ベトナム 初の製油所
ベトナムで、初、なんですね。原油の生産国でありながら精製施設が整備されていなかったベトナムで、初めての製油所が建設され、22日、完成式典が行われました。ベトナム政府は、精製施設の完成をきっかけに重化学工業を振興し、経済発展を加速させたいとしています。22日は、中部のクアンガイ省に完成した製油所で式典が行われ、ズン首相や国営石油会社の関係者らおよそ1,000人が出席しました。この中で、ズン首相は「製油所の建設は、ベトナムの経済や社会の発展を進めていくうえで非常に重要なものだ」と述べました。このあと、製油所で精製されたガソリンがタンクローリーに入れられて出荷されました。ベトナムは、東南アジアで3番目の年間およそ1,600万トンの原油を生産していますが、これまでは、原油をいったんシンガポールなどに輸出し、そこで精製されたガソリンなどの石油製品を輸入してきました。今回完成した製油所は、国営石油会社がおよそ2,500億円をかけて建設したもので、ベトナムの国内消費量の30％に当たる年間650万トンの原油を精製し、ガソリンや軽油などを生産できるようになります。ベトナム政府は、製油所の周辺に工業地帯を整備する計画も進めており、長年の悲願だった精製施設の完成をきっかけに重化学工業を振興し、経済発展を加速させたいとしています。ソースhttp://www.nhk.or.jp/news/k10014335061000.html

ベトナム初の原子力発電所
中国とベトナム、微妙な関係がさらにもつれます。中国の原子力発電事業者の中国広東核電集団（China Guangdong Nuclear Power Group，CGNPG）はこのほど、ベトナム初の原子力発電所の建設支援に向けて協議を重ねていることを明かした。同社はオフィシャルのホームページで、ベトナムの国家電力会社とすでに初期段階で合意に達したと伝えた。中国経済網がこのほど報じた。同社の関係者によると、同社の原子力発電施設は東南の沿海部にあるニントゥアン省（Ninh Thuan、寧順省）に建設予定で、発電プラント2基で発電総量200万キロワット、年発電量140－150億キロワット時を目指す。稼動開始予定は2020年。現在ベトナムには原発施設がなく、国家初の発電所建設の計画に、日本をはじめ、外国の電力会社も意欲を見せているという。CGNPG関係者は「発電所建設案は初期段階で、現在ベトナム政府の最終決定を待っている」と言及、原発施設建設「権利争奪戦」での一歩リードを強調した。ソースhttp://www.excite.co.jp/News/china/20090226/Searchina_20090226027.html

日本語を第一外国語にする高校
第一外国語とは、思い切ってますね。ベトナムで今年9月、教育・訓練省と日本政府の共同プロジェクトの一環として、日本語を第一外国語にする高校が登場する。同国では日本企業の進出や日越経済連携協定（ＥＰＡ）締結などで日本語への関心が高まっており、来年末までに首都ハノイなどの8校で授業が始まる予定。早期教育が重要との指摘もあり、同省は小学校の正規科目に日本語を加える案も検討しているという。海外の高校が日本語を正課の主要科目とするケースは「非常に珍しい」（在ベトナム日本大使館）。最初に導入するのは日越共同プロジェクトのモデル校に選ばれたハノイの進学校、チューバンアン高校。2010年9月に南部の商都ホーチミンのレークイドン高校でも履修が可能になる。日本の国際交流基金が教師派遣や現地での教員研修、教科書製作で協力する。ソースはhttp://www.nikkei.co.jp/news/kaigai/20090206AT2M0402V06022009.html

鳥インフルエンザの人間感染 ３人目！！！
またしても、ベトナムで感染報告です。予防を徹底する必要があります。ベトナム北部ニンビン省の当局者は１６日、同省の男性（３５）が、鳥インフルエンザウイルス（Ｈ５Ｎ１型）に感染したことを明らかにした。ベトナムでは昨年１２月以降、感染が確認されたのは３人目。現地では家禽（かきん）が病気になったり、死亡したりする例が相次いでいた。男性は病気の家禽類を食べて感染したとみられている。ソース MSN産経ニュース 2009.2.16 23:39http://sankei.jp.msn.com/world/asia/090216/asi0902162339004-n1.htm

オス同士のペンギン
中国・黒竜江省ハルビンにある水族館「極地館」で、オス同士のペンギンのカップルが“結婚式”を挙げた。英紙サン（電子版）が伝えた。 母ペンギンに放棄された卵を仲良く育てているという2羽。熱心に子育てを行ってきた“ご褒美”として、水族館側が挙式の計画を立てたという。 結婚式では1羽が赤のちょうネクタイ、もう1羽が同じく赤のブラウスを身に着け、結婚行進曲に合わせて氷で作られた式場に入場した。中国では、赤は婚礼の色とされる。 また2羽はお祝いとして、大好物の魚を贈られたという。ある飼育員は「2羽はすばらしいカップルです。祝福されて当然ですよ」と語っている。 自分たちで育てようと別のカップルの卵を盗み、仲間から冷たい目で見られたこともあるという2羽。今では子育てすることを許され、結婚式まで挙げてもらって幸せなのではないだろうか。

中国・温家宝首相がロンドン訪問
中国・温家宝首相がロンドン訪問 チベット支持派らが大規模抗議活動、逮捕者もヨーロッパを歴訪中の中国の温家宝首相が1日、イギリス・ロンドンを訪れたが、チベット支持派らが中国大使館に集結、大規模な抗議活動を行い、逮捕者が出る事態となった。鳴り響く爆竹に獅子舞。ロンドン在住の中国人留学生らが、旧正月を祝うような形で、家宝温首相を歓迎していた。一方、道路の反対側には、チベット支持を訴える活動家たちが集結していた。活動家たちは、中国政府への抗議のメッセージを叫びながら、大使館に押し入らん勢いでフェンスを乗り越え、警察官に取り押さえられた。この騒動で、活動家ら5人が逮捕された。温家宝首相は、金融危機などについて話し合うために、ヨーロッパを訪問している。

It turns out on the 25th that the Vietnam government has told the Japanese government the plan stably supplied to Japan about the rare earth especially with high scarcity (rare earth) also in a rare metal (rare metal) indispensable to manufacture of high-tech apparatus. TOYOTA TSUSHO and two trading companies of 双日 will found a Vietnam national resources company and a joint corporation, and will set about development of a large-sized ore deposit from the 2009 fiscal year soon. For Japan which depends for 90 percent of the rare earth volume of import on China, it leads to stable reservation of resources. What is developed jointly in both countries is the Don Pao ore deposit which is 280km northwest of Hanoi, the capital of Vietnam. 5000t of years which hit about 1/4 of the amount of consumption of Japan is scheduled to begin production from 11 years, if early, and to be supplied over about 20 years. Although the Japan side is due to ask for 49% of rights and interests at two companies, it says, "Most rare earths produced have a high possibility of becoming those for Japan" (Ministry of Economy, Trade and Industry management). A rare earth is a material indispensable to manufacture of a small and powerful permanent magnet required for the motor of a hybrid car, the hard disk for personal computers, etc., and future demand increase is expected. The plan of the Vietnam government was told to the deputy ministers from the Yoshikawa 貴盛経 in the middle of the month this month in the policy dialog between the both countries in northern Vietnam and a furlong city. The Japanese government is going to back up tapping of resources from now on through maintenance of the geological survey by the oil natural gas and the metallic mineral resources mechanism (JOGMEC), the road of the circumference which utilized Official Development Assistance (ODA) etc., a bridge, etc.

Looking out for the rise of "protectionism" which keeps its own country industry by raising of a customs duty etc., a Japanese trade promotion mechanism (JETRO) strengthens information gathering in the overseas center and office which has 73 in the world. It analyzes mainly by the overseas Research and Planning Department or the Institute of Developing Economies, and it is said that it cooperates with the government and an offer for the foreign government is also performed positively. After the financial crisis of autumn, Russia pulled up the car and India pulled up the customs duty on a steel product last year. There is also a country which introduces or expands a licensing system and a license system about a specific import. The motion which supports publicly specific industries of its own country, such as the auto industry, also shows a spread to the U.S., Europe, and a newly emerging country. Purchase promotion of a its own country product also leads to the discriminatory treatment of an overseas product as a result. JETRO supposes "that it is necessary gaze from the planning process of a policy and to appeal to prevent before a policy is set forth."
