Is Murray to Vikings the best free agency signing?

Kyler Murray has signed a one-year deal with the Minnesota Vikings.
This was arguably the worst-kept secret in all of football this off-season, but only because it made too much sense not to happen.
Kyler Murray's career has been a bit on the decline in recent years.
The Cardinals released him at the start of the new league year, and Kevin O'Connell, the head coach of the Minnesota Vikings, was known as a quarterback guru until he finally met his match in JJ McCarthy, who thus far he has not been able to fix.
Now, both O'Connell and Kyler can rehab their images together.
And Kyler Murray was not great last year.
He also wasn't terrible either.
He ranked around twentieth in EPA per play.
The year before that, he was inside the top fifteen in EPA per play.
His play has admittedly been declining in recent years, but if this is his floor, a floor of being around a top twenty quarterback in the NFL in not the best of situations, that's a pretty good floor to bottom out to.
It's an even better floor when you consider the fact that because he had offset language in his contract, the long story short of that is that the Cardinals are footing the bill for him this year.
He'll be making the veteran minimum in Minnesota.
The Cardinals are getting a good reclamation project where the ceiling is Kyler Murray plays at a top ten level, and the floor, at least based on recent years, is still a top twenty quarterback, and they're getting that for almost free, almost completely free.
To me, that's what makes this almost undoubtedly the best free agent signing of the off-season.
