Q & A Highlights
Q: You're raising today, even though the reopeners have yet to be approved by Ofwat. What gives you the confidence that this additional spend you're requesting will be approved? Also, can you talk about your engagement with the supply chain in terms of delivering on this CapEx? A: We have visibility of the ambitious growth rates and additional housing in the North West. Ofwat has set out an annualized process similar to Ofgem, providing a clear runway for asset replacement and regional growth. We've strengthened our supply chain, moving from two key suppliers to 100, and have support from local politicians and the supply chain for our submission.
Q: You're putting in this 2.5 billion of extra TOTEX. Could you give us some color on the impact on bills and how you think you're going to be profiling bills and revenues for this extra spend? A: The 2.5 billion investment will result in approximately a 10 increase on customer bills. This investment supports 4,000 additional jobs and aligns with regional growth strategies. We have a robust support package for customers to manage this impact.
Q: How much have you actually asked for relative to the 1.4 billion CapEx? Have you risked the amount that you've asked for, considering Ofwat might not approve all of it? A: The 1.4 billion is the total submission, with 400 million specifically for asset classes Ofwat requested. The rest supports housing and industrial growth in the North West. We have had detailed conversations with Ofwat about our gated submission.
Q: Is the bulk of the increase in returns coming from higher inflation, and what inflation assumptions are you using over this period? A: The 200 basis points of outperformance are significantly underpinned by financing outperformance, with nominal debt issuance outperforming the Ofwat debt indexation model by 80 basis points. We assume a 3% average inflation over the AMP 8 period, reverting to Bank of England's target levels towards the end.
Q: How should we think about RAP growth transitioning into AMP 9? Is 10% RAP growth per annum feasible for the next decade, or will it slow down in AMP 9? A: AMP 9 is expected to be a sizable program due to Environment Act requirements and additional regulatory demands. We aim to smooth the transition from AMP 8 to AMP 9, maintaining supply chain mobilization and avoiding job losses, ensuring a consistent growth trajectory.
