Plains All American Pipeline is being assessed through two competing lenses: improving earnings estimates and operational expansion versus limited upside under one fair-value model. The proposed $585 million Powder River Basin acquisitionremains the central strategic development, while analysts differ on whether PAA’s recent gains already reflect its stronger outlook.
