虐待じゃないですか？・Clearly a case of child abuse
13歳の女の子の背骨が腰あたりから曲がる程の体罰に近い扱いを受けていて、お医者さんがいずれは手術でしか直せなくなっていると言っているそうです。その子が将来、自由に動けなくなり、当然働くこともままならなくなり、妊娠に耐えられなくなっている可能性が大でしょう。もし原因が親の体罰や扱いであった場合は行政に連絡をし子供虐待でさせている大人が逮捕され、もし親なら子が保護されることになるでしょう。でも、ここ日本ではこのようなことが｢部活｣の名の下で日常茶飯事的に全国的に行われています。自分の子供をインターナショナルスクールに入れていて良かったとつくづく思う今日この頃です。A 13 year-old girl being treated so physically harshly that her spine is bent from her lower back upward has been told by her doctor that at some stage she will have to have an operation.In the future, this lass will have trouble moving freely, working, or even doing something as natural as having a child.If the cause of this were abuse by an adult, that adult would almost certainly be arrested for child abuse. If it were the parent, the child would be placed in a home for her own safety.This is actually happening to thousands of young girls throughout the country on a daily basis, all in the name of "bukatsu".Thank god I had the good sense to put my children into an international school.

お金がない？・No money?
東京での外環道路を建設する為には1兆6千億円が要るそうです。当然予算化されてちゃんと道路を造るでしょう。それでも校庭芝生化とその後の芝生の維管理費用にはお金がないと行政がいえるでしょうか。子供の体の最高責任者であるべき保護者（＝納税者）がいい加減に歪んだ価値観に基づいて彼らの税金のつい方を決めている行政に対して怒ったらどうでしょう。It will cost \1.6trn to build a new loop road in Tokyo and I for one am certain that the funds will be made available.Yet, the same government continues to claim that it does not have sufficient money to convert school grounds to grass and subsequently to maintain the grass.When, oh when, are the parents of Japan, those people ultimately responsible for the well-being of the nation's children (and taxpayers by the way) going to get angry with the twisted sense of priorities shown by the governments who are deciding how to use the tax money?

維持管理費・Care and maintenance
今日は東京都のある区の区議会議員達の視察団が来ていまして、今年の6月に芝生化した保育園を訪問した時のことです。詳しくは6月22日の書き込みを見て下さい。入ったとたん、園児達の大合唱が始まって、皆がびっくりしたが視察団がもっとびっくりしたのは園長先生の話でした。『今までは毎日数回、園児達が転んでは擦り傷や出血でバンドエイドや消毒液を使っていたが、芝生にした日から、実は6ヶ月間近くは救急箱を開けたのは1回も無いですよ』。つまり、今まで子供の体を直すいわゆる体の維持管理費に使っていた予算が必要なくなり、そのお金で月1回の施肥と週1回の芝刈りといった芝生の維持管理費用を賄えているという考え方が出来ます。貴方なら、お金をどちに使いますか。Today I want to tell you about what happened when I took some visiting ward councillors from Tokyo to a local play school whose grounds we converted to grass this summer. Please read the 22 June posting for details.As soon as we entered the grounds, we were met with a chorus from the kids but what really surprised the visitors from Tokyo was a comment from the head of the play school. "Whereas previously not a day went by when we didn't have to look after cuts and scrapes, using lots of bandaids and disinfectant, we actually haven't had to open the first-aid cabinet once since we converted the grounds to grass."Basically, the school no longer needs to spend money on care and maintenance of the children's bodies and can use those funds to look after the grass, fertilizer once a month and cutting the grass once a week.What would you rather spend your money on?

青天の霹靂・Hit by a bolt of lightning
本日は頭がとても混乱しておりまして、まともな文書が書けないかもしれませんので、あらかじめお断り申し上げます。今までの行政を相手にした芝生化運動では担当部署に人間がいくらやる気があっても、提案が出来上がりお金を出す財政課に回ったとたん｢財政が苦しいので」との決まり文句で却下されるが鉄則であった。ある意味では担当部ションおやる気と財政課の反応には負の相関関係が存在します。ところで今日の視察団の「とにかく財政課長がやる気満々ですので、我々の提案作りを手伝って下さい｣との第一声からこれが狂ってしまいました。｢この市の子供達の為にはお金をかけるつもりです｣というのは市長と財政課長の共通認識だそうです。同じ県だと思えない。ここの市民としてはとても恥ずかしくもあり、ここの市政に対しては怒りを覚えたりもする複雑な気持ちです。Please excuse me if my English is a little odd. You see, I am struggling to come to terms with what happened today.The golden rule as regards local bodies' response to our efforts to encourage grass in school grounds up to the present has been that however much the person from the related section has wanted to push ahead with it, when the proposal reaches the Budget Dept., the answer is always that finances are too tight. There is a negative cross correlation between the two. But today's visitors stunned from the outset with their declaration that the head of the budget department is determined to arrange the required funds and is merely waiting for a sensible proposal, in accord with the mayor's belief that money should be spent on the city's children.It is unbelievable that this city is in the same prefecture as the city in which I live. The almost totally negative response of the local city government at once embarrasses and angers me.

時代遅れも良いところ・Totally behind the times
日本ラグビーの整地とでも言うべき秩父宮競技場には自動散水設備が入っていないので、効率のいい散水が出来なくて、芝生をいい状態に維持管理して行くのはとても難しいそうです。今や世界中の競技場の基本となっているのは埋め込み式のポップアップスプリンクラーであり、これを秩父宮に導入する提案に対しては担当者が選手に危険を及ぼす異物を混入するのは出来ないと回答したそうです。疑問ですが、この写真で遊んでいる小学生が危険にさらされているように見えるでしょうか。同じスプリンクラーがコの校庭に設置してあります。また、この前のワールドカップを含めて、日本国代表が世界で試合するときは必ずと言っていいほど同じスプリンクラーが設置しているグラウンドで試合をしています。協会が危ないと思っていスプリンクラーが設置してあるグラウンドでの試合を辞退するべきでしょう。Chichibunomiya Rugby Stadium is the holies-of-holies for Japan rugby but the lack of a decent automatic irrigation system makes it difficult to maintain the turf in top condition. A proposal was recently put to the union to upgrade the sprinkler system and install a totally-automatic pop-up sprinkler system -- similar to that used in all major grounds overseas -- but was rejected on the grounds that the union can not approve installing a system that is potentially dangerous for the players.I ask you to tell me whether the primary school kids in the attached photo seem to be exposed to any danger. This school field has the same sprinklers installed.It is worth noting that almost every match the Japanese national rugby team plays overseas, including the recent World Cup, takes place in a stadium with the same system. I naturally expect the national union to withdraw Japan from any such tournament and match, not wanting the players to be exposed to such dangerous conditions.

古き良き時代話は沢山・ Enough of the good old days stories
講演をするたびに『私達が小さい時は田んぼや草原で良く裸足で遊び回っていて、今みたいに機械中心とした遊びではなかったよね。あれで僕らが元気になり、丈夫な体が出来たんだよね｣のいわゆる｢古き良き時代｣の様な話を聞かされます。僕の感想が一つ：｢そんなに良かったのなら、どうして貴方達自身がその遊びの場を自分の子供から奪ったのでしょうか？」。At almost every speech I give concerning grass and sports, I hear one of the "good old days" sort of story, you know, the ones that go "when we were kids, we used to run around barefoot in the grassy areas surrounding the rice paddies. We didn't have computer games like the kids of today and it was that sort of playtime that made us physically strong."My response is very simple: If this was such an important element of your lives, why did you rob your own children of the chance to enjoy it?

自然に習え・Learn from nature
四国の香川県のある市から現在工事中の貯水池の周辺一部を芝生化したいとの相談を受けて、この前現地へ行ってみました。展望台から見下ろす巨大工事現場を見ながら市の担当者が芝生かに向けての問題点を次のように説明した。「香川が雨が少なくて、散水をどうするか、また、この辺りの土壌が貧弱で果たして芝生が育つかが心配だ』と。「周りの山や谷を360℃見回して下さい。全てが枯れて、植物が一切育っていないですか｣と答える僕。写真の通り、人間が何も手を貸さなくても、沢山の植物が立派に育っているのです。人間がもう少し自然の力を信じてそれと戦ってではなくて協力して生活をしないといけないのではないでしょうか。Receiving a request from city officials in Kagawa Prefecture concerning their plan to develop a grass play area adjacent to a reservoir/lake currently being constructed on the outskirts of the city, I visited the site a couple of weeks ago. As we viewed the site from lookout point, the city official explained his concerns over the plan."Kagawa has a very low rainfall and the soil in this area is not very fertile, I am not sure whether the grass will actually grow here."My response was to ask him to look around him at the mountains and valleys surrounding the work site. "Is it a desert, with no plants growing at all?" I asked him.As you can see from the photo, there are lots of plants growing to impressive heights.We humans must learn to believe in nature's power and to work with it, not against it.
