芝刈りさえしていれば・Just mow it, please
今日の写真が我が家の近くの市管轄の公園で撮ったものです。１枚目は市の仕様書に沿って、月1回で程度芝刈りしている部分で、２枚目はその隣にある我々が２年前から週１開始ばかりをしている部分です。以前も写真を掲載したことがありますが、昨日はとてもよくその市街がよく分かる状態だ多野で、ついまた載せました。中身は自然に生えて来るいわゆる「雑草」であり、維持管理の違いが刈り込みの回数だけです。いいですか？芝生の維持管理が芝刈りに尽きます。These photos were taken at a local park for which the city council is responsible. The first one shows the grass in an area looked after by this city council, where the grass is cut once a month in line with the city's guidelines. The second photo is an adjacent section that we look after, cutting the grass once a week.I know I have posted photos of this park previously but the difference in the condition of the grass was so clear yesterday that I just had to post these for you.The grass is the same, whatever grows naturally, and the only difference in maintenance is the frequency of mowing.The most important aspect of looking after grass is mowing it.

優先順位・Priorities
日本政府が2008年度予算に次世代ネットワークの研究開発の為に78億円を盛り込んで、この事業の実用化を目指すと発表した。将来に向けての日本の国際競争力を強化するのが狙いだそうです。これは妥当な投資だと思います。今はどうこうではなくて、数年先、数十年先を見据えての政策に折り組むことは大変有り難い話です。でも、一度原点にたちとどまって物事を考えてほしいです。競争力が強化された国で働く肝心な人間の出生率が減少しており、次世代を担うべき今の小学生の体力が低下している状態に歯止めをかけないことにはいくら技術革新したとしても、意味がないのではないでしょうか。まずは幼児から元気な体を作るに絶対不可欠の園庭、校庭、空き地、公園の芝生化に同じ様な先見性のある投資をしてもらいたいですが、今日もどこかの行政機関では「校庭芝生化をしたいが財政なんでね」と言うコメントが発表されているでしょうね。The Japanese government is to include JPY7.8bn in the FY2008 budget for R&D into the next-generation Internet, the intention being to reinforce Japan's international competitiveness in the next decade or so.I agree wholeheartedly with this announcement and am overjoyed to hear the government taking a long-term view in the formulation of its policies.But the government needs to get right back to basics. The birthrate is declining and today's children--the people who will be the workforce in this reinforced nation--are reporting falling physical attributes. Unless the government does something to address these issues, all the technological innovation in the world is meaningless.The first priority should be to make similar investments in turning all playgrounds, school grounds, parks, and playing fields into grass, for all ages from toddlers upward. Yet today, somewhere in Japan a government official is telling a local residents group that it would love to introduce grass school fields but it just doesn't have the money.

足の指が退化している？・Toes atrophying?
先日鳥取を訪問された関東の小学校担当者から大変面白い話を聞かされました。この方が小学生を対象にバスケットボールを指導していて、外では靴ばかりはいていて、家の中では裸足だが当然は知ることもない生活になりきっている最近の子供の中では足の指を使えない子がたくさんいると言います。裸足でまっすぐ立っていて、親指と小指で地面をつかむ動きは出来ないそうです。当然、親指に力を入れてつま先立ちも出来ないそうです。これはスポーツをやる以前の問題で、サッカー、ラグビー、野球、ソフトボール、バスケットボール等々、どの種目でも、まずは足が丈夫でちゃんと動くのが大原則です。彼が一日をかけて鳥取での芝生化事例を10数カ所視察しましたが、一番感激したのはなんと近くにある保育園でした。6月半ばに芝生にし、今は毎日子供達がすごく元気に走り回り、水遊びをしたり、0歳児が保育士が追いつかない早さで芝生の上ではいはいをしています。赤ちゃんがはいはいするときは指に力が全てです。訪問者のコメント「10－20年後はこの保育園の子供の中からすごいスポーツ選手が誕生するだろう。鳥取は要注意だね」って。 トレセンや一流競技場はもういいです。赤ちゃんやよちよち歩きの子供が遊ぶ場所を全部芝生にして下さいね。Last week an educator from the Kanto region visited Tottori and spoke of an amazing development now common in his area. He coaches basketball to primary school children and told me that many of them are incapable of using their toes properly, a result he believes of their lifestyle, one in which they always wear shoes outside and never run when barefoot inside the house.When standing barefoot, an increasing number of young children are unable to grasp the floor with their big and little toes at the same time, not are they capable of standing on tiptoes, which requires the big toe to support the body's weight.This is a basic issue not related to specific sports but to all activities: whatever sport you choose to play, you need strong and healthy feet and legs.We visited more than 10 different locations where we have installed grass, all different levels, but the greatest impression on him was when we visited the local playschool, the grounds here converted to grass only 2 months ago. The kids were outside playing with the hoses and running around, while the toddlers and babies were crawling across the grass so fast that the teachers could hardly keep up with them. Naturally, the act of crawling requries you to use your fingers and toes. His parting comment was to the effect that one or more of the kids he saw there could well be a top athlete or sportsman in 10-20 years time. Tottori is a place to watch, he told me.We do not need any more training academies or top stadia. Please convert the playgrounds for the nation's children to grass.

最低水準の芝生・How low can you go?
5月13日の書き込みの写真を今日の写真と良く見比べて下さい。近くの川の河川敷で自然に生えてくるいわゆる「雑草」を2週間に１回刈り込むだけの芝生作りの第1回目の芝刈り後の様子でした。今日の写真は昨日撮ったもので、その間は８回芝刈りをしています。既に近くの住民達がふらっと行ってキャッチボールをしたり、サッカーボールを蹴ったりして遊んだいる姿が時々見かけます。苗も種も肥料も軽い害の作業を一切しないで、1年間の維持管理費が平米15円前後です。これなら、ど素人でも出来ます。Please check the photo in my post on 13 May of this year and compare it to today's photo. They both show a vacant plot of land on the bank of the river in Tottori where we are conducting an experiment in finding out what quality of grass we can provide by cutting the natural growth once ever two weeks. The earlier photo was taken after the first cutting.Today's photo shows the grass after 8 cuttings and local residents are already often seen there playing catch, kicking a soccer ball around, or just relaxing.We planted no seedlings, sewed no seeds, spread no fertiliser. The annual maintenance cost is around ?15/sqm. No skill or experience is needed for this.

気候に大きく左右される・At the mercy of the elements
今の国立競技場やその他の芝生グラウンドの状態がどこを見ても悪いです。一部の間では維持管理者の失敗によるものだと思われがちですが、原因はもっと単純です。5月から元気になってくるはずの夏芝が気温が高く、適量の雨や散水があり、たくさんの日照が必須条件です。6月の半ばまでは大変順調に育っていましたが、梅雨に入るなり、気温がそれほど上がらなくなり、前がいつもの年寄り多くて、７月の平均日照時間が例年の30－40%しかなく、最悪の条件になりました。その結果、8月に入っても7月の尾を引いていて未だに本調子が出ないままです。でも、心配無用。今の天気なら、すぐ青々としているきれいな芝生に生まれ変わります。The grass in the Tokyo National Stadium and most other major grass stadia is in pretty bad shape at present. Whereas many people attribute this to the lack of skill by the groundkeepers, in reality the reason is more simple.Summer grass, which revives from its winter sleep from early May, needs plenty of warm weather, ample rain, and lots of bright sunshine. Until mid-June, things were fine and the grass was looking great but once into the rainy season and for the rest of July, we were beseiged by excessive rain, lowish temperatures, and sunshine hours at best a mere 30~40% of the annual average.As a result, this impact of these inclement conditions was felt into August and the grass has yet to recover fully.But fear ye not! With the recent high temperatures and sunny days, the grass will soon be green and soft, as it should be.

熱中症・Heat exhaustion
朝のテレビでさぞ真剣な顔しているアナウンサー軍団と解説の方々がしきりに熱中症についての会話を延々と続けている。気温が27℃湿度が70％以上では運動中止が原則だと声を大にしてしゃべっている。思うのですが、おそらく彼らの子供達が今でも毎日の部活の練習をさせられているではないか。この気温や湿度では危ないからどうこう言うのであれば、少なくても自分の子供達に対しての対策を講じるべきではないでしょうか。出来ないときはしゃべるな。Today's television news is dominated by announcers and commentators pratting on about heat exhaustion and the dangers of physical activity when the temperature is over 31C and humidity exceeds 70%.I suspect that the children of these announcers and commentators are currently engaged in 'bukatsu' training.If television staff are going to prattle on about the dangers of heat exhaustion, at the very least they could be doing something to protect their own children. Otherwise, they should shut up.

日本だけではない・Japan is not alone
先日のアメリカのある新聞にはこんな記事が載っていました。「カリフォルニア州の財政が苦しい為、数百に及ぶ医療サービスや子供向けのケア事業への支出を中止せざるを得なくなりました。そのうちの数件が破綻寸状態です。」財政が苦しいときは、例えばこんな見出しの記事を想像できますか：「苦しい財政事情の為、州では高速道路建設、刑務所建設、毒性のある農薬への助成金や武器納品の補助金への支出を中止せざるを得なくなりました。」あり得ないですね。「子供にとって固い土よりは柔らかい芝生の方がいいのは分かっているけど財政が苦しいので芝生化は出来ない」と行っている日本の行政と大して差がないですね。どちらの国も子供と大事にしない政策が目立ちます。子供を大事にしない国の将来が暗いです。The Los Angeles TImes ran an article on 3 August under the following subhead. "The budget standoff is forcing California to cease funding hundreds of health-and child-care providers. Some are hanging by a thread.” My question is why not an article under this subhead: “The budget standoff is forcing California to cease funding highway construction, or prison construction, or subsidies for poison spray programs, or SWAT munition enhancements"?Not likely is it?It sounds very similar to the comments by Japanese government officials along the lines of "Yes, we know that soft grass is far better for children than hard-packed dirt but we do not have enough money to convert school grounds to grass."Neither of these two countries is committed to the well-being of its children.The future looks bleak.

親子でキャッチボール・Family playtime
今日の新聞に県が運営している運動公園で親子のキャッチボールイベントのニュースが報じられた。記事によると鳥取のセミプロ野球チームの選手達数人が来て、ボールの正しい投げ方やボールを拾う基本を子供達に教えていたそうです。このイベント自体が「キャッチボールの出来る公園づくりのモデル事業」の一環だったそうですが、またもポイントが完全にずれているように思う。この運動公園は数年前からン十億円を掛けて完全改修された公園であります。狙いは利用率を高めて、一年中スポーツの練習や試合に使えるようにするもので、その為一流のグラウンドキーパーを採用し、年間維持管理予算をかなり積んでいる公園です。親子でキャッチボールをするにはこんな立派に回収され整備され維持管理されている公園でなくても十分なはずです。この写真の様な適当な芝生であれば、親子で楽しく遊べるし、年間維持管理費が平米数十円ですので、どの地域でも簡単に作れると思います。また、親子でのキャッチボールにプロ選手が必要ないでしょう。親が子供と一緒に遊びながらボールを投げたり、キャッチしたりするだけでいいじゃないか。Today's newspaper reported an event at the local sports ground encouraging parents and their kids to play outside. Apparently, several players from the local semi-pro baseball team assisted in coaching the kids the correct way to throw and catch a ball. It seems that this is part of a project to develop parks suitable for parents and kids to play catch together. I can't help but feel that the whole thing is off-base.This sports ground is part of the main prefectural sports facility that was refurbished over the past five years at a budget of several hundred million yen, in order to make it available for sports teams to train and play matches all year-round. A full-time groundkeeper has been employed and the annual maintenance budget is considerable.Parks of this standard are not required for kids and parents to enjoy a casual game of catch. Rather, the sort of park shown in the photo is perfectly adequate. This park is maintained with a annual budget of about Y50/sqm, meaning that it can be developed in any locale.And surely pro players are not needed for kids and parents to have fun playing catch. It is enough for the parents and kids just to get out in the park and chuck a ball around.
