あきれて議論する気にもならない・Gobsmacked
地元ではある土のサッカーグラウンドから風で飛んでくる砂で迷惑していると近隣住民が苦情を言ったら、なぜか担当部署になっている市の教育委員会が何と2千万円の予算で防塵ネットを設置するそうです。住民思いの素晴らしい行政とお思いの方が多くいらっしゃるでしょうが、実は全く違います。同じ教育委員会では2-3年程前に500人以上の生徒が通う小学校の校庭を芝生化してくれと学校の要望を｢お金がない｣との理由で却下しています。その時の掛かる費用がたったの100万円でした。教育委員会の優先順位はまず子供でなくてはならないはずなのに、数百人の子供には100万円も出せないと言っている教育委員会が一人の住民のために2千万円を出すことを考えるとやはりこの教育委員会では子供があまり高い優先順位にはなっていない模様です。住民達、これで良いのかよ。A resident living next door to one of the many dirt soccer grounds here complained to the city administration about the sand that blew into his house every time the wind blows. In response, the Education Board (which is responsible for this soccer ground for reasons unknown) has decided to install a fine mesh netting at a cost of Y20mn.Many readers' first impression is probably that this administration really has the residents' interests at heart. Nothing could be further from the truth.A couple of years ago, this same Education Board rejected a request from a local primary school with over 500 students to convert the school grounds to grass, giving a shortage of funds as its reason. The budget for this conversion to grass was a mere Y1mn.Whereas the welfare of the school students should be first priority for the Education Board, here we have an Education Board which clearly does not think so, or so one would conclude from its decision to spend Y20mn for one resident while refusing to spend Y1mn for the good of over 500 school kids.Residents, are you really OK with this?

日本語教室：続/Today's Japanese lesson: Part II
実は芝と草が同じものです。というか違いはないと言った方が正しいかもしれません。英語でGrassと言われるもので、日本語では商品価値があるのは芝で、邪魔者扱いされるのは草なのです。 でも、その種類を問わないで、草でも芝でもひたすら刈り込みさえすれば、どんなものでも結構きれいな芝生になれます。その証拠として今日の写真を見せます。これは勝手に生える数十種類の植物を週1回刈るだけで出来ている我が家の裏庭です。確かに国立競技場並みのとてつもなくきれいな芝生ではないですが、くり土井ダリ、キャッチボールをしたり、サッカー遊びをしたりするには十分ではないかと思うのは僕だけでしょうか。The truth of it is that these two characters actually designate the same thing. Known as grass in English, this is a generic term for the many varieties of green herbiage. In Japanese, though, Shiba（芝）is considered a valuable product while Kusa (草) is viewed as worthless.But if you merely cut the grass, regardless of the variety, on a regular basis, you will end up with turf （芝生）of an acceptable quality.As proof, I offer you today's photo. This is our rear garden. All I have done here is cut once a week the wide range of grasses growing naturally. I accept that it is not up quite up to Twickers standard but it is perfectly adequate for relaxing on, tossing a ball around, or kicking a rugby ball. Or am I the only one to think so?

日本語の講習・Japanese lesson for today
日本語には草と芝と二つの漢字があります。読者の中でこの二つの意味をきちっと理解している人は果たして何人いらっしゃるでしょうか。それに芝生の正しい意味を理解されている人が何人いらっしゃるでしょうか。一昨日、昨日と今日で三日連続の芝生視察団が鳥取を訪問されましたが、来られた時点でこの二つの質問にちゃんと回答出来た人は一人もいらっしゃらなかったです。数時間を掛けて、鳥取方式による芝生化事例を数件見て回るうちにちゃんと理解が芽生えて、お帰りになった時点で全員が初めて芝、草、及び芝生を理解されていました。質問に対する回答は後日掲載します。自信がある方は是非コメント欄に回答をお書きになって下さい。In Japanese, there are two chinese characters for grass (草 and 芝) but I wonder just how many Japanese readers of my blog actually understand the meaning of these two characters.And then we have the compound 芝生. Does anyone know the accurate meaning of this term?We hosted groups of visitors on each of the last three days from Ishikawa, Kyoto, and Sakai Minato and not one of the visitors could answer these two questions when they arrived here.After spending several hours visiting grass projects with which my NPO has been involved in and around my home city, all the visitors had started to understand our concept of grass and left with a proper understanding of the three terms.I will post the answer here at a later date but invite readers to post their answers on the Comments column.

気分転換・Stress release
最近は血圧が上がり気味です。お医者さんに言わせると芝生プロジェクトのストレスではないか。行政の対応が悪い時、分け分からない理由で反対され、思った程上手く行かない時、僕のストレス発散法の一つはパン作りです。これは最近作ったナッツ入りパンです。アーモンド、くるみ、キャッシューナッツと干しぶどうをふんだんに入れて、強力粉と全粒粉を７：３で混ぜて、甘みはニュージーランド産のクローバー蜂蜜で付けるというヘルシーで香ばしいパンです。焼き上がる瞬間の家中充満する香りがたまらないです。 また、その最初の一枚程上手いものはないです。My blood pressure is tending on the high side recently, due to stress from my grass project according to my doctor.One of the ways I deal with the stress when I am annoyed by a poor response by the authorities or by a lack of progress caused to irrational opposition is to bake bread.This is a nut loaf I baked recently. It is a healthy and aromatic loaf containing plenty of almonds, walnuts, cashew nuts, and raisins, a 7:3 mixture of strong white flour and wholemeal flour, and some New Zealand clover honey for sweetener. The house is filled with a marvellour aroma when it comes out of the oven and no food can compete with the first warm slice of home-baked bread straight from the oven.

効率のいい仕事？・Efficient? You tell me
市管轄の公園維持管理の入札は来週行われます。去年も入札し、我々も参加したが民間造園会社に負けました。去年の全く変わらない内容で仕様書がA4一枚という超簡単なものであるにも拘らず、４月に入って準備を開始した市役所から今日になってやっと書類が出来上がりました。当然ですが、去年請け負っていた業者との契約が3月末で満了となり、今は週1のペースで芝刈りをしなければならないのに3週間近く無管理状態となっています。その責任が全てし職員のダラダラした仕事ぶりによるものです。去年も同じ状態と立ったが全くその教訓が生かされていません。 なのに、今日の夕方になって、来週の月曜日に入札を行いますので、書類を用意し参加しろと言った感じのメールが届いています。自分の無能ぶりの付けを業者に押し付ける身勝手さ、どうにかならないものでしょうかね。On Monday, we will participate in a tender for the maintenance of a city-managed grass park, as we did last year when we lost to a private turf maintenance company.Even though the actual job description is incredibly simple (contained comfortably in a single A4 page), it was only today that we received the documents from the city council, which started preparing them from the start of April (the new fiscal year).Last year's contract naturally expired on 31 March and the grass has not been mown for nearly three weeks now, despite needing cutting at the least once a week in the current weather. The responsibility for this delay lies totally with the incredible inefficience of the relevant staff. It seems that the city council staff have failed to learn from the failure last year, when exactly the same problem occurred.And yet, when I opened the tender documents, I found we have a mere three days to prepare--and that takes in a weekend.Can we really do nothing about useless public servants and the fact that we have to suffer for their inefficiency?

日本の常識？・Par for the course here?
去年もそうですが今年も我が法人の実績を認めてグラウンドの芝生化をお願いしたいという相手に色々と設計資料やコストの計算書を提出し、決断を待ったら、何と先方がその資料を使い、他の業者さんから見積もりを取り寄せ、我々の見積もりと比較し決めたいと言って来ました。入札の資料が欲しいと言われたら、それは提出しますが設計料を頂戴しますが貴方達に発注すると思わせてただで入手した資料を自分のものかの様に使う習慣というのはいかがなものかと思うのは僕だけでしょうか。この実態を知った僕は当然｢それなら中止で、資料も全て返還しろ｣と連絡したら、すぐさま謝って来て、我々に発注を決定しましたが、やはり誰も信じるなという教訓ですよね。It happened last year and again this year. Acknowledging our track record for low cost grass sports field development, a company asked us to submit a quote for converting a playing field to grass, on the understanding that we would do the work. Having submitted designs and an estimate, we waited for the go-sign, only to learn that the company had used our material to solicit quotes from other companies.If they had wanted material for a tender, we would willingly have supplied it on receipt of a design fee but in this case, the other party led us to believe that they would contract the job to us, received our material free-of-charge, then used it as their own. Am I the only person to find this somewhat distasteful?On learning the truth, I notified the other party that if that was their decision, then we would refuse the job and demand that all material be returned or disposed of, on which they apologised and immediately sent us a confirmed order for the project. I guess the lesson is "Don't believe anyone".

急高騰・A sudden rise
17歳から献血を続けていますが、血圧が一貫して上が100～100で下が60～70の間で安定していましたが、去年の半ばから徐々に上がって来て、先週末の出張から帰って来た翌朝には何と下が100を超えていました。びっくりして、漢方薬の先生に相談し、かなりきつい薬を調合して頂き、数日間は安静にしろと言われ、今は何とか80前後で落ち着いておりますが、原因は疲れは当然ですが、この数ヶ月前から県の教育委員会とのいざこざではないかと言われています。鳥取では芝生化に今まで相当な貢献をし、その実績が今や全国から注目され、評価されているにも関わらず、地元の党委員会では一般の利益追求の民間業者と同じ扱いをされ、提出提案がことごとくはじき返されている現状です。昨日はその部署の長とお会いし、行き詰まっている関係の回復をお願いして来ました。その場では彼が｢貢献をとても高く評価しており、これからもご協力をお願いしたい」と言われましたが、やはり言葉ではなくて、行動で示してもらわないと協力する気には慣れません。努力が無駄になる相手から一旦離れて、積極的に我々と建設的な関係を築く相手だけを重視して行く方が我が健康を守る最善の策であろう。Ever since I started donated blood at the age of 17, my blood pressure has been stable at 100~110/60~70. However, it has been rising steadily since the middle of last and the morning after my return from a weekend trip, the lower figure was well over 100.Shocked, I consulted the doctor and was given some Chinese medicine with a strong ingredient to lower my blood pressure and told to rest for 4~5 days. The lower figure has stabilised at around 80. General fatigue is naturally one of the reasons for this sudden rise but my chinese medicine specialist believes that the problems I have been having with the local prefectural government are also to blame. We have made a significant contribution to promoting grass playing fields here and our track record is being recognised and commended nationwide. Yet since the middle of last year the local education board has been treating us as a normal profit-driven private sector company and consistently rejected our proposals.Yesterday, I met the head of the education board to request that he take some steps to improve the damaged relationship. At the meeting, and quite predictably, he stated that he valued our contribution and requested our continuing co-operation. For my part, though, I need to see some action, not listen to platitudes, before I will feel like co-operating with the prefectural education board.Cutting the relationship with a partner who will waste all my efforts and hard work and placing a higher priority on partners who value our work and want to build a constructive relationship seems to be the best way of protecting my health.

見事な逆転劇・A complete reversal!!!
今年に入るまでは、地元行政の対応で目立ったのは県レベルが理解力を示し、県の事業が割とスムーズに進むのに対して、市レベルでは我々を意図的に無視していると思われる程冷たい態度でした。でも2008年に入ると見事に逆転しています。最近結構書き込みをしている県の高校芝生化物語でお分かりかと思いますが、担当部署では我々の専門知識より自分たちを含めて芝生の分からない人間の意見を優先させる姿勢が確認出来たのに対して、市の保育園園庭芝生化事業の担当者及び街区公園芝生事業の担当者両方から非常に素直な問い合わせが入り、今年度からとても明るい雰囲気になって来ています。人生って、分からないもんですね。Readers will be aware that up to this year, the local prefectural government had been consistently positive and receptive in its dealings with my NPO, resulting in smooth progress in several projects, whereas the city administration had ignored our presence in a manner that suggested a deliberate stance on their part. But the positions have been totally reversed into 2008.I have posted several comments concerning the conversion of grounds at a local high school, in which staff at the revelant department have shown clearly that they place a higher priority on the opinions of people who know very little about grass, themselves included, than on our specialist advice. Quite the contrary, the city officials responsible for a project to convert play school grounds to grass and for a project to convert local parks to decent grass have approached us with an attitude of a desire to listen and learn from us. The atmosphere has suddenly become far more positive and optimistic.Life is full of surprises, isn't it?
