消費税の負担 Comsumption tax increase
消費税増税について、国民に増税を求める前に政治家が身を切り、議員定数削減と国家公務員の人件費削減をすべきだと言われている。この意見は私にはスッキリしない。そもそも消費税増税は政治家により国民に求められるべきものだろうか。国の負債が年々増えているのは誰もが知っていることで、増税すべきかどうかは政治家が提案するにしても、我々が判断することではないだろうか。議員定数を削減しても、国家公務員の人件費を減らしても到底追いつく額ではない。またこのような言い方には、政治家や公務員だけがいい目を見て、国民は負担が増すというニュアンスがあるが、実は政治家も公務員も消費税増税により同様に負担が増える。政治家は別にして、公務員は人事院勧告で民間給与にスライドして近年は毎年給料が減っているはずである。このような表現はその事実を知っていて、国民におもねる評論家や消費税反対の政治家が作り出し、マスコミが利用しているように思える。 Regarding to the government's proposal to increase consumption tax, we hear piople say "Before asking the burden to people, politician should take on the burden first, by cutting down the number of assembly members and expense of government employees. I do not fully agree with this opinion. This is not the matter only for politicians. We ourselves should think seriously about it, because we knows our national debt is huge and increases every year. The amount of money saved by the reduction of the number of assembly members and expense of government employees is far away from reducing our debt. The opinion cited above sounds like saying politicians and government employees are not suffering, while other people bear the burden of tax increase. However the fact is that both govenment employees and general people bear the burden alike. In addition the income of the government employee must have declined for these several years in parallel with that of private corporate employees. It seems to me that many commentators who know this fact, but want to get people's favor and some politicians against the tax increase came up with this excuse to avoid or oppose tax increase, and mass media is using it for its advantage.

大相撲見物 Visit to sumo tournament (II)
国技館で大相撲を見て、テレビでは分からない新しいことをあらためて学んだ。まず館内に響く歓声に興奮した。体の小さい、隆の山などが登場すると大きな声援が飛ぶ、勝負が長引いて両者が頑張っていると沢山の拍手が響き渡る。幕内で取っていた垣添が幕下で勝負している姿に多くの声援が飛んでいた。この他にも、テレビで空いた座席が多いのを見て、相撲人気の低下を残念に思っていたが、実際には正面席はいっぱいで、次いで向こう正面に客が多く、東と西の席だけがガラガラだった。たまたまこの東西の席がテレビに写ると人気の低下が強調されることを発見した。隣席の人が見せてくれた携帯のワンセグでは、テレビ画面が実際より遅く、力士が土俵を降りた後にまだ勝ち名乗りを受けていたりした。やはり会場では臨場感がある。 I visited Kokugikan to see sumo and learned several new things that we could not find from TV. Firstly big cheers to each bout by the audience excited me a lot. Specially bigger cheers were given to small wrestlers like Takanoyam. And many people clapped hands to good fights. Big cheers and clapping was given also to Kakizoe who was in makuuchi or top division but now in makusita or third division. I felt sorry for the declining popularity of sumo whenever I saw many vacant seats on TV. But the reality was that seats facing the front of the ring were full and on the reverse side the seats were a bit less full, whereas on east and west sides many seats were vacant. Therefore if TV shows east and west side, you get an impression that sumo is losing its popularity. When a person next to me showed TV of her cell phone, I was surprised that there was a bit time lag between TV image and real match.

大相撲見物 Visit to sumo tournament(I)
先日大相撲の初場所を見てきた。その時、入場券購入口で幸運なハプニングがあった。窓口に並んで、空き席を係員に尋ねている時に、近くにいた中年の女性が一人でしたら無料切符を差し上げますよと言ってくれた。一瞬戸惑って支払いますといったがもともと無料で手に入れた券だからいらないという。結局、無料でこの人の隣座席で相撲を見学した。 話していると甥が幕下の相撲取りで、岩手からよく応援に来るという。甥の所属している伊勢ノ海部屋を応援しているようで、私の知らない相撲部屋の内情を話してくれた。それで相撲への興味がさらに高まった感じがした。結びの一番まで、こうして見物しながら話をして、見ず知らずの人が全くの善意で私に券をくれたことが分かり、こんな人もいるかという思いで、久しぶりに心を洗われた感じがした。 I went to see Ozumo new year tournament and gained a windfall. When I was asking to a sales girl about a chair seat available in a line at the ticket window, a middle-aged lady told me "If you are alone, I have one free ticket to give you". At the moment I did not understand what she was talking about. When I understood her, I offered to pay for the ticket. But she insisted on giving it to me for free. After all I accepted her offer. We sat next to each other, because the tickets are paired ones. We enjoyed seeing sumo and talking. She told me that her nephew is a makusita(the third division of sumo) wrestler and comes to see often from her town in Iwate. By talking with her, I learned about the everyday life of wrestler and what is happening in a sumo stable, which made me more interested in sumo. After talking till the final bout, I realized that it was nothing but her good will to give a ticket to a stranger like me.

時代劇の危機 Samurai drama in danger of extinction
テレビや映画で時代劇が減っているそうで、そういえば最近あまりテレビで時代劇を見ない。時代劇は製作費がかかるのと、視聴者が高齢でスポンサーがつかないというのが理由らしい。私はその他に内容が貧弱なことがあるのではないかと思う。一般に民放の番組には、タレントがふざけるだけの番組が多い。時代劇も単純な勧善懲悪の水戸黄門が最後まで残ったというのも偶然ではないと思う。時代劇以外でも民放の探偵ものなどは後に印象があまり残らなくて、見た後で時間を浪費した感じになる。このような番組ばかりでは時代劇だけでなくテレビ全体の視聴率が減るのは時間の問題だろう。一方でNHKの大河ドラマや藤沢周平の小説は人気が高い。民放では製作費が少ないので良い番組が作れないとよく聞くが、そもそも物語の筋が単純過ぎるのがつまらなく感じる原因だと思う。例えば物語のしっかりした藤沢周平や松本清張の小説をもとに番組を作るとそのことだけで製作費が高くなるものだろうか。 I often hear lately that the number of TV programs and movies of historic dramas are declining. The reasons are high cost of making program and lack of sponsors who do not like the elderlies who are main spectators of such program but not good consumers of their products. However I think the poor quality of those programs is also the reason. Many progams of private TV stations consist of foolish funs made by TV personalities and commedians. It is not accidental that the last historic drama on YV was Mitokomon, a simple story of good versus evil. The most programs of private TV stations have not impressed me at all, and I felt as if I wasted time after watching them. Figuring from the prospect of increasing number of such poor programs, people will soon turn away from TV. In contrast, NHK's historic drama series and Shouhei Fujisawa's histric novels are now very popular. It may be true that it is a matter of cost whether the program is good or not. But it seems to me that the story of the drama is more important. If the drama is based on good story such as those of Seicho Matsumoto and Shuhei Fujisawa, it will surely make better program while not spending much.

航空券 Airline ticket
この年末年始に親戚の子供が二人四国から我が家に来て10日間近く過ごした。その飛行機代の不都合さに驚いた。正規の代金は往復70,000円だが、東京で航空会社契約のホテルに1泊でもすればこの代金が35,000円位になる。しかしこれは3日前までに予約しなければならない、また12歳以下だけではいけないとなっている。幸い上の子が12歳だったので、35,000円だったが、昨年だったら一人70,000円払わなければならなかった。 これまでもパック旅行の代金と正規の代金の違いの大きさに驚いてきた。こうした事実を知るとあらためて航空業界への不信がわいてくる。最近、割安航空会社が進出しているが、これも正規の価格が高すぎることを証明しているように思われる。公共性の大きい交通施設ではなおさら誰もが納得できる価格にすべきではないだろうか。 Two children of my close relative visited us from Shikoku and stayed at our home for 10 days. I was surprised to learn the way airline companies charge them. The regular airplane fee from Shikoku is 70,000 yen. But if you stay at a hotel in Tokyo at least one night that has contracts with the airline company, the whole cost including hotel charge is 35,000 yen. However to use this discount system, you have to make reservation till 3 days before your trip, and at least one passenger should be older than 12 years. Luckily in our case the older child is 12 years, and we payed 35,000 yen for each child. As you already knows, packed tour cost is far cheaper than regular price, and recently more and more cheap airlines join this industry worldwide. All of these seem to prove that airline companies are overcharging us at regular price. I hope that the cost of the public transportation like airplane is decided through clearer and more trasparent process.

消費税の増加 Increase in Consumption Tax
先月の終わりに国の予算案が発表された。新聞やTVでは国債の発行が年間予算の半分を超え、累計の借金が1000兆円になると、政府の無策を批判していた。ところが借金解消のために野田総理が消費税の増加を提案すると同じ新聞やTVがこれも批判している。中立的立場の経済学者はほとんどが消費税増加はやむなしと言っているので、素人の私はこれが正しいかなと思う。しかし政治家はもちろん、評論家といわれる人はほとんどが、増税なくてもやれる、ムダをなくしてからだ、あるいは今は時期でないとして反対しているので,またどれが正しいか迷ってしまう。 最近新聞の投書欄に載った意見に私はもっともだと思った。ムダを省いてからと言うがムダを完全になくすことは不可能だ、またある人にムダなことは他の人には必要である。別の欄では、景気が良くなってからというが、ここ二十年近く景気が良かった時があっただろうか。 The draft for national annual budget was annouced at the end of December. Most media criticized this draft pointing that the government relies for more than half of its financial source on newly issued national bond, increasing the total debt to one quadrilion yen. Whereas the same media attacked the government when prime minister Noda proposed the increase in consumption tax in an effort to reduce the debt. Many economists such as university professors support the tax increase. Since their view may be based on scientific analysis, it seems to me that Mr.Noda is right and we have to accept the tax increase. However many politicians and economic commentators are against this policy, saying either the government can save sufficient financial source by eliminating the waste or it is not the right time to do so now that we are in recession. I wonder again which opinion makes more sense. An article in letter-to-editor colunmn of Asahi newspaper appeared convincing, that says it is not possible to completely eliminate the waste and a waste for one group is a need for others. In another column I found someone say that our economy has been in recession for the past two decades and we can not expect its recovery in near future.

牛久シャトー Ushiku Chateau
茨城県の名所の一つに牛久シャトーがある。ワイン醸造所の跡で、赤レンガの建物と貯蔵所が残っており、今はレストラン、土産物屋、結婚式場が併設されている。構内にはいろんな植物が植えられていて、特に春は桜の名所になっている。音楽会も時々行われている。観光バスが止まる大切な場所の一つになっている。残念ながら地震の後、一部が閉鎖になり、レストランも閉じている。構外に評判の良い併設のパン屋があるが、これも近いうちに閉じると聞いている。ここは牛久市で経営しているが、なんとか続けてもらいたいと希望している。 Ushiku chateau is one of the sightseeing spots in Ibaraki. It used to be a winery. Red brick building and wine storage are preserved. Now attached are restaurants, a souvenior shop and a chapel for wedding. In the ground there are several trees and flowers. In spring this place is a well-known cherry blossom viewing spot. This was an important tourist bus stop and crowded in tourist season. However a part of the building is closed and restaurants of both Japanese and Western styles are closed either after the great earthquake. An affiliated bakery outside the ground has good reputation, but will be closed soon. The place is run by Ushiku city. I hope that the city continues to preserve this historic place and keeps it open to public.
