Dear Sir/Madam,

I am submitting this petition concerning serious human rights violations that I have suffered in Japan.

REQUEST FOR UN ACTION:

1.

　　I respectfully request an investigation into the involvement of the Japanese police
in the death of my eldest son, as well as into the circumstances that led to the oppression and persecution I have experienced, particularly involving the Public Security Bureau of the Okinawa Prefectural Police.

2.Guarantee of my life and personal safety in Japan

　　　I have published two novels concerning police oppression and persecution.

I believe that individuals within the Public Security Bureau of the Okinawa Prefectural Police
who have vested interests have repeatedly plotted against me and may attempt to have me forcibly hospitalized in a psychiatric institution whenever an opportunity arises.

I have no relatives in Japan other than my second son. I therefore fear that the Public Security Bureau
may believe that I am vulnerable and that they can act against me without consequences.

3.Verification of the safety and whereabouts of my second son

　　　I am deeply concerned about the safety of my second son and have even wondered whether he is still alive.

After my eldest son was killed, the police confiscated packages and letters that I sent to my second son.

　Before Japan's Act on the Protection of Specially Designated Secrets was hastily enacted in 2013,
UN High Commissioner for Human Rights Navi Pillay expressed concern at a press conference in Geneva
that the definition of a secret was unclear and that governments might designate inconvenient information
as secret.

　As Ms. Pillay's concern suggests, I believe that the circumstances surrounding my eldest son's death
have never been properly investigated.

　My eldest son was not only, in my view, instructed to commit suicide by the police,
but was also assisted in his suicide by the police in 2012.

Right to Life (Article 3) – Alleged violation through police involvement in my son's death

　I believe that this is an extremely serious matter that should be investigated
as a possible case of unlawful killing involving senior officials within the Japanese police.

　At that time, the Commissioner General of the National Police Agency was Yutaka Katagiri.

　I allege that he rented an ambulance and entered my house disguised as a paramedic.

Yutaka Katagiri was the Commissioner General of the National Police Agency in 2012.

After my eldest son died, I requested that a press conference be held several days later so that the public could see Chief Katagiri's face.

However, I felt that he attempted to conceal his face and appeared extremely uncomfortable
during the press conference.
At one point, he touched his nose and appeared emotionally unsettled.

The Public Security Bureau of the Okinawa Prefectural Police and the threats to my safety.

On October 23, 2024, at approximately 1:00 p.m.,
I ate yakisoba noodles that I had purchased from a supermarket and stored in my refrigerator the previous night.

After eating them, I suddenly became extremely dizzy and vomited violently several times.

I did my best to call 119 and requested an ambulance.

Several days later, I noticed that the door to my home had been unlocked.

I immediately installed a security device, but the following day I found that the door had again been unlocked.

For this reason, I contacted the police and asked them to investigate.

I became concerned that someone might have entered my home
while I was outside and may have put some kind of poison or other substance into the noodles.

Before I was taken to Seirei Numazu Hospital ( 聖隷沼津病院 ), the paramedics communicated information to potential hospitals that I believe was inaccurate, and two hospitals refused to accept me.

Another matter also concerns me. One of the paramedics did not use the ambulance's telephone. Instead, he used his own personal mobile phone and exchanged a long series of coded numbers with someone. I later came to regard this as a very serious matter.

Even though I believe I have a legal right under Japanese law to apply for an attachment or copy of my second son's family register, the public officials at Naha City Hall have continued to refuse m y request for the issuance of a certified copy of his family register.

As I have no relatives in Japan other than my son, I fear that this situation has created an environment in which the Public Security Bureau could more easily have me hospitalized in a psychiatric institution, potentially with the cooperation or authorization of a local government official.

I have never received.

I am getting old, and I need to prepare a will before I become unable to do so. However, I cannot determine where my second son is or whether he is safe, even though he is my only heir.
