475系や413系といった国鉄形車両の大所帯だった北陸本線普通列車に登場したJR世代の車両。223系の車体と683系の機材とを組合せて造られた。この車両の登場で419系が2011（平成23）年3月11日で引退し、475系と413系が米原～敦賀間から撤退した。
転換クロスシートが並ぶ車内は223系と同じだったが、ボタン式半自動ドアであることととドアチャイムがないことが異なる。
今回乗った津幡～高岡間は、2015（平成27）年春の北陸新幹線開業後にIRいしかわ鉄道とあいの風とやま鉄道に譲渡される。両鉄道に521系も譲渡されることが決まっているものの、JR西日本経営であるうちに1度乗ることができた。
Hokuriku Main Line train I transferred from Nanao Line was operated by 521 Series, which was first time for me to ride on.
Local trains on Hokuriku Main Line had used to be operated only by the units built in JNR era, the newly-built unit having the body of 223 Series, mainly in service on Tokaido, Sanyo, Kansai Airport, and Seto-ohashi Lines, and the equipment of 683 Series, in service as "Thunderbird", "Shirasagi", and "Hakutaka"(owned by Hokuetsu Express) expresses. This unit had completely replaced 419 Series on March 11th, 2011, and 475 Series and 413 Series withdrew from the operation between Maibara in Shiga Prefecture and Kanazawa in Ishikawa Prefecture.
Transverse seats with reversible backrest was the same as the interior of 223 Series, but switchable doors without chime different.
After Hokuriku Shinkansen's open in 2015 where I travelled and some sets of 521 Series would be alienated by IR Ishikawa Railway and Ainokaze Toyama Railway. I could travel there before the purchase.
