I can hardly believe we're already two months into 2006! (例)Loss of memory is a natural concomitant of old age. 【前回の単語】 ところで、2月21日の「macabre」(Even the police were horrified at the macabre nature of the killings.) いかかでしたか? macabreの意味は、(死を連想させるような)気味の悪い、ぞっとする、 suggesting the horror of death and decayという意味です。 macabre:causing fear, dislike, and shock, esp. because connected with death and the dead

I’d like to talk about the topic, “Should the elderly learn computer skills?” A computer is useful. It is very likely to change your lifestyles completely. But my mother cannot use the computer. I think the elderly should learn computer skills. I’d like to stress two reasons.【Body】 「Case1」 イ You can contribute to the society with the help of computers. Computer will help strengthen your ability, even if you become old. One of my uncle is very old. But through a computer, he sends his message to the world, though he is too weak to go out and have a real lecture. I know an old person who doesn’t commute to the company but is doing a good job through computer without leaving home. Keeping curiosity is important especially for the elderly. Learning new things and communicating with others will vitalize their brains. Even if you have never been to America, you can get lots of information about America by browsing Web sites that are created in the country. You can communicate with people by e-mail whom you have never met.【Conclusion】 Therefore, I believe the elderly should learn computer skills.

Why should you want to know?Don’t you mind about the future,Don’t you try to think ahead.Save tomorrow for tomorrow.

The report recommends that female emperors be allowed and their descendants be able to ascend the throne. It also says that a first-born child should be given priority as the imperial heir. Princess Kiko is pregnant now. Her pregnancy adds a complex element to the issue. I think we should take our time to discuss the issue carefully. I’d like to stress two reasons.【Body】 「Case1」 イ There is now the possibility that fears about imperial succession would not be a problem for the time being. No boy has been born to the imperial family for about 40 years. This is why Koizumi asked a panel of experts to discuss imperial succession that can be maintained into the future. There is now possibility that a boy will born. If the third child of Princess Kiko is a boy, the thrown will be passed on to the next generation even under the existing Law. Public opinion should not be divided on an issue so fundamental to the emperor system. Up to now, the key issue was whether to accept emperors of female lineage. Furthermore, a new order of succession has been drawn up. If the Law is revised as recommended by the panel, the Princess Aiko would have priority of succession order over yet-to-be-born boys.

It is easy to find homeless people living in tents in public parks in large cities. Temporary employees are consistently paid less than regular workers even if engaged in the same kind of job. We should think about how we can move closer to being a truly equitable society. I’d like to stress two points.【Body】 「Case1」 イ The society has to be flexible enough that losers in one bottle can pick themselves up and fight in another one. Some degree of income inequality is inevitable. But we have to avoid a society where income inequality is irremediable and losers find it difficult to rise to new challenges. It should not be hard for managers to set up new enterprises once they go bankrupt. Children of low-income earners should have the benefit of employment, education or training. We have to review the tax system for upgrading the safety net for the people who are forced to accept low incomes. The crisis in public finance is serious. It is necessary to levy higher income taxes on higher-income earners and decreasing the taxes on lower-income people. The income gap grew larger because of the long slump of the 1990s. And the gap was further aggravated by the lowering of the maximum income tax rate adopted in 1999.【Conclusion】 We have to realize an equitable and efficient society. The government worked out a compensation package. This was submitted to the regular Diet session that recently convened. The system must be fair and tailored to the needs of victims. I’d like to stress two points.【Body】 「Case1」 イ Measures must be taken to ensure that appropriate relief will reach those who need it. The system must be designed to provide relief for victims who are not covered by the worker’s accident compensation insurance program. It must include victims living near a factory or those who cannot receive compensation because of a delay in filing claim. The proposed law will pay 100,000 yen per month to those not eligible for worker’s compensation.
