香港 祖国復帰１０周年

北東アジア情勢：いつか来た道
IAEA（the International Atomic Energy Agency）査察官達が、５年ぶりに北朝鮮 Yongbyon の核施設へ戻ってきました。BBC News Last Updated: Friday, 29 June 2007, 13:01 GMT 14:01 UK New tactics over nuclear N KoreaBy Charles ScanlonBBC News, Seoul Officials from the International Atomic Energy Agency (IAEA) have been back to North Korea's nuclear complex at Yongbyon for the first time in nearly five years.North Korean leader Kim Jong-il appears ready to comply with an international agreement reached in February to shut down key facilities at the site.The US and others are now bearing diplomatic gifts for the once reviled regime in Pyongyang.Why such an apparently benign turn of events after years of confrontation? 北朝鮮は、今年２月の６カ国協議での約定に従って、主要核施設を閉鎖する由。次は、米国をはじめ６カ国協議の参加国からの外交的「ご褒美」を用意する番です。ブッシュ大統領が悪の枢軸の一角に据え酷評した国に対して、何故これほどの変わり様なのか、BBCが判りやすく解説してくれています。５年前に破綻したKEDOプロジェクトは、ブッシュ大統領が前政権から引き継いだモノとして、クリントン大統領や民主党を攻撃するときは、ブッシュ大統領がやはり酷評し破綻の原因を前政権の失策としていました。しかし現政権も同じ外交政策に復帰しました。むしろ、今では北朝鮮は核兵器を保有し、その増産能力としてのプルトニュウム蓄積を増やしています。そして、北朝鮮は核兵器を決して廃棄しないだろうと、ヒルズ米６カ国協議主席代表の下でかって次席代表を務めた人も強く予想するこの現状、つまりKEDO以前より悪化の情勢。ブッシュ大統領は、選挙戦などでは、ぶれぬ男としてのイメージ構築に成功していますが、これは政敵の政策を攻撃するとき ころころ変わる と相手の変節イメージ生成に成功しただけで、むしろブッシュ大統領は いつでも過ちを悔いる 事が出来る政治家と言えます。CVID （complete, verifiable and irreversible dismantlement）なんて、次の６カ国協議で 繰り返す 代表なんて果たして居るでしょうか。米上院外交委員会委員長代行（共和党上院議員）が、「それでは、他にどのような道が選択できるでしょうか。」と言っているのをTVインタビューで目にしたことがあります。ブッシュ大統領もきっと同じ思いでしょう。そして北朝鮮の現政治体制は、寿命がまた延びました。北朝鮮国民のどん底生活はこれからも続きます。韓国と中国がそれを望んでいるから の如く 映ります。一つだけはっきりしているのは、韓国、日本、中国、ロシア、いずれも今北朝鮮が今崩壊して多量の難民が自国へ押し寄せてくる事を望んでいない、と言うことではないでしょうか。米国は、米国への北朝鮮からの核弾頭搭載弾道ミサイル攻撃の可能性を 極めてゼロに近い確率と今は想定できるのでしょう。だから、米国は偽米ドルや麻薬取引で稼いだとされる資金の凍結を何のペナルティも科せずに解除出来たのでしょう。ペナルティ無しどころか、韓国や日本は 利子 を払うことまで余儀なくされるのでしょうから、北朝鮮の戦利品を考えると、この５年間の戦いは、北朝鮮の完勝と言っても言い過ぎでは無いです。

日本、国連の平和構築委員会議長国に

ブレア前英国首相：中東特使を引き受ける

超高速インターネット衛星
宇宙航空研究開発機構（JAXA）は、６月２６日、超高速インターネット衛星「WINDS」を筑波宇宙センターで公開したとのこと。ITmediaNews天から来る超高速インターネット 「WINDS」打ち上げへJAXAとNICTが開発した超高速インターネット衛星「WINDS」が公開された。国内やアジアのへき地でもブロードバンドを利用できる技術の実証を目指す。2007年06月27日 03時23分 更新 宇宙航空研究開発機構（JAXA）は6月26日、来年初めに打ち上げる超高速インターネット衛星「WINDS」を筑波宇宙センター（茨城県つくば市）で公開した。最大1.2Gbpsの通信が可能で、災害で切断された基幹ネットワークのバックアップや、国内やアジアのへき地などでブロードバンド環境を実現する技術の実証実験を進める。（注）NICT：情報通信研究機構WINDS（Wideband InterNetWorlking engineering test and Demonstration Satelite）は、来年はじめにH2Aロケットで打ち上げの予定。大きさが2×3×8メートル、質量は約2.7トン（静止軌道上初期）。アンテナと電波を増幅するアンプ、交換機（ATMスイッチ）を搭載し、地上のユーザーに衛星を介したブロードバンド環境を提供する。打ち上げ後は、静止衛星軌道上東経143度の位置で約5年間、地上を結ぶ超高速インターネット技術の収集と実験に活用する計画。地上との通信周波数帯として、高速データ転送に向く20～30GHzの「Ka帯」を使うのが特徴、地上局は小型で済み、家庭にも設置できる45センチ径のパラボラでも下り最大155Mbps／上り最大1.5Mbpsの通信が可能だそうです。従来型の衛星で同程度の下り速度を得るには2.4メートル径のアンテナが必要になるそうで、仮に5メートルアンテナを使うなら最大1.2Gbpsにまで高速化でき、災害時にバックボーンが切断された際、IXとISPを結ぶといったバックボーンレベルの活用も検討出来るとのこと。

EU首脳会議：EU憲法に代わる新条約案まとめる
EU首脳会議において、ドイツのメルケル首相（ドイツは、現在EU持ち回り議長国）の指導力発揮により、EU憲法に代わる新しいEU条約を、EU加盟国の妥協の産物として、土曜日（23Jun2007, Sat）まとまりました。EU chiefs 'satisfied' with treatyEU leaders have expressed measured approval of a draft treaty to reform EU systems agreed at a summit in Brussels.German Chancellor Angela Merkel hailed a good compromise with Poland over planned changes to voting rights, which proved the key to the final agreement.French President Nicolas Sarkozy said Europe was moving again, while British PM Tony Blair said the EU could now concentrate on issues of real concern.The treaty, to be finalised later this year, will come into force in mid-2009.Following marathon discussions which were at times on the brink of failure, leaders from the 27-member bloc emerged smiling at dawn on Saturday to announce the results. ２００５年、フランスとオランダでEU憲法に対する国民投票否決と言う事態に直面、EU統合に向けた動きが一時停滞していた感じもありましたが、６ヶ月毎の持ち回りEU議長国のドイツは、この６ヶ月間フルに活用、メルケル独首相の粘り強い外交努力の結果、EU新条約案がまとまったのですから、メルケル首相の指導力、EU牽引力、相当発揮されたもの と評価できます。EU２７カ国体制、EU憲法をいわば修正するとなると、各国の利害が絡むこと、容易に想像できます。それを解きほぐすようにメルケル首相は、各国首脳を説き伏せました。

アトランティスはカリフォルニャに帰還
スペースシャトル アトランティスは、Edwards Air Force Base in California へ帰還/着陸に変更となった由。Shuttle Heads for California LandingBy THE NEW YORK TIMESPublished: June 22, 2007KENNEDY SPACE CENTER, Fla., June 22 - With the weather in Florida never quite clearing up today, NASA flight directors have decided to send the space shuttle Atlantis to California to land.フロリダのケネディ宇宙センターの周辺の天候、嵐だそうで、出発の際アトランティスはやはり嵐に見舞われ、燃料タンクの被覆タイルの破損により、スケジュール遅れがありました。帰還の際もフロリダは荒天、ついていないようです。今回アトランティスが国際スペースステーションにドッキング中、スペースステーション側の（ロシア製）制御コンピュータ６台が全て停止というハプニングも発生しました。アトランティス離脱までに、全て復旧させたとのことですが、国際宇宙ステーション完成まで保ってくれるのでしょうか。

米国の次期大統領選に於いて、ヒラリー クリントン上院議員陣営は、支持者からの投票によるキャンペーンソングの投票数一位の応募作品を発表しました。Clinton reveals campaign song 'Sopranos' styleJune 19: Hillary Clinton supporters chose "You and I" by Celine Dion as her campaign song, revealing it on her Web site "Sopranos" style. NBC's David Gregory reports.MSNBCこのキャンペーンソング発表には、ヒラリー クリントン演じる寸劇が付いていて、夫君のクリントン元大統領まで「共演」させ、かなりのマスコミの話題になっていました。ヒラリー クリントン選挙サイト500,000ヒットなんて見出しが飛び交います。日本でも小泉前首相は、首相官邸サイトやイメージ選挙で有権者の関心を惹いていましたが、米国では、大統領は直線選挙、インターネットの選挙運動向け活用もそれなりに合法、選挙資金を集めるにはインターネットは無くてはならぬ存在と言えます。イメージ選挙としては、ブッシュ大統領２期目の選挙戦に ぶれぬ男 のイメージを確立することに成功、大統領選挙を勝ち抜きました。現在は民主党、共和党、共に党内大統領候補指名獲得選挙戦の段階、クリントン候補もマスコミの話題になるイメージキャンペーンには相当力を注いでいるようです。

イラク：米軍の出動に呼応した自爆テロ攻撃

ベトナム：鳥インフルエンザによる死亡者

米国ウイスコンシン州：野鳥の減少について

The song echoes from the nearby woods during plays and is one of those things mentioned fondly by those who make a visit to the theater an annual summer event.Yet a landmark report Thursday from the National Audubon Society raised the possibility of a landscape absent this evocative song. The whip-poor-will was among hundreds of common birds listed in the report as being in serious decline. EU 首脳会議の行方

EU 憲法：もっと単純なものとすることが出来るのか
来週は、EU首脳会議が開催される予定とのことです。BBC NewsEU constitution 'can be simple'An EU summit next week may agree to re-name the European constitution and re-package it as a simple treaty, a report by German officials suggests.But the report, seen by the BBC, says this "major concession" will only be made if the "substance" of the original deal is preserved.Germany will be chairing the summit in Brussels, which may agree the outline of a treaty replacing the constitution. EU議長国は、６月一杯までドイツ、メルケル独首相は、EU憲法の改定をEU首脳会議で提案したい考えのようです。EU憲法は、２００４年にEU加盟国により調印され、２００５年には、フランスとオランダで国民投票で否決され、EU憲法成立の道を危うくしていると言えます。メルケル首相は、今回EU議長国のうちに、EU憲法のなんらかの改定を提案、停滞するEU憲法批准に何らかの筋道を見いだしたいようです。サルコジ仏新大統領は、EU憲法を再度国民投票にかけるつもりは無くて、仏議会における議決で承認する道を意図しているやに伝えられていますが、そのためにはEU憲法をもっとシンプルな条約へ改版しなければいけないのかもしれません。加盟国２７国に拡大したEUの壮大な実験は、この先まだまだ続きます。
