Open Enrollment is now closed. 

Open Enrollment for 2026 benefit elections will take place from October 29 through November 19. As a reminder, if no changes are being made to your elections, no action is required during open enrollment.

Benefit Announcements for 2026:

No vendor changes are occurring to the medical plans offered to Medicare eligible retirees.  The Aetna Medicare Advantage and Kaiser Permanente Medicare Advantage plans will continue to be offered in 2026.

Additionally, no changes are occurring to the CVS/SilverScript plan, Kaiser Permanente plan and Aetna Dental plans for 2026.

Changes for eligible retirees and their covered dependents who are not enrolled in Medicare:

OBS is excited to announce that effective January 1, 2026, FCPS will offer a new medical plan for retirees under age 65, BlueChoice Advantage, through  CareFirst BlueCross BlueShield (BCBS) . This plan gives you more flexibility to see a wider range of doctors, including those outside of the network. If you enroll in the CareFirst plan, please note that CVS Caremark will continue to be your pharmacy provider. The new CareFirst medical plan will replace the Cigna medical plan.

*CareFirst phone lines will be Monday through Friday, 9 a.m. - 5:30 p.m. during Open Enrollment. Beginning January 2, 2026, the CareFirst member services team will be available 24/7.

Making Changes to Your 2026 Benefits
If you would like to make changes to your plan or covered dependents, you will need to complete the  Retiree Medical and Dental Enrollment/Change Form (HR-461) , and return it to the Office of Benefit Services. Also, view the  Dependent Eligibility Chart  to see the list of required documents to request coverage for a spouse/dependent who is not currently enrolled. We will accept your HR-461 form and dependent documentation through Wednesday, November 19, 2025. As a reminder, if no changes are being made to your elections, no action is required during open enrollment.
