先日は地元壮年団主催の納涼祭の5回目となるグリーンフィールド開催の後片付けをしていたら何と芝生がきれいに焼けこげて、茶色くなっていたではありませんか。おそらくこの辺りには焼きそばの出店があり、鉄板を掃除する時に何気なく下に置いたでしょう。普通の日本の公園ではすぐ主催者が呼ばれて怒られるところでしょうけど、ここグリーンフィールドは日本ではなくてニュージーランド領土となっているので、一切何も言われません。これからは2週間間隔で写真を掲載します。丈夫で元気な芝生はどれほど早く回復するかを皆様にお見せします。Last Saturday, the local residents' association held its summer festival at Greenfield for the 5th time.When we were cleaning up on Sunday morning, to the shock and horror of most of the locals, we noticed that some of the grass had been burnt. Someone had probably put hot fry pans on the grass without thinking and had left the marks in the photo.At a normal Japanese park, we would have seen the park supervisor dress down the person in charge of the festival in no uncertain terms. Luckily, Greenfield is de facto New Zealand territory, so nothing of the sort happened.I will upload a photo once every couple of weeks for the next couple of months so that you can all see just how quickly healthy and tough grass recovers from this sort of treatment.

今年の6月14日に市内の保育園でポット苗の植付け作業が行われ、この写真が終了直後です。7月28日の今日の写真ではこのように変わりました。植えた日からの利用制限や立ち入り禁止は当然一度も実施されておりません。On 14 June this year, we planted grass seedlings at a local kindergarten. The first photo shows the grounds when we had finished planting.The second photo shows the grounds today, 28 July. Did I mention that there has been not limit on the children's use of the grounds during this period?

先日の番組を見た人から「数年前に町役場が芝生にした公園を今は無管理状態でひどく荒れており、お金がないから芝刈りはしないと言われるので、地元少年サッカークラブで芝刈りをするから町が持っている芝刈り機を貸してくれと頼むとダメと言われ、水は水道代が掛かるからで来なと言われ、どうしようもない状態を何とか打破出来るアドバイスを下さい」という内容のメールが届きました。住民の税金で業者さんにたくさんのお金を払って芝生公園を作り、その後は住民が使える状態に保たない行政が一体何を考えて仕事しているのでしょうか。あきれて、これ以上言葉が出ません。Someone who was the nationwide broadcast recently sent me a mail with the following message: "The local town office developed a grass park several years ago but have not looked after it very well and it is now in very poor shape. They will not cut the grass because it costs too much, when a local soccer club asks to use the motormower bought with their own taxes to do the mowing, we are told we can not use the mower, the city will not water the park because the water bill would be too high, etc. Can you please give me some advice on how to change this situation?"Just what goes through the minds of this type of public servants, who pay lots of taxpayers' money to some company to develop the park then refuse to maintain the park in a usable condition?I am lost for words.

2年程前、国交省と協力して整備した河川敷の芝生広場は去年の4月から地元市役所の管轄となり、地元の造園会社が維持管理をしてとてもきれいな状態で全ての利用者が大満足しているそうです。グリーンフィールドと同様、いつもきれいに維持管理されていますので、ゴミや犬の糞が皆無に等しい状態です。それにも関わらず、最近市の担当者があれをするな、これもするなと言った利用制限の看板を立てたのです。それも芝生に入ったところにです。当然利用者の邪魔にはなり、その周辺の芝刈りも出来ないのですぐさま草ぼうぼう状態となりました。看板が必要かどうかの議論を別にして(必要ないけどね)、邪魔にならないところへの移動を要請したら、その予算が無いとの回答だったので、管理している造園会社の社員2名と僕が昨日このくそ熱い真夏日に2時間作業しました。でもはなしはこれではないです。相談もせず、利用者のことや維持管理のことを考えずに税金で看板を立てた役人が当日は車止めの鍵も持ってこないし、我々3人が彼の失敗の尻拭いをしている間中、スコップを持つこともなく、土を戻す作業をすることもなく、ただひたすら突っ立てて見ているだけでした。我々が奉仕活動でこの作業をしていて、唯一給料をもらっている担当者が何もしない。頭も体も使わないああいうやつの給料に僕らの税金が使われているのはどうしても納得出来ない。A local park we developed in conjunction with the Ministry of Lands and Transportation a couple of years ago is now under the management of the local city council, which has tendered out the turf maintenance to a local specialist. The park is always in marvellous condition and all the users are fully satisfied with it.As with Greenfield, because this park is always in lovely condition, there is hardly any rubbish or dog turds left on it. Despite that, the city council erected two signs basically telling users not to do this or that. The worst thing is that they erected them inside the grass area, getting in the way of the users and making it difficult to mow the grass near the signs. Quite predictably, the grass is overgrown around the signs, damaging the total appearance of the park. Leaving the debate over whether the signs were actually needed to one side (they were not), I requested that the city move them to a location not in the way of the users and was told there was no budget for that. So two staff of the turf maintenance company and I spent two hours in the burning sun yesterday moving the signs.But that is not what I want to complain about today. While we three slaved in the hot sun to repair the damage done by this public servant who, without discussing with anyone, spent taxpayers' money on erecting the signs with no thought for the park users or maintenance, the actual public servant stood by watching us, not once picking up a shovel to do some manual labour. On top of that, he had not even brought the keys to the entrance and had to return to his office to get them.The three of us were doing this as volunteers and he was the only one being paid to be there. It pisses me off enormously that my taxes are used to pay the salary of a public servant who uses neither his brains nor his body when at "work"

去年から我々をとても建設的な協力関係で校庭芝生化を進めようとしている和歌山県庁が新聞記事でとんでもない迷惑をかけられていることが昨日判明しました。最初から最後まで県教委では「鳥取方式」での実施を考え、実際にその通り実施をしているにも関わらず、某新聞の和歌山支局の書いた記事には「県教委は「和歌山方式」の手法を広めたいとしている」という表現を使いました。県教委も我々も抗議していますが新聞社の方では開き直りとも取れる態度で訂正するつもりはないと言い張っています。読者の皆様、決して和歌山県教委が汚いことをしていると思わないで下さい。今まで通り、とても建設的で協力的な方々ばかりでこんな疑いをかけられる筋合いはございません。このような誤解が生まれたのはとても質の悪い記者が書いた新聞記事のせいです。I was disturbed to discover yesterday that the Education Board in Wakayama Prefecture, which has been working toward converting school grounds to grass in a close and constructive relationship with my NPO since last year, has had serious and totally uncalled-for aspersions cast on its integrity in a newspaper article.Despite the fact that this Education Board has from the very start made public its adoption of the Tottori Method in the plans being implemented this year, a local newspaper wrote in an article a couple of days ago that "The Prefectural Education Board intends to promote the wide acceptance of the Wakayama Method of conversion to grass".In the face of strong protests by both the government and us, the newspaper editor-in-chief brazenly sticks to his claim that the expression his journalist used was acceptable and stated that he has no intention of writing an article correcting the false impression given by the original article.Readers, I implore you not to think badly of the Wakayama Prefectural government staff, who have all been totally open and constructive in their dealings with us. They have done nothing that deserves their integrity being called into question.The bad impression created is due solely to an article written by a journalist hardly worthy of being employed.

北広島の山間の小さな町の保育園の園庭を芝生化したのは2年前のこと。その作業の最中、近くの小学校の校長先生がその場で小学校の校庭芝生化を決定2週間後に全面芝生化を実施しました。先日は住民からの電話でとても嬉しい知らせが入りました。その内容とはこの前の週末には評判が良ければ、来年は残りを全部芝生化する前提で町の中学校の校庭の3分の一(とりあえず)に芝のポット苗を植え付けたとのことでした。これでこの地区の子供達が2歳で保育園に入る時から15歳で中学校を卒業するまでずっと芝生の上で遊べる教育環境が整ったということになります。日本初の偉業に万歳!It was two years ago that we converted the grounds at a playschool in a small town in the mountains of Northern Hiroshima to grass. While planting the grass seedlings at the playschool, the headmaster of the adjacent primary school made the decision to convert the school grounds to grass, a conversion done a couple of weeks later.Yesterday I received some marvellous news from a local resident.The news was that the local residents had planted grass seedlings in one-third of the grounds of the local junior high school, with the view to full conversion next year if there are no problems.Thus, children born in this town now have an educational environment in which they can play on grass from the age of 2 when they start playschool to 15 when they graduate from junior high school.Congratulations!

今朝、グリーンフィールドに行ってみたら、池の水面が一面青い、黄色、白、赤っぽい、ごちゃ混ぜの油っぽいペイントに似ている液体のようなものに覆われていました。それだけではないです。そこから発する異臭が強くて、2-3分いるだけで頭が痛くなり、目が回りそうになりました。県庁の担当部署にすぐ電話を入れ、対応した職員が何と8年前大学のラグビー部で僕が監督していた時の選手だった。彼が僕の事情を説明を聞いて、すぐ担当者を現場に行かせ、サンプルを採取し、県の検査所で分析してもらって、午後4時頃には「あおこの異常発生であり、有害物質が全く含まれていないから安心して下さい」との報告をよこしたのです。この対応で思い出したのは僕が極端な公務員不振でいるのを知っている彼が公務員になるとき僕に「どんな公務員になれば良いか」と聞いたときのこと。僕は「頼られる公務員になれば良い」と答えたが彼がその通りの立派な公務員になっている。僕の税金を彼に給料として支払われるのは大賛成。これを読んでいれば誰だか分かるはずです。君、有り難うございました。When I went to Greenfield early this morning, I was shocked to find that the surface of the adjacent lake was covered in a multi-coloured, lubricous liquid that looked like paint. And what was worse was that the stink was so intense that my head started to hurt and my eyes spin after only 2-3 minutes there.I immediately called the relevant department at the Prefectural Government and was pleasantly surprised to find that the man at the other end of the phone was one of the members of the local varsity rugby team when I first became coach, some 8 years ago.On hearing my explanation, he called the most closely-related section, had someone visit the site, collect a sample, and have it analysed at the government's lab. He then called me later in the afternoon to inform me that it was an abnormal outbreak of a type of algae and contained no harmful chemical or toxic matter.His response reminded me of a conversation we had when he told me he was joining the civil service in which he asked me what kind of public servant he should try to become, fully aware that I held most public servants in pretty low esteem.My answer was that he should become a public servant on whom the public could rely. Seeing him in action today, it was obvious that he has become this type of public servant, someone I am happy to have my taxes used to pay his salary.You know who you are.Thank you very much.

本日の街区公園芝生化事業の一環として近くの公園に苗の植付け作業が行われたがあそこに地方のテレビ局が取材に来られて、最初の質問は「法人はいつ出来ましたか」。取材に行く前に取材先のことを下調べをするのは普通ではないかと僕が聞いたら、「法人の存在も知らなかった」という回答に驚いた。設立から6年が経ち、全国的に注目されている組織でネットで検索すればすぐに今までの経緯が分かるというのに、「存在を知らなかった」とはあまりにも情けないので、取材を断りました。プロ以下の人間と仕事をするのはご免です。We were planting grass seedlings at a local park this morning as part of the city's project to convert all the local parks to grass when I was approached by an announcer from a regional television company. His first question to me was to ask when my NPO was founded.When I asked him if it was not usual to prepare for an interview by doing some homework on the subject, he shocked me by admitting that he was not even aware of the NPO's existence.Founded 6 years ago and the focus of nationwide attention, my NPO can easily be found on any Internet search engine. "I was not even aware of its existence" was such a pathetic answer that I refused to accept any questions.I have no intention of wasting my time with such rank amateurs posing as professionals.
