　夏目漱石の言葉を借りれば「智に働けば角が立つ。情に竿させば流される（『草枕』）」。そしてグレシャムの法則「悪貨は良貨を駆逐する」は金本位制経済学の要約。しかし、夏目漱石の言葉もグレシャムの言葉も、まるで日本の政治的な現状を批評しているかのようだ。片や心理面を批評し、もう一方は政權の腐敗が社会を腐敗させてしまうことを言い当てているかのようだ。

　世界が混迷の時代に国政を担う政治家がどのような考え方をするのか、私は第二次世界大戦時代の日本の政治家・齋藤隆夫(1870-1949)を参考のために挙げる。
　この人物は明治34年にアメリカ合衆国のエール大学を卒業し、間もなく衆議院議員になり、内務政務次官・法政局長官、そして戦後は国務大臣ならびに行政調査部総裁を歴任した。
　私が斎藤隆夫に注目したのは、戦中の大政翼賛政治状況と社会の精神的閉塞状況下で、他の政治家よりも少なからず世界に開いていた思考と、要職にありながら政権の悪しきところは指摘して追求する知性を備えていると思ったからだ。しかしながら、それに加えて、時勢に制限される知性をも私は見る。それはどういう事かというと、彼は世界平和を志向してはいても強国による抑え付けが必要だと考えていた。その強国として日本を挙げているのである。昭和16年の論文に見る考えだ。この理論は、原爆投下後の世界の核開発競争と核抑止力理論に通じるものであろう。

　私はいまここで齋藤隆夫の政治論について述べはしない。彼の論文集の書影を掲載して紹介しておく。

The current situation in Japan is that the government
is corrupt and the quality, intelligence and character of
politicians are deteriorating. Considering the world sit-
uation, it can be said that it is a time of tumoil, but
Japan's political problem are occurring in a more vulgar
way as a person. From high-ranking government offi-
ciais to bureaucrats, they are lying, repeating bad acts
that do not serve the nation interest.

I don't think that high ideas will be realized in politi-

In the words of Doseki Natsume, "If you work with
wisdom, you will only creates bitter feelings. If you
are too much tende-rhearted person, you will be
washed away ("Kusamakura")". And Gresham's law

gold standard economics. However, both Soseki
Natsume's words and Gresham's words seem to be
criticizing Japan's political situation. On the one hand,
it criticizes the osychological side, and on the other, it
seems that political corruption corrupt society.

As a reference, I will cite Japanese politician Takao
Saito during the World War II era, as to what kind of
thinking the politicians responsible for national politics
in the era of world turmoil will think.
This person graduated from Yale University in the
United States in 1890, soon brcame a member of the
House of Representatives, and was appointed Deputy
Secretary of Internal Affairs and Secretary of Law and
Politics, and post-war Minister of State and President
of the Administrative Reserch Department.
I focused on Takao Saito's eyes and thoughts that
were open to the world more than any other politician,
and the key positions of his own adninistration, under
the circumstanstances of the political affairs of the
great government that eliminated party politics during
the war and mental brockage of society. Despite this,
he thought that he had the intelligence to point out
and pursue the bad points of the administration.
However, in addition to that, I see atime-limited
intelligence in him.
What did that mean?
I point out that he thought that even though he was
aiming for world peace, he would need to be sup-
pressed by a powerful country. Japan was listed as its
power. This is the idea we see in the 1964 his paper.
This theory would be relevant to the world's nuclear
development competition after the atomic bombing
Hiroshima and Nagasaki, and the theory of nuclear
deterrence.

I will not mention Takao Saito's political theory here. I
will post a photo of his collection of political papers.
