that professional police drivers have the skills to cause an accident and the means to provide explanations that could allow them to avoid responsibility. When I saw my son covered in blood, I was devastated. I immediately went to the police headquarters to complain.I told the police:“I pointed out the police's mistake out of kindness, but I am busy preparing my son for his university entrance examinations. I have neither the time nor the intention to pursue the police's wrongdoing.I simply want you to stop these violent acts.”The young police officer on duty told me:“The Chief of the Criminal Affairs Department said that he will do something about this problem.”However, the Japanese pronunciations of “刑事” and “警備” are very similar. At that time, I had never thought about the “警備部,” which means the Public Security Bureau. I did not know that such a department existed. Therefore, I assumed that the officer had said “刑事部,” the Criminal Affairs Department. I never imagined that the Public Security Bureau would become involved in my life and thatwhat I experienced as oppression would continue from that time until the present. Unfortunately, three significant events occurred in 2004.In addition to the traffic incident described above, there was a divorce mediation and a dispute with AEON Credit Service.Dispute with AEON Credit ServiceWhen I sought a divorce in 2004, I had to settle financial matters with my husband.I checked my bank account, which was also used for payments to AEON.However, I discovered that AEON Credit Service had withdrawn all the money from my account, reducing the balance to zero. This occurred while I was living in the United States for three years.Furthermore, AEON demanded that I pay the remaining “shortfall” amount. In my view, the way they acted was similar to the conduct of a criminal organization.Despite repeatedly requesting my credit-card statements,I could not obtain them. I was also blacklisted by credit institutions. The Second Investigative Division (捜査二課) of Naha Police Station, which investigates fraud cases, received my complaint concerning the damage I had suffered and called me in for questioning. This consultation happened to coincide with the same period as the traffic-sign incident. When I went to the police station, a police officer refused to allow me to enter the room of the Second Investigative Division.I suspected that this might have been because the police officers responsible for the traffic violation had already been criticized or disciplined, and I also suspected that the police may have had an improper relationship with AEON.I was dissatisfied and said:“I will go to court. I will file a summary lawsuit.”However, the same police officer followed me into the courthouse. While I was speaking with the court clerk, he gestured behind my back, repeatedly indicating “No, no,” apparently attempting to prevent me from filing the lawsuit.Although I had paid insurance premiums associated with my credit card, AEON did not use the insurance company to handle my claim. Instead, AEON used numerous lawyers to transfer the summary proceedings to the district court.I believe there were unexplained and suspicious circumstances surrounding AEON's conduct.Incidents, oppression, and alleged political connectionsUnlike ordinary employment in Japan, political office is temporary. In my view, Japanese politicians may use their political positions to obtain influence, status, and financial benefits through various political activities. One politician is Mr. Ichiro Ozawa (小沢一郎), whom I believe has extensive connections in the legal and political world and who, in my view, has avoided arrest despite repeated public calls for investigation. In 2005, my separation agreement with my husband was approved by the Naha Family Court, and I was granted four years of university expenses for my two sons. However, when I moved to Tokyo with my sons, I suddenly found myself surrounded by a heavy police presenceand subjected to what appeared to be constant surveillance. At that time, someone approached me and mentioned the name “Ichiro Ozawa” to me as a warning. He told me:“You're on the blacklist.”He then said:“Being blacklisted lasts for your entire lifetime.”Then he walked away.I was simply an ordinary mother trying my best to support my eldest son, who had refused to attend school but eventually entered university. I intended to support him with all my heart until he graduated.I thought that being “blacklisted” had nothing to do with me.However, from that time onward, I believe that I was continuously targeted by the Okinawa Public Security Police through fabricated allegations and persecution, even after I moved to different prefectures, including Tokyo, Saitama, and Shizuoka.Basis for my belief that Mr. Ichiro Ozawa was involved Japanese politicians, particularly Prime Ministers, are closely connected to the difficult political issues surrounding the U.S. military bases in Okinawa and often accommodate demands originating from Okinawa.Mr. Ozawa has considerable political connections in Okinawa and, because of his political background, I believe he has played an important role as a bridge between Okinawa Prefecture and the national government. The AEON credit-card company against which I brought my complaint is part of the AEON Group.Mr. Katsuya Okada (岡田克也) is the second son of the founder of the AEON Group, and his elder brother is the president of AEON.At the time my eldest son died, Mr. Katsuya Okada held a very important political position in Japan.(岡田克也は、当時野田政権の副総理である。)I believe that because of his political position, he had considerable influence over national institutions.I appealed against AEON in 2004, when Mr. Okada did not yet hold the same level of political power. He was a politician in the Democratic Party (民主党).I believe that he subsequently participated in retaliation against me through political connectionsinvolving Mr. Ozawa.I also believe that Mr. Ozawa's experience as a Cabinet Minister and Chairman of the National Public Safety Commission gave him knowledge of the Japanese police and its public-security structure.Because of his political connections in Okinawa, I believe that he had the ability to influence the environment in which I was persecuted. In my view, this created an extremely dangerous situation in which the Public Security Police could use alleged concerns about national security as a pretext for actions against me. Politicians seek the support of Okinawan voters in order to strengthen their political positions. However, I question whether the conduct of individuals should be excused simply because they are acting within a particular political or regional environment.I also question whether police officers should be permitted to act according to local customs or personal loyalties rather than according to the law.
