イスラム国による日本人人質殺害は世界中の怒りをかった。国単位では警察があって、誘拐と身代金要求、その結果の殺人は厳罰に処せられるが、この犯人は幾人も殺害してのうのうと生き延びている。他にも北朝鮮は日本人を誘拐してそのまま返さないのに罰せられない。こうしたことがあると、国際警察が必要だと感じる。

直ぐに考えられるのは国連軍だが、強力な軍事力を持つ国際軍を組織するというのは夢物語だろうか。しかしそうなると日本も自衛隊を派遣しなければならなくなるが、憲法に違反するという反対がでるだろう。またイスラム国壊滅のためのシリアでの軍事行動や北朝鮮への圧力には国連で拒否権を使って反対する国があるかも知れない。こうなると日本では憲法改正、国連では組織の改革が必要になるが、どちらもそうした動きはこれまでもあるが、まとまったためしはない。

The murder of Japanese hostages by Islamic State sparked the outrage throughout the world. On a national base the police will punish criminals who commit kidnapping, ransam requirement and murder. But this criminal is not punished yet. Another international crime was commited by North Korea. It kidnapped Japanese and still retain most of them. Given these crimes committed across national borders, we have to consider organizing an international police.

What comes to my mind immidiately is United Nations army. Does it sound a dream to establish a powerful UN military force? In that case Japan has to dispatch self-defence force. But this is very controversial, because it violates the constitution. As for sending UN army to Sylia to fight Islamic State and posing military pressure on North Korea, those proposals may be rejected by veto at UN security council.
