Open Enrollment 

Open Enrollment is now closed. 
There will be an Open Enrollment correction window on November 19 and 20, 2025.

UConnect will be available for open enrollment changes beginning at 8:30 a.m. on November 19 and closing at 4:30 pm on November 20.  Log into  UConnect to make changes to your medical and dental coverage, add/remove eligible dependents, or enroll in a flexible spending account (FSA) for 2026. As a reminder, UConnect is only available to users who are connected to the FCPS network or through VPN. For extra help using UConnect during open enrollment, you may refer to the  UConnect Quick Start Guide for step-by-step instructions. 

Open enrollment changes and elections must be submitted through UConnect by 4:30 p.m. on November 20.

What’s New for 2026?
  1. OBS is also excited to announce that effective January 1, 2026, FCPS will offer a new medical plan, BlueChoice Advantage, through  CareFirst BlueCross BlueShield (BCBS) . This plan gives you more flexibility to see a wider range of doctors, including those outside of the network. If you enroll in the CareFirst plan, please note that your pharmacy coverage will continue to be provided through CVS Caremark. The new CareFirst medical plan will replace the Cigna medical plan. Please note - Current Cigna enrollees will rollover to the new CareFirst plan. No action is required for current Cigna members who wish to keep the exact same coverage type with CareFirst (i.e. Individual, Employee +1 Dependent, or Family coverage ) for plan year 2026

    Kaiser Permanente  will continue to be available as an HMO option, so you may keep your current coverage, if you prefer.

    *CareFirst phone lines will be Monday through Friday, 9 a.m. - 5:30 p.m. during Open Enrollment (except holidays). Beginning January 2, 2026, the CareFirst member services team will be available 24/7 (except holidays).

  2. The FCPS 403(b) and 457(b) Supplemental Retirement Plans will offer Roth (after-tax) contributions.  See Roth Contributions for more information.

Final Reminders
  • No action is required for  current  Cigna members who wish to keep the exact same coverage type for plan year 2026. Cigna enrollees will automatically roll over to the new CareFirst plan.
  • FSA:  You must  re/enroll in flexible spending account (FSA) benefits for the upcoming year through  UConnect if you wish to participate in 2026 .
  • Employee Spouse Discount:  Employees and their spouses who both work for FCPS in benefits-eligible positions may qualify for a premium discount. If you are eligible for this discount, please complete and submit the FCPS Two Employee Spouse Discount form (HR-134) during the Open Enrollment period.
  • Confirm Your Enrollment for 2026:  To confirm your enrollment for your 2026 benefits, visit the UConnect website, click on “Benefits”, then “Current Benefits”.  Be sure to print or email yourself a copy of your elections to keep for your records .
  • Don't forget to make sure your beneficiaries are up to date!  You may have different beneficiaries designated for your retirement plans or life insurance. If you are unsure, check your most recent pay stub to view your enrollments. Detailed instructions for updating your beneficiaries can be found on the  Updating Your Beneficiaries webpage .
