Standard Chartered's ambitious $28 XRP target has returned to the spotlight after a prominent US law-enforcement organization withdrew its opposition to the CLARITY Act.

The National Sheriffs' Association (NSA) moved to a neutral position on the landmark crypto bill as lawmakers prepare for a crucial procedural vote on Sept. 15.

The development follows comments from Senators who believe there is a "good chance" the legislation could pass before the November midterm elections.

Together, the updates have strengthened hopes that a major source of regulatory uncertainty for XRP and the wider crypto market may finally be approaching a resolution.

Sheriffs' Association Drops CLARITY Act Opposition

A Sept. 3 letter confirmed that the National Sheriffs' Association was changing its position on the CLARITY Act.

The group said the CLARITY Act seeks to establish a regulatory framework for a market that has historically operated without sufficient oversight.

It also acknowledged the extensive work carried out by Congress, the Trump administration and other stakeholders to address the bill's complicated legal and enforcement questions.

"Given the complexity of the legislation and the number of important details that remain under consideration, the NSA is changing its position on the CLARITY Act to neutral," the letter said.

The organization added that it would step back and allow lawmakers to continue working toward what it called a "clear, effective and much needed" regulatory framework.

That represents a sharp change from the group's previous position.

In a July 31 letter, the NSA raised serious concerns about provisions affecting decentralized finance and anti-money-laundering requirements.

It warned that exemptions for some non-controlling developers and decentralized platforms could make it harder for investigators to trace illicit transactions and recover stolen assets.

Cramer and Hill See Path to CLARITY Passage Before November

The NSA's change of position comes as two prominent Republican lawmakers express growing confidence about the CLARITY Act's prospects.

Speaking on Fox Business, Sen. Kevin Cramer highlighted the importance of the Senate's Sept. 15 procedural vote.

"If we do that, I think there's a good chance that we can pass CLARITY before the elections," Cramer said.

The US midterm elections will take place on Nov. 3, leaving lawmakers with a narrow window to complete work on the legislation.

French Hill, chairman of the House Financial Services Committee, offered a similarly optimistic outlook.

In a Fox Business clip, Hill described Sept. 15 as a critical date for the crypto industry.

"I think [the Senate] could have the votes," Hill said.

If the 60 votes come in, it would allow the Senate to begin formally considering the CLARITY Act and move to the next crucial stages.

Why the CLARITY Act Matters for XRP

The CLARITY Act does not specifically name XRP or automatically declare the token a commodity.

Instead, it would establish criteria for regulating digital assets.

Many analysts and XRP bulls believe a clearer framework would give exchanges, asset managers, and other financial institutions greater confidence in XRP.

For that reason, passage is widely viewed as a strong catalyst for institutional adoption and price.

Standard Chartered's $28 XRP Forecast Returns

The latest developments have also returned Standard Chartered's long-term XRP forecast to the conversation.

The bank's global head of digital assets research, Geoffrey Kendrick, initially published a year-by-year roadmap for XRP in 2025.

Following the 2026 crypto downturn, he cut the bank's year-end target from $8 to $2.80.

However, Standard Chartered left its 2030 forecast unchanged at $28.

Its revised roadmap projected:

With XRP trading near $1.45 at the time of writing, reaching $28 would represent an increase of approximately 1,830%.

That scale makes it clear that regulatory clarity alone would not be enough to meet the massive target.

Such a massive increase would require a blend of greater institutional participation and a larger surge in overall crypto use.

The CLARITY Act could help establish the legal foundations for that growth, but it would represent only one part of the long-term investment case.

For now, the immediate test remains Sept. 15.
