At a one-day donors' meeting in Jakarta, The International Monetary Bank and the World Bank came out in favor of a debt moratorium for the countries worst affected by the Indian Ocean Tsunami.Germany and the UK have proposed that the Paris Club of creditor nations suspend debt repayments by tsunami-hit countries.Canada has already announced a unilateral moratorium.But will these debt moratoriums help individual victims?I think it will.After the immediate needs of rescue, sanitation, supply of immediate foods and cloths, the relief action will shift to the stage of recovery.Infrastructure should be reconstruct and this will provide jobs for the victims to get income.Debt moratorium will support tsunami-affected countries to apply budget to reconstruction of tsunami-damaged infrastructure.Though the situation at the site is still in emergency, donors should focus on the next stage.

I found an article of "Japanese airlines deny collusion on mail contract bids" on yesterday's Financial Times.It said that Japan Post was accused of using its monopoly bargaining power to squeeze airline fees, amid revelations that Japan Airlines (JAL) and All Nippon Airways (ANA) submitted identical bids in scores of tenders for mail shipping contracts last year.ANA said that they are extremely surprised to see the same bids, and they are determining their bid rate by careful analysis and research."Dango" is a traditional way of bid-rigging in Japan.Usually companies exchange information through industry groups before jointly determining the price and winner of each ear contract.Major "dango" usually occurred in bidding of public construction project.Big construction companies talk behind closed doors and win the bid in settled order and settled high price."Dango" could function only when all the companies follow the hidden contract, and I think this is based on very Japanese culture.Japanese tendency to follow the rule settled among the group is very strong.This is because our culture is based on rice production: farmers have to obey the local rule or water, which is essential for rice production, could be stopped.Besides "Dango", many of Japanese dispositions could be explained by rice cultivation.Indeed, Rice is Rife.

I'm reading Financial Times to study English.Beside the study of English, it is very interesting to see the world's view to Japan in foreign newspaper.For example, yesterday's leading article was US aid to tsunami affected countries helps US image in Muslim.On the other page, I can see EU debate of debt moratorium by nations affected by tsunami.I seek for what's going with Japan.The only article I could find was that Prime Minister Koizumi indicated the timeframe of revising construction.I know Japan has offered 50m$ for victims of Asian tsunami when US is offering 35m$, but no single word about this can be seen in the newspaper.I think Japan is very poor in self-promotion.That reads to the image of un-understandable Japan.Japanese government should spend some budget for foreign promotion in prior to China ODA.

It was a post to diving mailing list when I noticed this tsunami disaster.Although I am a diver and have been to several countries attacked by tsunami, and I was grown up in Kobe, where a big earthquake occurred in 1995 and 5000 people died, I couldn't imagine it would became this terrible holocaust.As time passes, I started to worry about my diving friends, resort of Maldives and Phuket, which are quite near to me.When I came to work, I realized that the people suffered there could be belonging to our organization or any of correspondents.Their economy should be damaged because tourist industry is a major industry of Thailand and Maldives.To reconstruct all the facilities will cost the fortune.But to think of people living there, boom of construction will provide them work and related expense will revitalize the economy.What can I do for them?Donate little money?Send aid supply?I will do what I can.

Last week, I listed my old PC to an auction site.It was my first listing to auction.Contraly to my anticipation of 15,000yen (about $150), the bid was 24,000 yen (about $240).This PC was appraisal to 1 yen at the PC shop which I bought parts for new PC.Watching the price criming last night, my husband and I started to worry about the winner.What made him bid at this high price?Did I write anything wrong to make him believe it worth this price?Will he get angry receiving the PC?I have not send the PC yet.I didn't think that to sell something at auction is such an exciting event.

I use two steady baby sitters to pick up my children at nursery school and sit them till I or my husband get home form work.Yesterday, baby sitter K was to be on duty.But at 19:00, I got a call from nursery school that K is not showing up!Fortunately at that time, I was already out of office and on the way to home.I ran and ran from the station to the nursery school, and aplogized profusely to the teacher.Here in Japan, public nursery school is very severe with the pick up time.Every parents should pick up their children and leave nursery school before fixed time.Usually, the pick up time is settled automatically by adding commuting time to work shift time. No delay will be allowed.To be late for pickig up children is awful disaster, though no explicit penalty exists.It's a matter of moral.The cause of yesterday's incident was communication failure of my husband.He miss reported the day off of sitter K.Though his fault was obvious, I did not nagged him.He is trying very hard to be good hasband and good father.A miss should not be blamed.

I don't know what made me starting blog, but I finally put my toe in it.I wish if I can continue this for a while.I restarted practacing piano few days ago, after 20 years of lank.My daughter Nami wanted to practace with me, so I bought her a music.Our promise is to practice everyday, regardress how long it is.Yesterday, Nami practiced 5min.I practiced Hanon No.11-20, Clair de Lune by Debussy.I am stacking in the second part of the music but think getting better
