芝生化奮闘記

　住んでいる街ではない市の教育委員会のことです。

 　市議会議員の働きかけで1つの小学校の中庭を芝生化することに漕ぎ着けた。

　去年の6月に市の予算ではなく保護者の負担で苗を植えて、その後維持管理に掛かった。

　先ず必要なのは肥料ですが費用不足でほとんど施肥はしていない。結果は当然ですが芝生は元気が無い。

　次は水遣り。去年は記録的な猛暑で最低毎日30分ほどの水遣りが必要だけどやろうとしたら、地元教育委員会から「水道料金が上がるから学校の水道を使うな」だって。

　対策として、学校周辺のお年寄り住民たちが近くの池から水を汲んでみて芝生にかかる有様。

　そんな屁理屈で暴言に近いことを言われて、「はいはい」と引き下がる議員。悪いけど住民のために働く義務のある議員の給料をもらう資格はない。すぐにでも辞任しろ。

　教育委員会に対しては「学校で職員がお茶を飲むときの水、校庭の周辺にある植樹にかける水、学校で子供が手洗いやトイレの時に使う水、プールに入れる水、全て水道料金が上がるから自分で水を汲んで来い」と言うでしょうか。

　当然そう要求しないだろう。だったら、なぜここまで芝生に必要な予算を確保したがらないでしょう。

　どこでもいいから教育委員会の職員がこれを読んだら分かりやすく説明して下さいよ。

　俺みたいな頭が悪い人間に理解出来ない。

 This concerns the Education Board at a city not the one where I live.

 Thanks to the efforts of a local city councillor, the courtyard of a local primary school was to be converted to grass.

 With no help from the city, the parents bought seedlings and planted them last June, then got on with the task of maintaining the grass.

 First is fertilizer. Due to a lack of funds and lack of research, they used almost no fertilizer, with the inevitable result that the grass is very weak.

 Next is water. As you will recall, temperatures last year hit record highs, meaning that the grass needed to be watered at least 30 minutes a day, every day but when the parents turned on the hoses, the Education Board told them to stop because "the water bill will be too high". 

 Faced with this, the elderly residents living near the school brought water from a nearby lake and used that to water the grass.

 To the councillor who, on hearing this utter bullshit from the Education Board, staged no protest but merely acceded to the ridiculous demand, I say "You have no right to receive the salary of a councillor, whose role is to work on behalf of local residents You should resign immediately".

 To the Education Board I say "Do you demand that students and staff at this school bring their own water to make cups of tea, to water the trees and flowers planted in the schoolyard, to wash their hands, to flush the toilet, to put water in the pool?"

 Of course you don't. So why then are you so reluctant to provide water for the grass?
