The documentation describes how to retrieve a single billing profile by its ID using an HTTP GET request.
The request requires a user profile ID and a billing profile ID as path parameters.
The request body must be empty, and a successful response contains a BillingProfile
instance.
This operation requires the https://www.googleapis.com/auth/dfatrafficking
authorization scope.
Gets one billing profile by ID.
