When I talk about the real meaning of a past-tense sentence, I use this sentence: "My father was a police man." This sentence has two or more meanings: 1) 父はかって(その時)警察官でした。 **This is what teachers normally teach to their students, and 2) 今は父は警官でない (その他の仕事をしている/定年退職した/他界した)etc.
I can conclude that this sentence has the two meaning.
