In FCPS, we commit to equity in opportunity, access, & achievement for students through implementation of the FCPS Learning Model.
The Learning Model outlines the FCPS instructional vision ensuring all students develop rich content knowledge and reach Portrait of a Graduate outcomes.
There are four domains of the Learning Model that represent the best practices in teaching and learning:
- Universally Designed Curriculum
- Meaningful Learning Experiences
- Purposeful Assessment
- Learner-Centered Environment

Within each domain of the Learning Model are big ideas that guide our actions:
Universally Designed Curriculum
Big ideas:
- Universally design units and lessons with high expectations for all learners.
- Plan for opportunities to build conceptual and/or procedural understanding.
Meaningful Learning Experiences
Big ideas:
- Actively engage students in the learning process.
- Use a combination of explicit instruction and student-centered learning approaches.
- Differentiate instruction to respond to students’ needs.
Purposeful Assessment
Big ideas:
- Design and/or use a variety of assessments.
- Create ongoing feedback opportunities.
- Honor student voice and choice in the assessment process.
Learner-Centered Environment
Big ideas:
- Foster a safe, inclusive, and welcoming learning community.
- Provide an organized, flexible, and accessible environment.
- Collaborate regularly.
The outer ring of the Learning Model represents our belief that continuous improvement is driven by collaboration. Within professional learning communities, educators work together in an ongoing cycle to Plan, Teach, Assess, and Reflect—ensuring that collective expertise and shared responsibility lead to deeper learning and growth for all.
Each domain of the Learning Model outlines big ideas and indicators that reflect evidence-based practices, such as the UDL Guidelines and Inclusive Practices, that define high-quality Tier 1 instruction for all FCPS students. Educators should leverage the practices identified in the Learning Model alongside the FCPS curriculum to universally design learning environments, experiences, and assessments that meet the needs of every learner. This approach ensures that all students develop deep content knowledge, disciplinary and digital literacy skills, and durable Portrait of a Graduate outcomes. When appropriate, approved FCPS technology tools should be integrated to support and enhance instruction.
