The National Personnel Authority decided the policy of introducing a new legislation degree in which it obligated the restoration of cost of going abroad to study of the problem that the number of young man career bureaucrats who retired early after study abroad has increased.

The National Personnel Authority makes the union rule "Tuition is returned when retiring within five years after it returns home" in May, and is making 125 people who go to study abroad this year submit the written confirmation before it leaves. Still, the cost restoration decided to be enshrined into law because there was a point with "Measures are insufficient".
The National Personnel Authority sets up the project team, and is advancing the research of the judicial precedent of the trial that the private company requested the restoration of cost of going abroad to study from the employee etc.It examines it as a standard of "Early retirement" centering on "It is within in five years after it returns home".
