To better support our home instruction families, Fairfax County Public Schools (FCPS) is launching a new Online Home Instruction Notice of Intent. This online system is the most efficient way to submit required documents and notify FCPS of your intent to home instruct your child(ren).

Who can use the Online Notice of Intent?
School Year
2025-2026
- Students that are new to Fairfax County
- Re-Enrolling (previously attended now returning) Fairfax County students
Please note: If your child received home instruction in the 2024-2025 school year you will not be able to submit an online notice of intent for 2025-2026. Submit the annual notice of intent by email or mail.
Getting Started
The following steps will guide you on getting started with the Online Notice of Intent process.
Step 1: Create or Login to Your ParentVUE Account
Create Your ParentVUE Account
- Go to the OLR Parent Registration page.
- Answer the four questionsand click Continue.
- Review the Parent Account Privacy Policyand click I Agree.
- Enter your f irst name, last name, and email address, then click Submit.
- A Verify Emailmessage, with a link to confirm your request, will be sent to the email address provided.
- ⚠️ For security reasons, the link will expire quickly. Complete the account creation process immediately .
- Navigate to your email and open the ‘ Verify Email’ message from FCPS.
- Clickon the link to confirm your email and create your password.
This window will contain your username (make a note of it)and instructions to create your password.
- Once you confirm your password, click Submit.
- You will receive a second email message indicating your ParentVUE account is now created.
- This email will contain the link to the SIS ParentVUE login page.
If You Had a ParentVUE Account and Are Returning Within the Year
- Go to the SIS ParentVUE Login page.
- Use the username and passwordyou had previously.
- If you don’t remember your login details,
- submit a Parent Support Request ticket for support.
- Select Online Registrationin the application dropdown menu to request assistance.
If You Had a ParentVUE Account and Are Returning After More Than a Year
- You will need an activation key.
- Call the Parent Technology Help Deskat 833-921-3277 (833-921-FCPS).
- Have the following details ready:
- Parent’s name
- Last school your child attended in FCPS
- Parent email address used in FCPS
- Last home address in FCPS
- Student’s birthdate
- You will receive follow-up information via email.
If You Have Started a Registration or Requested Services
- If you’ve already initiated contact with FCPS (for evaluations, Special Education, or paper registrations), a SIS parent recordmay already exist.
- Do not create a new ParentVUE account.
- Submit a Parent Support Request ticket
to request an activation key.
- Choose Online Registrationin the application dropdown menu to request assistance.
Step 2: Selecting the Online Notice of Intent in ParentVUE
How to Find the Home Instruction OLR packet
Log in to your ParentVUE account.
- If you are a current FCPS family
- Click on Online Packetsin the top right cornerof the screen.
- Newor Re-Enrolling
(previously attended now returning)
familieswill be automatically directed to the " Select a Packet to Begin" page
- Do not need to click Online Packets.
On the " Select a Packet to Begin" page, scroll down to the bottom and click on the Home Instruction OLRtile, located under the 2025–2026 School Year.
Step 3: Submitting the Online Notice of Intent
The process is divided into 6 main sections.
To move between pages:
- Use the “Previous”and “Save and Continue”buttons
- DO NOT use browser's back or forward buttons

- Welcome Page : This page contains information about the Home Instruction process and includes helpful links. Read through the content and click Continue to proceed.
- Student Summary Page :
- For New Families : No students will be listed initially.
- Click Save and Continue .
- For Re-Enrolling
(previously attended now returning)
Families : Review the listed students.
- If any information is incorrect or missing,
- click Delete Home Instruction OLR and email the Home Instruction Office at [email protected] for support before proceeding.
- If everything is correct, click Save and Continue .
- If any information is incorrect or missing,
- For New Families : No students will be listed initially.
- Signature Page : This page captures your electronic signature.
- Enter your name as it appears in the upper right corner of the screen.
- Your signature will be included in the Home Instruction - Notice of Intent report generated by the system.
- This report will be listed at the bottom of the Review/Submit screen at the end of the process.
- Click Save and Continue .
- Home Address :
- For New Families :
E nter your home address manually or use the search box. Click Save and Continue . - For Re-Enrolling
(previously attended now returning)
Families :
The home address on record will appear. If your address has changed, delete the packet and contact the Home Instruction Office at [email protected] for further assistance.
- For New Families :
- Mail Address : The mail address will auto-populate from the home address.
- Click Save and Continue .
- Parent/Guardian Demographics : Your name will be displayed as entered when you created your
SIS ParentVUE account.
- Click Save and Continue .
- Parent/Guardian Contact Information :
- For New Families :
- Add at least one phone number where you can be reached.
- If adding multiple numbers, specify the primary contact number.
- Verify your email address
- Click Save and Continue .
- For Re-Enrolling (previously attended now returning)
Families :
- The most recent phone numbers on record will be displayed. You can edit, delete , or add new numbers .
- If adding multiple numbers, indicate which will be the primary number.
- Verify your email address
- Click Save and Continue .
- For New Families :
- Edit Parent Information :
- For All Families :
- You can update phone numbers, email addresses, and other parent information.
- If both parents share the same address, you may update both profiles.
- If the Edit button is unavailable, it means the other parent is listed with a different address.
- For New Families :
- The Notice of Intent to Provide Home Instruction page will appear when editing the enrolling parent's information.
- You must indicate your eligibility to provide home instruction.
- You'll choose from four options and later upload supporting documentation.
- For Re-Enrolling
(previously attended now returning)
Families :
- You will see the Notice of Intent to Provide Home Instruction prompt.
- Select your eligibility option and prepare to upload proof later in the process.
- Add New Parent/Guardian :
- If applicable, you can add another parent/guardian by providing their name, address, phone number(s), and email address.
- Click Save and Continue .
- For All Families :
For New Families
- Add New Student:
- Click A dd New Studentto enter the student’s information.
- Demographics: Enter the student’s details exactly as they appear on the birth certificate.
- The student’s primary address must be the enrolling parent’s primary address.
- Contact Information: Enter a phone number that will be used for primary contact.
- You may use the enrolling parent’s phone number.
- Ethnicity: Select the student’s ethnicity and all applicable races.
- Parent/Guardian Relationships: Select the relationship each parent/guardian has with the student.
- If there is no relationship, check the “No Relationship” box.
- Previous Schools Attended: Enter the name of the last school the student attended, especially if they were not previously enrolled in an FCPS school.
- Description of Curriculum: As required by Virginia law (§ 22.1-254.1) , list the subjects the student will study as part of home instruction.
- School Selection: From the dropdown, select Home Schooled Students.
- Complete Student Entry: After entering the student's details, you will be able to review the information.
- If you need to add more students, click Add New Student and repeat the process.
- Once all students are added, click Save and Continue.
For Re-Enrolling (previously attended now returning) Families
- Inactive Students:
- Students from previous years will appear under Students to enroll in 2025-2026.
- To re-enrolla student, click Editand update their information as necessary.
- To excludea student, click Excludeto move them to Students to exclude from 2025-2026.
- Demographics: The student’s information will be in view-only mode. Review
- If any updates are required, contact the Home Instruction office.
- Contact Information: Review the phone numbers listed.
- Update if necessary.
- The Primary numberwill be used for family contact.
- Parent/Guardian Relationships:
- Select the relationship for each parent/guardian as listed in the Family and Parent/Guardian sections.
- If there is no relationship, check the ‘ Not a valid contact for this student’ box.
- Description of Curriculum: As required by Virginia law (§ 22.1-254.1) , list the subjects the student will study as part of home instruction.
- Previous Schools Attended: Enter the last school the student attended, if prompted.
- School Selection: From the dropdown, select Home Schooled Students.
- Complete Student Entry: Once all updates are made, click Save and Continue.
For All Families
- Family Document:
Under Family, select Home Instruction Eligibility Doc as the document type and upload your eligibility documentation (single file, accepted formats: Word, PDF, PNG, JPEG, BMP, GIF, TIFF). - Student Document: The Home Instruction - Notice of Intentreport will appear here.
- Review it carefully and ensure all information is correct.
- If edits are needed, return to the relevant section to make changes.
- If everything is accurate, click Save and Continue.
For All Families
- Review: Before submitting the Home Instruction packet, review all the information provided.
- Click the Reviewbutton to open the Review/Submit page.
- Carefully scroll through and verify the details, including the Notice of Intentand your electronic signature.
- Any areas highlighted in yellow indicate changes made during the process.
- To correct any information, click the Editbutton next to the highlighted area.
- Click Save and Returnto go back to the Review page.
- When ready, check the certification boxand click the green Submitbutton.
- After Submission: You will receive a Home Instruction Submission emailconfirming your submission.
- The Home Instruction Office will contact you if additional information is required.
- Once your submission is processed, you’ll receive formal acknowledgment within 1-2 weeks.
- To Review Submission Status: Click on the Statusbutton at the top of the screen to view the Status page.
- Pending packetswill appear under the Activetab, while
- Processed packets(approved or denied) will appear in the Historytab.
- Important Note: FCPS does not approve or deny a parent's right to home instruction but ensures compliance with Section 22.1-254.1 of the Code of Virginia .
