台湾のSL復活特別運行
二水機関区のCK120↑（1978年3月、二水、台湾） 台湾では、2012年7月4日から毎週水曜日に、蒸気機関車が特別運行されています。 蒸気機関車は、CK120型。日本ではC12と呼ばれているものです。 場所は、台湾中部の集集線。「二水駅」―「車埕駅」間を往復しています。 8月29日（水）が最後の水曜日となります。 乗車賃は399元とのことです。 1978年に台湾に行った時は、たくさんのSLが台湾で走っていました。 日本のハチロク、キューロク、C10、C12、C55、C57、D51等が走っていました。 阿里山ではシェイ式蒸気機関車も走っていました。 二水機関区はC12の天国。彰化機関区、嘉義機関区は大型機関車の宝庫でした。 機関車の写真をたくさん撮りましたが、当時、戒厳令がしかれていたので、鉄道の写真を撮って大丈夫だろうかと思いながら緊張してカメラを構えたことが思い出されます。【Bon appétit !】 突然変異の蝶、福島で見つかる It has long been believed that insects are highly resistant to radiation; however, mutated butterflies collected from various locations in Japan following the 2011 Fukushima Daiichi nuclear power plant accident are challenging this idea. 癒しの国ラオス24 ボーペンニャンで幸せ
メコン川沿いのレストラン↑（2008年1月29日、サワンナケート）（癒しの国ラオス23からの続き） もう一つの事例は、これとは逆の事例だ。 レストランで宴会を行う予定で予約してあったが、当日は予約した人数よりかなり多くの人が集まった。 店に相談すると、広い部屋は既に先約が入っているとのこと。 でも、ボーペンニャン。 なんと、広い部屋を使わせてくれた。 結局、広い部屋を予約していた某国大使館グループは、我々のせいで窮屈な狭い部屋で宴会をすることとなった。 これはこれで、ボーペンニャン。（続く）【Bon appétit !】 アジア最古の現代人ラオスで発見 The oldest modern human skull found in Asia to date was reported in an article in the Proceedings of the National Academy of Sciences on August 20, 2012. The research was reviewed at the Eureka Alert web site the same day. The newly found skull dates to between 46,000 and 63,000 years old and was discovered in a cave in the Annamite Mountains in northern Laos in 2009 by a team of paleontologists led by Laura Shackelford, an anthropologist at the University of Illinois at Urbana-Champaign, and Fabrice Demeter, of the National Museum of Natural History in Paris. No artifacts were found with the skull but radiocarbon dating of the soil where the skull was found and uranium-thorium dating of the skull indicate this is the oldest modern human skull ever found in Asia.

尖閣諸島の戦略
中国製の電気自動車↑（2009年10月３日、ビエンチャン、ラオス） このブログは、政治問題は目立って扱わないで来ましたが、東南アジアを愛する自分としては、尖閣諸島に関連してどうしても発言したいので、今日は例外的に意見を書きます。 尖閣諸島の解決策は、みんなが幸せになるにはどうしたらよいかという観点から考える必要があります。感情的にならず、冷静な対応が必要です。 ただ徒に、「遺憾である」とか、「毅然たる態度をとる」と相手国に対して発言するだけでは、解決からは程遠い状況です。 戦略が必要です。 先ずは、尖閣諸島に対する戦略は、竹島や北方領土に対する戦略とは異なる戦略が必要であることを日本人が共通認識として持つことです。 その理由は、竹島や北方領土とは３つの根本的な違いがあるからです。3つの違いとは、 １尖閣諸島は日本が実効支配している領土であること、 ２中国は武力を使ってでも尖閣諸島を実効支配する機会を窺っていること、 ３中国は沖縄県も中国の領土であると主張していること、です。 この点を前提に、みんなが幸せになる戦略を日本が考える必要があります。 大枠からいえば、中国と隣接している国との協力は不可欠です。例えば、フィリッピン、ベトナム、ラオス、タイ、ミヤンマー等。 加えて、国際社会を味方にすることは大前提です。 さらに、軍隊を持たない日本は、アメリカとの連携の不断の確認が抑止力となります。 また、韓国、ロシアとの連携も戦略に含めます。 この点、竹島問題で韓国と日本が仲違いするのは、中国の戦略に完全にはまっているので、早く抜け出す手だてを韓国と共同して考える必要があります。（続く）【Bon appétit !】 Ecclesiastes（コヘレトの言葉） Ecclesiastes is a book in the Jewish and Christian biblical canon. 癒しの国ラオス23 ボーペンニャンで幸せ
水上レストラン↑（2009年12月31日、ビエンチャン）（癒しの国ラオス22からの続き） ボーペンニャンと言う言葉があるお陰で、ラオスには自殺者がいないという話は信憑性が高いと思われる。 レストランの予約もボーペンニャンの一言でキャンセルされてしまうことがある。私は、幸いラオス滞在中の3年間に2度しか経験していない。 一度は、船に乗って食事をする予定で、知人の豪州人が船を一隻予約した。当日レストランに着いてみると、船がない。レストランの人に聞くと、「他のお客様が先に来たので、その人たちを乗せた」という返事。「えっ！どうして？」と呆気にとられながらも抗議したが、レストラン側は当然のことと思っている。レストランに非があると思うのはこちら側だけで、結局ボーペンニャンということでどうしようもなかった。この時は、言い争っているうちに船が一艘戻って来たので、その船に乗ることができ、まぁ、何とかなり、ボーペンニャン。（続く）【Bon appétit !】 Laos Cozies up With Thailand On the banks of the Mekong River in the heart of Laos’s capital city, Vientiane, stands a defiant Chao Anouvong, the Laotian king who fought the Thais almost 200 years ago, winning the hearts of his compatriots and the wretched anger of the royal regiments in Bangkok. コオロギのからあげ↑（2008年5月13日、ルアンパバン） HSBC銀行の広告に、“Never underestimate the importance of local knowledge”という表題のものがあります。 「地元の人の知識を見くびってはいけない」と言うような意味になるかと思います。 「同じものでも地域によって違って見える」、”Identical object are labeled differently in different countries” ということを知ってもらいたいという意図でしょうか？ そしてその事例として、コオロギの写真と説明があります。 “the grasshopper advertisement: USA - pest, China - pet, Northern Thailand - appetizer.” 「コオロギは：アメリカでは害虫、中国ではペット、タイでは前菜」 広告作成者の観点からこの広告を評価すると、次のようになるのでしょう。 Creating advertising is an enigma, more art than science, mysterious and unexplainable.【Bon appétit !】 剣を飲み込む技 Dating to ancient times, sword swallowing is a performance art in which an entertainer passes a sword through the mouth and down the esophagus to the stomach. 癒しの国ラオス22 ボーペンニャンで幸せ
踊り明かしてボーペンニャン↑（2009年2月3日、ビエンチャン）（癒しの国ラオス21からの続き） ボーペンニャンは、直訳すれば「何でもない」となる。ありがとうと言われた時の返答もボーペンニャンとなるので、「どういたしまして」という使い方もある。普通は、「気にしないで」と訳される。 「気にしないで」というニュアンスからすると、迷惑を被った人が迷惑をかけた人に対して、「ボーペンニャン」と言うのが、しっくりくる。ところが、迷惑をかけてきた張本人が「ボーペンニャン」という場面によく出くわす。「どうして迷惑をかけたあんたがボーペンニャンと言うのだ？それはこっちの台詞でしょ!？」と言いたくなる。この場合は、「気にしないで」という意味ではなく、「（あなたに迷惑をかけて大変なことになったが、）大丈夫、なんとかなるさ。」と言う意味が一番近いようだ。 ボーペンニャンという言葉は、魔法の言葉で、ラオス人は、何が起ころうと「ボーペンニャン」で済ますことが習慣となっている。この一言が、ストレスを解消し、精神的に安定をもたらしている。ボーペンニャンと言う言葉があるお陰で、ラオスには自殺者がいないという話は信憑性が高いと思われる。（続く）【Bon appétit !】 気候変動に対処するラオス Lemons and sweet bamboo may not be associated with frontline efforts to adapt to climate change in most parts of the world, but in Kioutaloun village in northern Laos, rice farmers hit by landslides, land erosion and severe flooding are looking to different crops. “When the farmer starts planting upland rice he needs rain for fast growth. They claim the agencies illegally allowed EGAT to sign a pact to buy power from the controversial dam, chairperson of the conservation network, Niwat Roikaew, said. These state agencies failed to inform the public of environmental and social impacts from the dam, he said. The 2007 Constitution requires concerned agencies to open a public hearing on any controversial project that may pose serious implications for the environment, society and public health, he said. Some 70 conservationists and local residents gathered at the court yesterday while 37 representatives of the group signed the complaint. They came mostly from the Mekong provinces of Chiang Rai, Loei, Nong Khai, Bung Kan, Nakhon Phanom, Mukdahan, Amnat Charoen and Ubon Ratchathani, located up- and downstream of the dam.（8 August 2012）

【緊急情報】日本人旅行者逮捕、ラオス、偽造紙幣所持
平成24年年８月７日、在ラオス日本国大使館から、在ラオス邦人に対して下記の内容の通知が発出されました。 ラオスへの偽造紙幣の持ち込みは、懲役または罰金となりますので、ご注意願います。一見して偽造と分かるようなお札であっても刑罰の対象となります。 記 最近、ルアンパバーン県のルアンパバーン国際空港において、邦人旅行者が偽造紙幣を所持していたとして、ルアンパバーン県警察に逮捕されるケースがありました。 逮捕された邦人旅行者は、カンボジアの市場でお供え用の紙幣（偽１００ドル札９０枚）を１ドルで購入した後、陸路でラオスに入国し、その後バンコクへ出国するためルアンパバーン空港で出国手続きをしていたところ、手荷物検査の段階で偽造紙幣所持が発覚して治安当局に身柄を拘束されました。 ラオスでは、偽造紙幣の国内持ち込みは懲役５年から１５年または罰金１千万キープから１億５千万キープの罰則が科せられます。 当該邦人旅行者は、偽造紙幣の所持等が刑罰の対象となることをよく認識せず、軽い気持ちで購入した模様ですが、罰金の支払いを命じられることになりました。 以上の事例を踏まえ、在留邦人におかれましては国内外を問わず、市場等で偽造紙幣（一見して偽物であるものも含む）を購入することのないようご注意下さい。【Bon appétit !】 女性の不発弾処理チーム In the back of the truck sit 12 women. 癒しの国ラオス20 口コミ社会で幸せ
入安居の日↑（2009年7月7日、ビエンチャン）（癒しの国ラオス19からの続き） ラオス人コミュニティーの外にいると、事後に行事があったことを知り、悔しい思いをすることになる。 祝日も事前に決まっていないことがある。たいていの場合、祝日は予想通りに決まるが、予想に反して決まることがある。こうなると、日程調整に奔走することになる。特に、海外旅行を予定していたり、知人を呼び寄せていた外国人は、以前から日程を決めているのでその調整に苦労することになる。 時として、今日が祝日かどうかがわからないという信じ難いことが起こる。ある日出勤したら、職場に来ている人が少ない。聞きまわってやっと、今日が祝日になったということが分かる。 結局、口コミ文化は、人と人とのつながりに重きを置く社会である。人とのつながりが濃いので、ラオス人はいつも幸せだ。幸せは、疎外感と反比例する。（続く）【Bon appétit !】 カオパンサ―、入安居 Hundreds of Buddhists at every temple around the country stood in line patiently yesterday morning to present their offerings to monks and novices to make merit on the day of Buddhist Lent ( Boun Khao Phansa ). モン族の正月↑（2007年12月15日、ビエンチャン県）（癒しの国ラオス18からの続き） 口コミ文化はまた、全てが口コミで伝達されていく。従って、如何にたくさんの情報を口コミで手に入れるかが、ラオスの生活を豊かにする鍵となっている。 ポックの話では、コミュニティーに入っていないと、情報が入らず生活に困ることが多いということだ。例えば、行事日程がわからない。ラオスには、いろいろな行事がある。例えば、ボート祭り、ロケット祭り、正月、各種祭日。日程が決まっても、それを伝達する手段は口コミである。口コミで伝わらないと知る術がない。 ある時、モン族の正月を経験したいと思ったが、情報が錯綜し、事前に日程を把握することはかなり困難であった。行事日程の決定は、村長が、月の動きと米の刈り入れの状況等を勘案して行われるので、寸前にならないとわからないことが多い。 ラオス人コミュニティーの外にいると、事後に行事があったことを知り、悔しい思いをすることになる。（続く）【Bon appétit !】 ラオスに大きな可能性 The recent visit to Laos by US Secretary of State Hilary Clinton is a sign of the growing interest in a small country with huge potential. Blessed with abundant natural resources and low labour costs, Laos is strategically located near the heart of Southeast Asia and has one of the highest GDP growth rates in the world - 7.9% in 2011 (a growth rate it has enjoyed for most of the past decade.) Laos has similar resources and strengths to Myanmar but is about one-third the size and has one-seventh the population. As less-developed countries, Laos and Myanmar will both have preferential access into Europe and the United States. Compared with Myanmar, which is just opening up after decades of isolation, Laos has the advantage of more developed infrastructure and a more advanced legal system.
