The seventh-round quarterback lost his entire rookie season to a torn ACL and then fractured three ribs in his preseason debut. His summer audition lasted all of 14 passes. Yet that was enough for Rourke to beat the odds — andAdrian Martinez— for a place onSan Francisco's initial 53-man roster.

Talk about making every opportunity count.
By releasing Martinez, the 49ers cleared the way for Rourke to become the unlikely third quarterback behindBrock PurdyandMac Jones. Keeping him is more than a feel-good reward for perseverance. It is an investment in a young quarterback the 49ers apparently believe was too valuable to expose to waivers— and one who could eventually replace Jones as Purdy's primary backup.

Rourke's inclusion also illustrates how complicated constructing this roster has become. The 49ers must account for who can help them against the Rams in Australia, who might become available later and which players must initially occupy a place on the 53 before being moved to injured reserve. In some cases, making the roster Sunday could merely be the first step in a transaction completed a day or two later.

Running backIsaac Guerendocan remain on the Physically Unable to Perform list, allowing the 49ers to retain his rights without counting him against the initial 53. Under the new return timetable, Guerendo can resume practicing in Week 3 and become eligible to play in Week 5. That creates an immediate roster opening, but it also leaves the 49ers temporarily thinner behindChristian McCaffrey.
At wide receiver,Ricky Pearsallis expected to remain on season-ending injured reserve, whileChristian Kirkcould receive a designation to return. Kirk would have to miss at least four games, but the designation would preserve a path back to the active roster. Those distinctions are important: One player is being removed from the season-long equation, while the other remains part of the plan once healthy.
That is why Sunday's roster should be viewed as an opening draft rather than a finished product. Players could make the initial 53 only to move to injured reserve. Others could be released and potentially brought back after those moves create space. Waiver claims, trades and veteran additions could prompt even more changes.
The 49ers are selecting 53 players — but they are also manipulating the calendar, protecting future options and trying to assemble a team capable of surviving the present. With the Rams and a historic opener in Australia approaching, their roster remains a living, breathing document.

Rourke's improbable survival is also a fitting headline for a roster that will require almost as much maneuvering as evaluating.
The 49ers are not simply picking their best 53 players. They are manipulating the calendar, navigating the PUP and injured reserve rules and protecting players who might not be able to help them immediately but remain part of their longer-term plans. Some players could make the roster Sunday only to be moved to injured reserve a day later. Others could be released, pass through waivers and return once those moves create openings.
That means the final 53 will not really be final.
Not Sunday. Maybe not Monday. And almost certainly not by the time the 49ers board their flight to Australia.

Projected 49ers 53-man roster
Quarterbacks (3)
Brock Purdy, Mac Jones, Kurtis Rourke
Didn't make the cut: Adrian Martinez
Purdy is firmly established as the starter, with Jones providing an experienced and dependable backup. Rourke is worth developing as the third quarterback rather than risking losing him on waivers. Keeping three also gives the 49ers additional insurance at the game's most important position.

With Guerendo beginning the season on PUP, Black and James make the team as the primary options behind McCaffrey. Juszczyk retains his unique role as a fullback and multipurpose offensive piece. The concern is the lack of proven depth behind McCaffrey, butBlack and James give the 49ers younger, less expensive alternatives.
Evans and Samuel give the 49ers two proven, physical playmakers at the top of the position. Robinson supplies another experienced option, while Stribling, Cowing and Watkins offer developmental upside and a variety of complementary skills. Kirk's expected return should eventually make the group deeper and more versatile.

Kittle remains the centerpiece of the position and one of the offense's most important players. The question now is, will he be ready to go by the season opener against the Rams? Tonges offers familiarity and versatility, while Farrell's blocking gives the 49ers a complement to their All-Pro starter. Keeping three makes sense given Juszczyk's ability to line up in multiple roles.
The 49ers go heavy on the offensive line, which makes sense given Williams' age and the importance of protecting Purdy. The starting group contains experience, but several reserve roles remain unsettled, making versatility especially valuable. Nugent gives the club a developmental option behind Brendel, while Willis, Pleasants, Cruz and Lowe provide depth across the line.
Bosa remains the unquestioned centerpiece, but the 49ers have assembled considerable size and youth around him. Odighizuwa and White bring proven ability, while Collins and West give the interior significant upside.Mykel Williams' absence temporarily weakens the edge rotation, making Height and Okuayinonu particularly important early in the season.
Warner and Greenlaw form the foundation of what could again be one of the NFL's strongest linebacker units. Dugger adds another athletic option, while Wallow supplies experience and special teams value. Bethune and Martin earn spots as younger players who can continue developing while contributing on special teams.
Lenoir, Green and Stout give the 49ers a young foundation, while Jones and Hobbs bring experience and positional flexibility. Prysock's shoulder injury creates the logical mechanism for getting the roster to 53 without exposing a promising young cornerback to waivers. The immediate concern is outside depth, but the group could receive an early-season boost if Prysock recovers as hoped.
Brown, Sigle and Mustapha give the 49ers three young safeties capable of playing significant defensive snaps. Neal supplies veteran experience and substantial special teams value, which gives him the advantage over Davis and the younger contenders. Mustapha's health remains important, but the group offers an appealing combination of physicality, range and developmental upside.
The 49ers opt for an experienced group of specialists. Piñeiro brings an established record of accuracy, Waitman supplies NFL punting experience and Weeks offers long-term dependability as a snapper. There might not be much developmental upside, but San Francisco is prioritizing stability and reliability in an area where mistakes can quickly decide games.
