I've noticed that it's been a while since we last discussed perks for shops in the USS. Here I am to revive the discussion.

Here is a recap of what has been discussed and potentially even agreed upon:

• To begin with, the OP already reads, “The USS offers shop assistance in endorsement, order completion, marketing/promotion, and representation.” The next few bullet points are dedicated to reviewing each of those supposed perks for shops.
  
• For endorsement, that likely currently refers to the fact that shops are included in an official list that is regularly maintained by USS leadership. We have discussed expanding what “endorsement by the USS” would mean, but more on that later.
  
• We will keep the inter-shop order completion system, even if it goes underused.
  
• As for marketing/promotion, we've discussed creating some sort of directory. Out of all of these, this received the most discussion about (and I feel might have to go into our first vote under new leadership.) Currently, there is my suggestion of creating some sort of seal for the best of our shops to receive, whereas MClovers proposed a more friendlier model in which someone ranks each shop's services and we use that info to create a (possibly continuously-changing) directory. andyman11 indicated strong disapproval of these ideas. Interestingly, RSriram2010 indicated that their shop might begin working on a Shop Directory sometime soon, according to a since-withdrawn shop subsidiary application . Another thing to consider is the fact that it is one of the Secretary's duties to oversee advertising . While I'm not sure how advertising would work, it would be interesting to hear p-p-p-p-p-p-p-p-p-p-'s opinion on this (since a shop directory might constitute as advertising.) It's also at least partially agreed upon that expanding the use of our member list into some sort of shop directory can be something we can explore as a federation ( link to the post itself / MClover's approval .) Although I already know this bullet point has gotten lengthy, we may have settled on creating some sort of shop directory divided into categories without any ranking. This suggestion was some sort of settlement with andyman11 .
  
• It seems to have been unanimously decided that somehow the following phrase could be incorporated into the OP or any texts that explains the benefits of having a shop join the USS: “By becoming a member of our federation, we can guarantee that your opinions and feedback are heard.”
  
• The USS also provides consultation and advice for shop owners.
  
• Moving onward out of what has been explicitly outlined in the OP, MClovers suggested that we start a (perhaps weekly) newsletter. Within that newsletter could be a summary of what has happened in the USS for the last week (or month, or whatever interval we do this in), recent shop additions, and perhaps even a promotion for another shop's services. At its current standing , it seems this newsletter would be sent out to each shop's topic if they opted into receiving this newsletter.
  
• The suggestion of bumping topics for shops themselves was brought up by YeahImaHunter, but we seem to agree that is a bit of overreach on the USS's part. Instead, the newsletter (if the shop opts into it) can serve as a weekly bump at most. Anything beyond that is each shop's responsibility.
  
• We can encourage shops to follow the #SimplifyShops campaign by Ihatr.
  

(The last post regarding this discussion was on February 23.)

During these discussions, it has also been brought up that we can likely withdraw any mentions that the USS is partially open or “under construction” at this moment. We seem to have things sorted out, excluding the current delay with adding shops to the members list.

Also, p-p-p-p-p-p-p-p-p-p-, may you please consider doing an activity check sometime soon? I'd like to try to keep this as close to the beginning of each month as possible (as we agreed upon previously.) It may not help that the members list isn't complete, so here's a list of “ghost/missing shops” that are part of the federation but not included in the official list.

78ch3's current inability to frequently update the OP and certain posts may bear some sort of obstacle to getting these things done, but I believe we can still work on agreeing upon these suggestions and consolidating them once 78ch3 is able to do so again.

Edit: If it wasn't clear, I'm asking everyone…
Do you agree with these suggestions? Do you suggest any changes?
Also, perhaps less importantly…
Should the suggestions for the fourth bullet point go into a vote at some point?
We'll probably be able to answer that later depending on reception on the current suggestions.

I might also make some sort of easier representation of the three suggestions in bullet four at some point, but not right now.

They have only 1 thing in common, the shop name, and simplifying it may not help.

• Changing the current message in the OP. We can possibly reword it to: “The USS offers its shops order completion services, inclusion in an upcoming shop directory, and consultation/support services for organizing shops. Shops are also given equal representation in our federation, and may opt to receive a regular newsletter.”
  
• Encouraging the use of #SimplifyShops. We can probably squeeze in some quick text suggesting shops should simplify the ordering process for their customers. It can go somewhere in the OP, the newsboard, or the USS guidelines: "The USS encourages our member shops to adopt the #SimplifyShops message: to avoid using complicated forms and terms." We have also received official approval from Ihatr himself to use his project in this manner. What if we make a banner for it so that it pops out more in wherever we put it? Or a banner for shops to put in a post to show that they support its message? (Just at the end of their OP or something if they chose to.)
  
• Our newsletter. All seems to be good concerning the newsletter; we just need to work on the specifics of it. I'm thinking MClovers can be in charge of creating and posting the newsletters since they were the one who proposed it, though anyone can volunteer to help! Personally, I support sharing the newsletter on either a weekly or monthly basis. Of course, our agreement still stands: shops have to opt-in to the newsletter, so maybe we can get started with that process (and slide it into our shop joining application.)
  
• Our directory. We seem to have worked out that we would like to create a shop directory (or a “menu” of sorts) in which we will list our shops in categories based on what they specialize in. This directory is primarily focused towards customers looking for help on choosing which shops to order from. We will NOT be incorporating seals of approval or grading in this directory. Since it's one of the Secretary's duties to oversee advertising, I'm thinking we can delegate this to p-p-p-p-p-p-p-p-p-p- , though as with anything else, others can always help!
  
• We also approved of a series of obvious or easy policies to adapt. Things like continuing to use ISOC and not bumping topics for shop owners themselves (outside of the weekly/monthly newsletter) don't need further explanation.

• We are still experiencing a backlog on having new shops added to the OP, but hopefully that will be sorted out soon.
  
• We recommend that the disclaimer saying that the USS isn't fully re-opened yet should be removed from our OP.
  
• With it being shortly past the start of a new month, we should run an activity check, although the missing shop delay might affect this process.

• Regular banner for the top of the OP.
  
• Banner that says something along the lines of “proud member of the USS” for shops to put in their posts (ideally a small, less-invasive banner.)
  
• Seal that shares an identical design of item one in this list.
