Virginia Seal of Biliteracy
Students who attain proficiency in English and one or more world languages by high school graduation earn the Virginia Seal of Biliteracy.
Overview
The Virginia Seal of Biliteracy is an award given by the Virginia Department of Education (VDOE) to students who demonstrate proficiency in English and at least one other world language by high school graduation. This honor appears on the student’s diploma as evidence of global competence and readiness for college and career.
Eligibility and Requirements
To earn the Virginia Seal of Biliteracy, students must meet both the English Language Arts (ELA) and World Language (WL) criteria established by the Virginia Department of Education (VDOE).
Students may satisfy the World Language proficiency requirement through one of two pathways.
Pathway 1: Automatic District Reporting
If a student achieves a qualifying score on an FCPS-administered assessment, the World Language portion of the requirement is automatically recorded. No additional applicationis necessary for the following:
- FCPS World Languages Credit by Exam: A score of Intermediate-Mid or higher on all parts.
- FCPS World Language Summative PALS (Level 4HN or higher): A score of Intermediate-Mid or higher on all parts.
- AP World Language Exam: A score of 3 or higher.
- IB World Language Exam: A score of 4 or higher.
Pathway 2: External Assessment Application (Seniors Only)
If you are a senior and have met the World Language requirement through an assessment not administered by FCPS, follow these steps to apply for the Seal.
- Verify Your Assessment:
- Visit the VDOE Seal of Biliteracy Webpage .
- Locate the current " Evidence of Proficiency" list.
- Confirm that your specific test and score meet the current year's state requirements.

Confirm English Credits:Make sure you have met all state-mandated English Language Arts (ELA) requirements for graduation.
Note:Your school counselor will perform the final verification that your SOL scores or state-approved equivalents meet the current criteria. - Complete the Application:
- Download and complete the FCPS Application for the VDOE Seal of Biliteracy .
- Include an official copy of your score report. It must clearly show the student’s full name, test date, and all sub-section scores.
- Submit your application and documentation to your counselor no later than May 1stof your senior year.
Important Notes for Underclassmen
While students may take qualifying proficiency assessments in grades 9, 10, or 11, the formal application for the Seal can only be done in the senior year. This ensures that the assessment used remains on the VDOE approved list and that the student has met all graduation requirements for their specific cohort.
